The State Appraisal Council has just sent Report No. 46/BC-HDTĐNN to the Government on the appraisal results of the Pre-Feasibility Study Report of the Urban Railway Line No. 1 Project ( Binh Duong New City - Suoi Tien).
Accordingly, the Pre-Feasibility Study Report of the Urban Railway Line No. 1 Project (Binh Duong New City - Suoi Tien) after receiving and explaining the opinions of the Members of the National Investment Council has sufficient basic contents according to the provisions of law on public investment and construction; The Council agrees with the opinion of the People's Committee of Binh Duong province, the Pre-Feasibility Study Report of the Project after explanation and supplementation has met the conditions for the Government to approve and submit to the National Assembly for decision on investment policy.
The People's Committee of Binh Duong province is fully responsible for the accuracy and truthfulness of the information, data provided and the explanations in accordance with the provisions of law; at the same time, in the next step (preparing the Feasibility Study Report), it is necessary to continue to study and clarify the remaining contents. After voting in writing, 9/11 members of the State Appraisal Council (reaching more than 2/3 of the Council members) agreed to approve the Appraisal Result Report, of which 4/11 Council members agreed to approve and had additional comments.
Based on the above voting results, the Report on the appraisal results of the Project's pre-feasibility study report has met the conditions for approval (over 2/3 of the members of the State Appraisal Council agreed to the Report on the appraisal results of the Project's pre-feasibility study report).
In order to timely submit to the National Assembly for consideration and decision on the investment policy of the Project at the 9th Session, 15th National Assembly (phase 2) under the direction of the Government's leaders, the State Appraisal Council unanimously recommends that the Government consider and approve the Pre-Feasibility Study Report of the Urban Railway Line No. 1 Project (Binh Duong New City - Suoi Tien) at the request of the People's Committee of Binh Duong province in Submission No. 3749/TTr-UBND dated June 12, 2025.
The State Appraisal Council recommends that the Government assign the People's Committee of Binh Duong province to receive opinions from Government members (if any), opinions from members of the State Appraisal Council, and complete the Project's Pre-Feasibility Study Report. Assign the Ministry of Construction, the specialized management agency in the field of transport, authorized by the Prime Minister, on behalf of the Government to submit to the National Assembly for consideration and decision on the Project's investment policy.
According to the proposal of the People's Committee of Binh Duong province, the Urban Railway Line No. 1 Project (Binh Duong New City - Suoi Tien) has its starting point at Station S1 (New City center) in Hoa Phu ward, Thu Dau Mot city, Binh Duong province; its ending point is at Suoi Tien Bus Station (HCMC Urban Railway Line No. 1) in Binh Thang ward, Di An city, Binh Duong province.
The expected route length is 29.01 km, passing through 3 cities: Thu Dau Mot, Thuan An and Di An, Binh Duong province.
The line is invested in a double-track scale, 1,435 mm gauge, electrified; designed speed 120 km/h; has an overhead power supply system or a third rail power supply system; the vehicle is a train using distributed power unit (EMU) technology; automatic train operation mode (driverless) combined with an automatic train protection system, automatic monitoring system.
The preliminary total investment of the Urban Railway Line No. 1 Project (Binh Duong New City - Suoi Tien) is about 46,725 billion VND; invested by local budget and other legal capital sources. The implementation progress of the Urban Railway Line No. 1 Project (Binh Duong New City - Suoi Tien) is from 2025 to 2031.
According to the explanation of Binh Duong Provincial People's Committee and the explanation in the Pre-Feasibility Study Report, the urban railway line No. 1 (Binh Duong New City - Suoi Tien) will play an important role in reducing traffic on key roads such as National Highway 13, My Phuoc - Tan Van, etc.; limit environmental pollution, reduce CO2 emissions from personal vehicles; promote the formation of compact urban areas according to the TOD model.
The project also helps traffic between Binh Duong and Ho Chi Minh City and Dong Nai province become smoother and more convenient, creating conditions for economic development, contributing to maintaining political security, social order and safety, ensuring security and national defense.
At the same time, in the context of merging Binh Duong and Ba Ria - Vung Tau provinces with Ho Chi Minh City (according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial administrative units), it will create a region with strong economic potential, modern economic structure, science - technology center, innovation, international financial center, therefore, investment in the Project is necessary to increase regional connectivity, creating momentum to promote regional economic development.
