On July 9, Thanh An Medical Center (Dien Bien) held a ceremony to announce the successful trial run of the Electronic Medical Record (E-EMR) system.
Recently, the Ministry of Health issued Circular 13 providing detailed instructions on the implementation of electronic medical records. In particular, medical examination and treatment facilities licensed to operate as hospitals must implement electronic medical records no later than September 30 (completely replacing paper records).
The remaining medical examination and treatment facilities with inpatients, day care and outpatients must implement electronic medical records, to be completed no later than December 31, 2026.

To keep up with the digital transformation process of the whole industry, Thanh An Medical Center was selected as the pilot unit in the entire Dien Bien province. After the training and trial operation of the system on May 15, the E-EMR electronic medical record system was put into testing in a real environment at the center.
The center has deployed digital signatures on EHIS software (medical examination and treatment, testing, diagnostic imaging), DICOM application to manage chemicals, supplies, etc.; digitized medical records and forms according to regulations of the Ministry of Health; collected signature samples, built a process for arranging electronic medical records, a process for stamping the end of medical records, etc.
According to Mr. Bui Thanh Hai, Director of Thanh An Medical Center, initial test results show that the system effectively supports medical examination and treatment, records management and patient data storage, while ensuring accuracy, connectivity and full compliance with the technical standards of the Ministry of Health.
Specifically, the accuracy of medical records reached over 99%, the time to create medical records was reduced by 40%. The total number of electronic medical records created from May 1 to June 9 was nearly 1,600 (inpatient and outpatient).
Therefore, the Department of Health of Dien Bien province organized a ceremony to evaluate the model before considering replication and official implementation on a large scale in the coming time.
Dien Bien is a mountainous province with complex terrain, so digitalizing medical records helps shorten the distance and improve the quality of medical examination and treatment for people in remote areas.
