The tropical depression in the East Sea has strengthened into a storm - storm number 4 in 2024, according to authorities, the storm is likely to make landfall in Quang Binh .

According to Dan Viet reporters, heavy rain and strong winds have occurred in Quang Binh province since the morning of September 19. Many motorbike drivers had to push their motorbikes across the bridge due to strong winds. There were cases of fallen trees and some border roads were flooded and cut off due to floods.

Ms. Dao Thi Hau (in Bao Ninh commune, Dong Hoi city, Quang Binh province) said: "This morning I went to the market, when I crossed Nhat Le bridge to go home, it rained, strong wind made people and motorbikes sway. After that, I stopped and pushed the cart across the bridge, luckily a few cars passed by to help block the wind."
"The local government continuously propagated prevention of storm No. 4 , so my family quickly reinforced the house and stocked up on necessities to prepare for the storm and heavy rain that would occur for many days," said Mr. Tran Van (in Quang Lien commune, Quang Trach district, Quang Binh province).

According to the Border Guard of Quang Binh province, heavy rain caused some rivers and streams in Dan Hoa and Trong Hoa communes (Minh Hoa district, Quang Binh province) to rise, causing flooding and isolation.
Some border roads in Minh Hoa district (Quang Binh province) are deeply flooded, authorities have to warn of danger.
At the K Ai village culvert, Dan Hoa commune; CuPi, Ta Co culvert, Trong Hoa commune, water rose about 0.5 - 1m, people and vehicles could not pass.
Border guards have coordinated with local authorities to put up signs and warn people not to cross areas with strong currents.
Authorities evacuated people in areas at risk of landslides.
The border guards also coordinated with the locality to mobilize and organize the evacuation of 105 households/506 people in the communes of Trong Hoa, Hoa Son, Thuong Hoa (Minh Hoa district, Quang Binh province) located in areas at risk of landslides and flooding to safe places (relatives' houses, community cultural houses).
Chairman of the People's Committee of Quang Binh province Tran Thang requested all levels, sectors and localities in the province to uphold their sense of responsibility, closely monitor weather developments, promptly deploy preparations, response, natural disaster prevention - search and rescue, thoroughly implement the "4 on-site" motto with the goal of minimizing damage, protecting lives and stabilizing people's lives.
