GD&TĐ - The Ministry of Education and Training guides training institutions to simultaneously use multiple combinations, methods, and foreign language certificates for a major or group of majors for admission consideration.

For training institutions (ETIs) that simultaneously use many combinations, methods, and foreign language certificates for a major or group of majors for admission (collectively referred to as majors), the Ministry of Education and Training requires:

Firstly, the CSĐT must determine and publicly announce the conversion rules equivalent to the input threshold and admission score, and the conditions for receiving application documents according to the instructions of the Ministry of Education and Training ( Appendix III ).

Second, for foreign language certificates used to exempt high school graduation exams according to the current High School Graduation Exam Regulations, training institutions can convert them into foreign language subject scores to include in the admission subject group with the weighted score not exceeding 50%; the conversion must ensure that different levels of foreign language proficiency have different conversion scores.

Third, requirements for developing admission methods (combinations, independent tests): Subject combinations or independent assessment tests used for admission must be developed scientifically and practically, ensuring the selection of candidates with basic knowledge and core competencies suitable for the training program, in which a number of specific requirements must be met as follows:

Firstly, in case the university or college training program requires basic knowledge in a certain subject, the training institution needs to specify the entrance threshold for that subject to ensure that candidates have studied that subject in high school.

For example, a medical training program that requires basic knowledge of Biology needs to specify the requirements for Biology scores in high school or high school graduation exams.

Second, the CSĐT must specify the minimum score ratio of the core content (related to the major) that candidates must achieve in the total score of the exam. For example, when considering admission to the Mathematics major using an independent assessment test, the CSĐT must clearly specify the score ratio of the Mathematics section in the exam.

Third, exceptions: The above requirements may not apply to language training courses where learners start from a basic level (for example, learning French from scratch). Similarly, courses such as Technology Education or Information Technology Education may also have appropriate adjustments.

Fourthly, for candidates using foreign language certificates (or other data) as prescribed for admission to CSĐT and having taken the foreign language exam for graduation, CSĐT will use the certificates that candidates have declared on the System for admission or instruct candidates to submit foreign language certificates (or other data) to CSĐT until July 28, 2025 as a basis for admission.

The Ministry of Education and Training requires that training institutions must arrange a permanent staff consisting of competent and experienced staff in recruitment work, who have a good grasp of the regulations to answer questions related to the recruitment work of training institutions and preferential policies in recruitment. Create conditions to support candidates to use the training institutions' internet-connected computer rooms to register for NVXT (if candidates have a need).

Bonus points and priority points, the Ministry of Education and Training notes, the maximum bonus points are 10% according to the scoring scale and are added before adding priority points (regional priority, subject priority). The priority points (regional priority, subject priority) for admission must be consistent and consistent in accordance with the provisions of Article 7 of the Admission Regulations.

In case of admission based on a scale other than 30 points, the CSĐT must determine the corresponding priority score as the 30-point scale as prescribed in Article 7 of the Admission Regulations. CSĐT stipulates that the additional criteria for candidates with outstanding abilities (if any) must ensure that the admission score is not greater than the maximum score including priority points and bonus points (if any).
