The Ministry of Construction has just sent a document to the Government reporting to the proposal of Xuan Truong Enterprise on the construction of an international airport expected in Y Yen district ( Nam Dinh province) or a location surveyed and proposed by the Ministry of Construction; investment capital from the budget of Ninh Binh province (after the merger) and socialized capital of the enterprise, not using the central budget.
International airport in Ninh Binh is not yet in the planning.
According to the Ministry of Construction, the arrangement of provincial administrative units will open up new development directions, promote economic activities and transportation services. The Ministry of Construction believes that the need for planning and investing in infrastructure to develop the local economy and society is legitimate. Ninh Binh province after the arrangement of administrative units is a locality with potential for the air transport market, so the Ministry of Construction supports the policy of researching and supplementing the planning of a new airport in Ninh Binh province after the merger.
The airport system planning approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023 has identified 12 potential airport locations; these are locations that have been studied and preliminarily assessed for technical factors to form airports. Of which, 3/12 locations have been coordinated by localities with the Ministry of Construction to develop a Project to study the possibility of forming airports (Gia Binh - Bac Ninh, Mang Den - Kon Tum, Van Phong - Khanh Hoa) and reported to the Prime Minister for approval in principle to supplement the airport system planning. The content of the Projects has carefully assessed the criteria for forming airports, ensuring feasibility to supplement the planning and serve as a basis for investment research.
"In Ninh Binh province (after the arrangement of provincial administrative units), the Airport System Planning has not yet determined the potential location for airport planning," the Ministry of Construction stated.
Therefore, to ensure adequate basis for supplementing the planning of new airports, the Ministry of Construction proposes that the competent authority assign the People's Committee of Ninh Binh province to organize the preparation of a Project to study the possibility of forming an airport in Ninh Binh and send it to the Ministry of Construction for consideration and reporting to the Prime Minister.
During the implementation process, the Ministry of Construction will establish a specialized working group to guide and support the Ninh Binh Provincial People's Committee and provide advice on the preparation and submission of the Project to ensure quality and progress.
In addition, this agency also affirmed that in the coming time, the Ministry of Construction will proactively review and adjust the Airport System Planning to ensure it is suitable for the new situation. The Government has assigned the Ministry of Finance to study and propose comprehensive amendments to the Law on Planning, and report to the Government to submit to the National Assembly in the coming time. Therefore, together with the research results in the Project established by the Ninh Binh Provincial People's Committee, the Ministry of Construction will implement procedures to adjust the Airport System Planning according to the provisions of the law on planning to add airports in Ninh Binh.
Build 2 main roads and 9 bridges in 12 months
Also in the above proposal, Xuan Truong enterprise proposed to build 2 main roads from Trang An Heritage, Bai Dinh (Ninh Binh center to Nam Dinh and Phu Ly, Ha Nam) with 8 lanes and build 9 bridges across Day River and Hoang Long River; construction time is no more than 12 months to complete, hand over and put into use; investment capital from Ninh Binh province budget (after merger) and socialized capital of the enterprise, not using central budget capital.
Regarding this proposal of Xuan Truong, the Ministry of Construction believes that after the arrangement of administrative units, it is necessary to study and invest in additional connecting traffic infrastructure systems. According to regulations, the investment in the construction of main roads and bridges on the Day River and Hoang Long River must be consistent with the provincial planning and under the management and investment authority of the Ninh Binh Provincial People's Committee (after the arrangement of provincial administrative units).
In Document No. 1100/UBND-VP4 dated June 30, 2025, the People's Committee of Ninh Binh province determined that this content is the responsibility of the locality and directed specialized agencies and units to urgently review the Provincial planning as a basis for implementing investment and construction in the coming time, ensuring compliance with the viewpoints, orientations, development goals and regulations of law.
The Ministry of Construction agrees with the opinion of the People's Committee of Ninh Binh province and will direct specialized agencies and units to coordinate and guide the province in the implementation process.
