Increase leadership effectiveness and coordination power
According to Directive 48, in provinces and cities with 3 or more Deputy Secretaries, the Party Committee will assign one Deputy Secretary to be elected as Chairman of the Vietnam Fatherland Front Committee, and at the same time, a member of the Standing Committee will assume the role of Permanent Vice Chairman of the Front. In localities with only 2 Deputy Secretaries, the Standing Committee of the Party Committee will assign one member of the Standing Committee to assume the position of Chairman of the Front.
This is an affirmation of the strategic role of the Fatherland Front in the new period - not only as a gathering organization, but also as a partner in policy criticism, building and consolidating social trust. When the head of this organization is established as a key cadre of the Party Committee, it creates a solid political corridor for the Front to truly promote its role as a "bridge" between the Party - State - People.
In addition, the Directive also requires Party committees at all levels to assign Secretaries or Deputy Secretaries to participate in the Fatherland Front Committees at the same level. This shows that the important role of the Fatherland Front is being promoted in the context of building a rule-of-law state, promoting democracy and enhancing social consensus.
The fact that the Chairman of the Front is a member of the Standing Committee of the Party Committee means that the Party Committee has strengthened the direct, regular and comprehensive leadership of the Party Committee over the work of the Front. The Chairman of the Front is a member with a high position in the Party Executive Committee and will have favorable conditions to participate deeply in important decisions, ensuring unity in leadership, direction and coordination of actions between the Front and Party agencies, the government and socio-political organizations.
This regulation also contributes to increasing the effectiveness of the Front's social supervision and criticism, because the head of this organization has a strong enough position to bring the people's voice to the leadership agencies, and at the same time be more proactive in grasping and handling arising social issues.
In addition, the Chairman of the Front, as a member of the Standing Committee, will have the opportunity to promote the role of "chairing consultations", guiding the unified coordination of actions among the member organizations of the Front. This is an increasingly urgent requirement as socio-political organizations are increasingly assigned new tasks in the context of restructuring and streamlining the political apparatus.
Opportunities for outstanding personnel, female staff work
Directive 48 not only emphasizes the requirements on the Party Committee structure for the Chairman of the Front, but also sets out the orientation for building the Front Committees at all levels for the new term to truly be the center of the great national unity bloc, with a reasonable structure, representing all classes, ethnicities, religions, intellectuals, businessmen, artists, overseas Vietnamese...
With the number of members of the Central Committee of the Vietnam Fatherland Front ranging from 400-500 people, the provincial level from 90-120 people, the commune level from 50-70 people, personnel work needs to be prepared methodically, publicly, transparently and focusing on quality factors. This is the time for political and social organizations such as the Women's Union at all levels to proactively introduce outstanding female personnel with sufficient capacity and prestige to participate in the Fatherland Front at the same level.
In particular, for provinces and cities with a high proportion of female cadres in the Party Committee, the opportunity to arrange a female Deputy Secretary or Standing Committee Member to take on the role of President of the Front is completely feasible and in line with the trend of promoting the capacity and role of women participating in the political system. This is a favorable time to realize commitments on gender equality in political life, while promoting the spirit of innovation, creativity, and attachment to the People.
In fact, many female cadres of the Vietnam Women's Union at all levels have been and are taking on the roles of Standing Committee members, Party Executive Committee members at all levels, People's Council representatives, Vice Chairmen of People's Committees or Chairmen of socio-political organizations. Therefore, the Union organization needs to proactively coordinate with Party committees to review the planning staff, introduce outstanding female personnel with potential to run for leadership of the Vietnam Fatherland Front at all levels.
In addition, the Vietnam Women's Union also needs to actively participate in providing comments on the documents of the Front Congress, especially those related to gender equality, caring for the legitimate rights and interests of women, children, and vulnerable groups. This is an important channel to promote the role of the Union in policy making and coordinate the implementation of the strategy of great national unity in the new development period.
Directive 48 of the Secretariat stipulating that the Chairman of the Front is a member of the Standing Committee of the Party Committee at the same level is not only a technical adjustment in personnel organization, but also an important step in improving the quality, effectiveness and prestige of the Front system, creating a premise to gather the strength of the entire people in the new development stage.
