The Ho Chi Minh City Ring Road 4 project is over 200km long, passing through the provinces of Long An, Binh Duong, Dong Nai, Ba Ria-Vung Tau and is an important urban expressway beltway, playing a key role in connecting regions, creating momentum for economic , industrial, urban and logistics development.
In particular, the investment project to build Ho Chi Minh City Ring Road 4 through Binh Duong province (from Thu Bien bridge to Saigon river) has a total length of 47.8km, a scale of 8 complete expressway lanes, and a design speed of 100km/hour.
Phase 1 of the project is implemented under the public-private partnership (PPP) method with a total investment of VND 11,743 billion.
The first phase investment scale includes 4 lanes and a continuous emergency lane, with a design speed of 100km/h. The investor is a consortium of Becamex IDC Corporation, Becamex IJC Joint Stock Company and Deo Ca Group Joint Stock Company.
The implementation of the section through Binh Duong province is a political task of historical significance and national strategic importance.
This is the outermost beltway connecting localities. The route not only solves traffic congestion but also shapes a new development space for the expanded Ho Chi Minh City megacity, creating economic momentum for the entire region and the whole country.
At the groundbreaking ceremony of Ring Road 4, the inauguration ceremony of 3 routes DT 743, DT 746 and DT 747B was held, which have been fully invested. These are vital routes, with regional and inter-regional connectivity, with a total investment of nearly 2,400 billion VND for all 3 routes.
On this occasion, the People's Committee of Binh Duong province presented the Prime Minister's Decision on the establishment of the Concentrated Information Technology Park and the Decision of the Provincial People's Committee approving the investment policy and approving the investor to THADICO Binh Duong Industrial Park Development Investment Company Limited as the investor of the Mechanical Specialized Industrial Park project.
Speaking at the ceremony, Deputy Prime Minister Mai Van Chinh affirmed that investment in strategic infrastructure, especially transport infrastructure and information technology infrastructure, is of great significance and a key driving force for rapid and sustainable development.
Practice has proven that wherever strategic infrastructure is developed, it will open up new development space, especially the formation of urban areas, industrial zones, cultural, physical training, sports, medical, and educational institutions; promote socio-economic development, and contribute to the effective exploitation of land funds.
In recent times, infrastructure development in the whole country, including Binh Duong province, has achieved breakthrough results and is very proud, with many valuable experiences, good lessons, good models, affirming the right direction, effectiveness and overcoming the limitations and shortcomings in the previous period, at the same time being the basis for better and more economical implementation in the coming period.
Deputy Prime Minister Mai Van Chinh said that Ho Chi Minh City Ring Road 4 is an important urban expressway belt, playing a key role in connecting regions, creating momentum for economic, industrial, urban and logistics development; the completion of this route will form an industrial-service belt effectively linking localities; at the same time, he requested Ho Chi Minh City, Dong Nai province, and Tay Ninh province to urgently complete investment procedures after the National Assembly's approval to start construction soon in 2026.
Appreciating the Ho Chi Minh City Ring Road 4 section through Binh Duong province, which has been approved for investment by the Binh Duong Provincial People's Council and the Provincial People's Committee has actively implemented tasks from design, bidding, site clearance to capital arrangement, Deputy Prime Minister Mai Van Chinh said that today's on-schedule groundbreaking is proof that the policy of decentralization and assigning localities as the governing bodies is reasonable and effective.
Deputy Prime Minister Mai Van Chinh praised the efforts of the Binh Duong provincial government and appreciated the support of strategic investors such as Becamex IDC, Deo Ca Group, Truong Hai, especially the 800-hectare mechanical industrial park project of Truong Hai - the foundation for the development of Vietnam's manufacturing and railway industries.
In order for the project to be completed on schedule, ensuring quality and safety with the goal of completing the project in 2027, Deputy Prime Minister Mai Van Chinh requested localities, ministries and branches to closely follow reality, closely follow the project, be resolute in operating, managing quality and progress, removing difficulties and obstacles throughout the project implementation process, ensuring that projects are completed on schedule and with required quality.
