Colonel Hua Chien Thang, Party Secretary and Political Commissar of Division 3, said that the financial work has helped the Division successfully complete all assigned tasks because the Party Committees and commanders of agencies and units have taken many leadership and direction measures in implementing them. The Party Committee and Commander of the Division have thoroughly grasped and strictly implemented Resolution No. 915-NQ/QUTW dated August 25, 2018 of the Central Military Commission on innovating the financial management mechanism in the Army...; strictly implemented thematic resolutions and regulations on financial work leadership and adjusted and supplemented them in accordance with the situation and tasks of the unit in accordance with the 2015 State Budget Law and the financial management mechanism in the Army. The monthly and quarterly leadership resolutions of agencies and units all include leadership content on ensuring, managing and using the budget and assets. The unit also strengthens inspection, control, and supervision of groups and individuals in the process of spending, purchasing materials, goods, and using the budget and assets.

In the work of budget estimation, agencies and units base on the instructions of the superior agency and the actual status of facilities, weapons, equipment and assigned tasks to make budget estimates. According to Lieutenant Colonel Tran Le Thai, Commander of Regiment 141, Division 3, based on the assigned budget, the Regiment has focused on prioritizing budget for platoon, company and battalion levels to consolidate barracks and facilities for daily life; purchase supplies, repair training facilities; physical training grounds, technical and tactical training grounds. Along with the superior budget, every year, the unit has actively and proactively exploited all valid and legal financial resources to the maximum, creating revenue to compensate and supplement hundreds of millions of VND for expenditures that the superior budget cannot fully guarantee.

Along with ensuring the budget for training and drill missions, Division 3 also ensures good policies and standards for newly enlisted soldiers and demobilized soldiers. Agencies and units organize conferences or integrate activities to propagate and disseminate policies and standards, such as: Salary, allowances, subsidies, food allowances... and publicize them in places where soldiers regularly gather for everyone to check, compare and monitor. Talking to us, Lieutenant Colonel Bui Anh Minh, Political Commissar of Regiment 2, Division 3, said: The Party Committee and the Regiment's commanders lead and direct the strict maintenance of the financial democracy and transparency regime; strengthen inspection and supervision of organizations and individuals. All opinions of soldiers on policies and standards are answered directly by the financial agency at conferences or in writing. Thanks to that, in recent years, the Regiment has had no questions or complaints about the norms, standards and policies enjoyed.

Budget management is maintained by agencies and units, strictly complying with regulations, and spending according to approved plans. Budget expenditure and settlement contents must meet four conditions: Included in the approved budget; correct content, regime, standards, and norms; approved by the account holder; with sufficient valid documents and vouchers. According to Major Pham Ngoc Hung, Head of the Finance Department of Division 3, based on the approved budget estimate, from the beginning of the year, agencies and financial officers guide sectors and units to develop spending plans for the year, detailed spending contents for each month and quarter to have plans to ensure and monitor. Strictly manage spending contents of sectors and units according to each activity and task of the units, from the stage of making estimates to allocating spending and settlement. Therefore, every year, despite many arising tasks and price fluctuations, the Division does not allow spending to exceed the allocated budget targets.

In purchasing materials and goods, the unit focuses on strictly controlling purchasing expenses, saving and efficiency in accordance with the Law on Bidding and regulations of the Ministry of National Defense . Units in the Division have proactively compared the budget, balanced it with the implementation capacity to report and make additional estimates for arising expenses, purchasing, basic construction and expenses related to implementing regimes and policies for soldiers. Actively exploiting financial resources, taking advantage of surplus capacity, investing in increasing concentrated production... to improve soldiers' lives and support budget balance, meeting some spending requirements for unit activities.

Colonel Bui Minh Thanh, Head of the Finance Department of Military Region 1, assessed: The financial sector of Division 3 has closely followed the resolutions and regulations of the superiors on financial work, promptly advised the Party Committee and unit commanders to synchronously deploy leadership and direction measures for financial work to achieve good results. Ensured timely, tight management, effective use of budget resources and good mobilization of other resources, meeting the requirements of regular and ad hoc tasks. Financial work is always carried out in accordance with the laws of the State, regulations and provisions of the Central Military Commission, the Ministry of National Defense, and the Military Financial Work Regulations. Along with that, the unit has implemented publicity, transparency, and democracy in financial work; well implemented the emulation movement "Building a good financial management unit"; the program of practicing thrift and fighting waste.
