Regional cultural and media centers ready to operate under the new model

Implementing Conclusion No. 219-KL/TU dated June 15, 2025 of the Provincial Party Standing Committee and the instructions of the Provincial People's Committee, the Department of Culture, Sports and Tourism of Ha Tinh coordinated with localities to organize the handover and reception of 12 district-level cultural and sports centers (including Ha Tinh City, Hong Linh Town, Ky Anh Town and 9 districts: Huong Khe, Huong Son, Nghi Xuan, Can Loc, Cam Xuyen, Thach Ha, Vu Quang, Duc Tho, Ky Anh) and two other affiliated units, namely Thien Cam Tourist Area Management Board and Nghi Xuan District Public Service Management Board, tourist attractions.

On that basis, the Department of Culture, Sports and Tourism has proposed to rename the centers according to the new model, such as: Thanh Sen Regional Cultural and Sports Center ( Ha Tinh City), Bac Ky Anh Regional Center, Nghi Xuan Regional Center...

Leaders of the Department of Culture, Sports and Tourism received the handover of the Cultural - Communication Center of Huong Khe district.

District-level cultural and sports centers are proactively transforming themselves, gradually preparing for the model of organizing by commune clusters. Mr. Nguyen Long Thien - Director of Nghi Xuan District Cultural and Sports Center shared: "Operating the new model will help avoid dispersion when each commune has a center, and at the same time, concentrate resources and expertise to organize better quality cultural and communication activities. We fully support and are building an operation plan according to the direction of the department."

Nghi Xuan District Cultural - Communication Center is expected to become Nghi Xuan Regional Cultural - Communication Center.

As a unit that has achieved many results in preserving and promoting local heritage values such as Vi Giam, Ca Tru, and propaganda competitions, operating in commune clusters will help the Nghi Xuan Regional Cultural and Sports Center promote its professional role more deeply in the coming time.

"Propaganda competitions organized in clusters alternately between communes will both save resources and improve artistic effectiveness, creating a playground that spreads throughout the community," Mr. Long shared.

Ca Tru Festival is one of the meaningful activities in the work of preserving and promoting heritage organized regularly by Nghi Xuan District Cultural - Communication Center.

In Can Loc, a land rich in heritage, from tangible to intangible culture, the district's Cultural and Sports Center is managing a series of important cultural sites such as: Truong Luu Cultural Center, Nghen Junction Relic Site, Thuong Tru Ferry, Xuan Dieu Church and Memorial House, and 17 Vi and Giam folk singing clubs at the grassroots level.

Mr. Le Van Thang - Deputy Director of Can Loc Cultural and Sports Center expressed: "Organizing by commune cluster will help the center focus resources on management work, organizing larger and more effective cultural movement programs. There will be no situation of dispersion of staff or lack of equipment compared to the model of moving the center to the communes. Immediately after the policy was issued, we also started to review human resources, adjust programs, arrange equipment... We believe that the commune cluster model is an opportunity to elevate grassroots culture".

Many experts also assessed that the new model will help overcome organizational dispersion, while improving the capacity of specialized staff and increasing the effectiveness of coordinating regional events. This not only preserves traditional culture but also creates changes in political propaganda and building grassroots cultural life.

Positive signals also come from the community itself. Artisans and grassroots art clubs are excited about the opportunity to participate in more professional and structured playgrounds. Artisan Tran Thi Huong (Tan Giang Ward, Ha Tinh City) shared: "In the coming time, the organization of competitions in each commune cluster will be an opportunity for us to have more opportunities to perform, exchange, compete and contribute to enriching the local cultural life."

According to the roadmap, regional cultural and sports centers will retain their existing functions and be assigned additional tasks appropriate to the new situation. In particular, from a management perspective, the model of commune cluster centers is also expected to be the focal point for providing public career services: from organizing propaganda activities, visual agitation, competitions, exhibitions to guiding composition, professional testing, serving the construction of new rural areas, maintaining security and environment at the grassroots level...

It can be said that with high consensus, proactive spirit from the grassroots and close direction from the cultural sector, the model of cultural and sports centers in the cluster communes in Ha Tinh is ready to enter the operational phase. This is not only an organizational reform but also a driving force to renew and enhance the grassroots cultural system, a place to sustainably spread cultural values in people's lives.

Since the province's policy was issued, we have proactively coordinated with the Department of Home Affairs and localities to carry out tasks to ensure the progress of handover. The model of regional cultural and sports centers in commune clusters has been identified as a suitable direction, both streamlined and promoting deep expertise. After July 1, 2025, the Department of Culture, Sports and Tourism and the Department of Home Affairs will work specifically with regional centers and commune authorities to unify coordination regulations, ensuring the new model operates effectively and smoothly.
