Proposal to temporarily exempt administrative procedure fees for people
The report of the Department of Home Affairs of Can Tho City mentioned the advantages, difficulties and shortcomings in the current process of merging and unifying Soc Trang and Hau Giang provinces.

Regarding public housing and social housing for department-level leaders and civil servants of the two provinces of Hau Giang and Soc Trang (old) who are in need, Director of the Can Tho Department of Construction Mai Van Tan said: The Department of Construction has reviewed the needs of department-level leaders of Hau Giang and Soc Trang and above who are in need of accommodation in Can Tho. Thereby, there are 87 people in need of accommodation (more than 50 rooms left) at the Southwest Guest House and Guest House No. 2.
Regarding social housing for civil servants and public employees who need to buy a house, currently 4 social housing projects in the city have 500 apartments that meet the conditions for civil servants and public employees to register to buy or rent-purchase.
Regarding information on administrative procedure processing and document digitization of agencies and units when merging, Director of the Can Tho City Public Administration Service Center Le Xuan Hoa said that by the end of July 3, the City had announced 2,113 public administrative procedures at the provincial and commune levels.
Through actual inspection, the settlement of administrative procedures only experienced network congestion on the first day, the following days all operated smoothly.
However, the actual operation at the Commune-level Public Administration Service Center shows that because the City People's Council has not discussed a resolution on fees and charges, it has caused confusion for civil servants performing administrative procedures for the people.
The civil registration and management system is still unable to register, leading to slow resolution for people, such as confirmation of marital status.
Dr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho, proposed to temporarily not collect administrative fees from people during this period, waiting for the resolution of the City People's Council to pass.
Regarding the results of the implementation, exploitation and use of shared information systems, platforms and infrastructure techniques, Mr. Ngo Anh Tin said that, up to now, the conversion of the administrative procedure settlement information system has been completed and deployed synchronously for Can Tho City after the merger, deployed for 120 units, including the City Public Administration Service Center and 2 reception and result return points in Vi Thanh Ward and Phu Loi Ward; 14 departments, branches, sectors and 103 communes and wards, with 8,851 accounts created (5,615 accounts for officials, 3,167 accounts for citizens, 69 accounts for businesses).
At the same time, complete the official connection with the National Public Service Portal from June 30, 2025 to put into official operation, ensuring the system operates smoothly after the restructuring of the apparatus, administrative units and organization of 2-level local governments and the arrangement of provincial-level administrative units. The system has synchronized 2,113 administrative procedures, completed the connection with other systems, such as: The Ministry of Public Security's public service portal; VBDLIS land management software; The system for monitoring and measuring the level of provision and use of digital government services (EMC system), and is testing the connection to issue criminal records via VNeID.
In particular, the Department of Science and Technology has deployed additional AI technology into the system to initially support civil servants and public employees of the one-stop department at the commune level.
A representative of Can Tho City Police said that for commune-level police procedures, such as vehicle registration, they are still carried out at commune-level police headquarters. Police officers have not been deployed to work at the Public Administration Service Centers at commune and ward levels because there are no specific regulations.
Regarding land-related procedures, Director of the Department of Agriculture and Environment of Can Tho, Ngo Thai Chan, said that currently, some places have not yet accepted land-related documents, such as granting certificates, mortgages, and loans because they have not yet established a land registration office and a branch of the land registration office. This has significantly affected the needs of the people, and the recommendation to use old seals is also very risky.
Mr. Ngo Thai Chan proposed to soon approve the establishment of the City's new Land Fund Center. At the same time, he asked for the City People's Council's policy to apply the old land prices currently applied in the three localities previously, Can Tho, Hau Giang and Soc Trang, until the City People's Council issues new land prices.
The representative of the Department of Education and Training said that they have surveyed public housing for officials in need based on the renovation of the dormitory of Tran Dai Nghia High School. For children of officials and civil servants who want to study in the new Can Tho City area, the Department and communes will create favorable conditions for them to transfer schools so that they can study with peace of mind and their parents can work with peace of mind.
Early establishment and consolidation of agencies and units
Vice Chairman of Can Tho City People's Committee Nguyen Van Khoi requested the leaders of the departments to promptly present and resolve difficulties, inadequacies, and obstacles, such as issues related to the Commune-level Public Administration Service Center; promptly merge the steering committees of the three localities to operate the apparatus smoothly and effectively; and promptly establish the Land Registration Office and the Land Fund Development Center of Can Tho City and its subordinates.
Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa requested the Department of Home Affairs to soon advise the Chairman of the City People's Committee to promulgate the functions, tasks and powers of departments and branches.
The current disbursement of public investment capital is very large, requiring the early consolidation of project management boards, management boards of export processing zones and industrial parks in the City, and the Land Fund Development Center to promote the effective allocation and disbursement of public investment capital; strictly manage public assets, avoid loss and waste in the process of reorganizing the organization and apparatus.

Concluding the meeting, Chairman of Can Tho City People's Committee Tran Van Lau stated: This is a "reorganization of the country" by the Central Government and the provinces in a quick but effective spirit to create development space and a broad vision for the future.
Therefore, the urgent requirement now is that directors of departments and branches need to promote the highest spirit and responsibility of the head in directing and operating their fields effectively, focusing on advising the City leaders to immediately resolve problems, inadequacies and difficulties. In cases beyond authority, they must report to superiors for consideration and resolution, ensuring smooth and effective operation of work, without interruption, meeting the development requirements of the City in the new period.
Regarding specific recommendations, Mr. Tran Van Lau requested that departments and branches, based on their functions, tasks, powers and directions from the City leaders, immediately implement urgent requirements, such as arranging offices and public housing, avoiding loss and waste of public assets; promptly transferring schools for children of officials and civil servants; temporarily exempting administrative procedure fees for people until a resolution of the City People's Council is issued;
Overcoming the shortcomings of the connection software; temporarily applying the land price list in the 3 old localities until a new resolution of the City People's Council is approved; considering hiring foreign consultants to develop a new planning for the City on the basis of ensuring sustainable and modern development; immediately resolving the regime and policies for retired officials according to Decree 178/2025/ND-CP of the Government;
Complete the steering committees of the three previous localities. In particular, urgently complete the internal apparatus of departments and branches according to the issued project; promptly receive project management boards to ensure progress; quickly stabilize the organizational apparatus, apply IT to handle work; the departments direct to remove difficulties, obstacles, and shortcomings, and provide the highest support for communes and wards to complete their tasks.
At the same time, speed up the disbursement of public investment, especially highways and projects being vigorously implemented such as the Oncology Hospital and the Western Ring Road project; consult and update the growth scenario from now until the end of 2025 to assign each sector to closely follow the implementation tasks...
