Ms. Tran Thi Mai, a poor household living in Khe O village, Luc Hon commune - one of the mountainous areas with many difficulties in Quang Ninh province, has had to live in a makeshift, seriously degraded house for many years. With the attention of the locality, at the beginning of this year, she received 80 million VND from the program "Joining hands to eliminate temporary and dilapidated houses" to build a solid level 4 house. Ms. Tran Thi Mai shared: Living in the old makeshift house, I was always worried every time it rained. Now, when the new house is gradually being completed, I feel more secure to focus on doing business and developing the economy . This support is not only material, but also a great source of encouragement for me to try to improve in life.
From 2013 to the end of 2019, Quang Ninh was one of the leading localities in the country in implementing the Housing Support Project for Meritorious People under Decision No. 22 of the Prime Minister. During this period, nearly 13,000 households of meritorious people in the province had their houses newly built or repaired, with a total cost of nearly 500 billion VND. After the project ended at the end of 2019, Quang Ninh province continued to maintain resources to support the remaining cases, ensuring no interruption in social security policies. In 2024, the housing support policy was expanded when the Prime Minister launched the emulation movement "Joining hands to eliminate temporary and dilapidated houses" nationwide - identifying this as a particularly important political task of the entire political system. Quang Ninh quickly responded with many specific solutions, from reviewing and counting eligible subjects, designing suitable house models to publicizing and making the implementation stages transparent. In 2025, the province aims to support the construction and repair of new houses for 392 households of meritorious people, relatives of martyrs, and 135 poor and near-poor households. The province strives to complete support for all households before October 31, in accordance with the Government's timeline.
The Quang Ninh Province Nursing Center for Meritorious People has become a common home, receiving thousands of people every year. From 2012 to now, the provincial budget has allocated over 20 billion VND for nursing work. Mr. Hoang Van Loi in Bi Giang Area, Uong Bi Ward shared: We are people with meritorious services to the revolution, and every year we receive thoughtful attention from the province to the ward and commune. Recently, the nursing policy has been adjusted positively. Accordingly, people with a disability rate of 81.61% or more are allowed to go for nursing care once a year; the remaining subjects are maintained on a two-year cycle. Every time we come to the Nursing Center for Meritorious People, we are warmly welcomed, enthusiastically served, and there are many rich activities such as art and sports to help us live happily and healthily.
Quang Ninh province's attention to social security is also clearly demonstrated through social insurance and health insurance policies, which are important pillars to protect people from risks. By the end of 2024, the whole province had over 305,000 people participating in social insurance, higher than the national average; the health insurance coverage rate reached over 95% of the population. To achieve this result, Quang Ninh has implemented many policies such as: Supporting the budget to buy health insurance cards for the poor, near-poor, ethnic minorities, relatives of people with meritorious services; encouraging informal workers and the elderly to voluntarily participate in social insurance.
Mr. Nguyen Quang Truc, Deputy Director of the Department of Home Affairs, said: We identify the development of insurance participants, especially voluntary social insurance, as a key task in ensuring long-term social security. The goal is to gradually expand coverage, especially in informal areas, remote areas, border areas, and islands, where many poor and near-poor households and vulnerable groups are concentrated.
Preferential credit policies and vocational training for poor households are implemented synchronously and flexibly according to local conditions. This has contributed to realizing the goal of inclusive development, leaving no one behind, which Quang Ninh province has always persistently pursued.
