In the first 5 months of 2025, total state budget revenue reached over 1 million billion VND.

According to the Tax Department, the total state budget revenue in the first 5 months of 2025 reached 1,006,245 billion VND. This revenue is estimated to reach 128.6% over the same period last year.

According to the Tax Department, 13/19 revenue items reached over 50% of the estimate, 15/19 revenue items and taxes increased compared to the same period in 2024; 35/63 localities had revenue reaching over 50% of the estimate; 6/63 localities reached below 40% of the estimate. 51/63 localities had revenue growth compared to the same period in 2024, 12/63 localities had lower revenue than the same period in 2024.

According to the Regional Tax Department, 13/20 Regional Tax Departments have achieved progress of over 50% of the estimate and 7/20 Regional Tax Departments have achieved less than 50% of the estimate, which are Regional Tax Departments: VII, IX, XII, XIII, XVIII, XIX, XX.

Regarding VAT refund, as of May 28, 2025, 6,796 VAT refund decisions have been issued with a total refund amount of VND 53,003 billion, equal to 30.1% of the estimate, equal to 108% of the same period.

As of June 2, 2025, the Tax sector has received more than 787 thousand personal income tax finalization declarations with tax refund requests, of which 75% are from suggested declarations. The system has created refund request files for more than 782 thousand cases, identifying 342,870 files eligible for automatic refund with a total amount of VND 1,579 billion. The tax authority has issued 265,939 refund orders and transferred the Treasury to pay refunds of VND 1,218 billion.

In the first 5 months of the year, the total number of e-invoices received and processed was more than 2.6 billion invoices. Accumulated from the implementation to May 31, 2025, the total number of e-invoices received and processed by tax authorities was 14.4 billion invoices.

Deploying electronic invoices generated from cash registers: From June 1, 2025, according to Decree 70/2025/ND-CP, enterprises, declaring business households and contract business households with revenue of 1 billion VND/year or more, selling directly to consumers, using sales equipment (POS, computers, phones...) are required to use electronic invoices with codes generated from cash registers.

To implement this regulation, the Tax sector has simultaneously deployed many drastic solutions, from upgrading the technical system, issuing directives, to coordinating with local authorities and organizing national online conferences to support business households. June and July are identified as the peak months for supporting nationwide implementation.

Specific results show that in the first 5 months of 2025, 109,305 businesses registered to use electronic invoices from cash registers, issuing more than 969 million invoices; accumulated to May 31, 2025, there were 202,319 registered establishments, an increase of 217.5% compared to the end of 2024, with a total of more than 2.3 billion successfully initiated invoices.

Regarding the implementation of eTax Mobile, since its implementation, there have been 5,003,469 downloads, installations and uses of the application (an increase of 55% compared to the end of 2024); the number of transactions via commercial banks is 3,828,285 transactions with a total successful payment of VND 6,914 billion.

Tax collection results from organizations and individuals with e-commerce business activities in the first 5 months of 2025: 75 trillion VND, an increase of 55% over the same period.

Through the work of reviewing, urging, supporting declaration and handling of violations: As of May 22, 2025, out of a total of 164,661 enterprises and individuals with e-commerce business activities under management, 119,068 cases were reviewed with the tax payable of 19.2 trillion VND. The number of cases that have been handled for violations is 26,658 cases with the amount of tax collected and fined of 747 billion VND.

In the first 5 months of the year, the whole industry conducted 15,848 inspections and checks, reaching 23.6% of the plan. The total amount of proposed handling was VND 20,490 billion, equal to 142% of the same period, of which: increased revenue was VND 5,632 billion; reduced deductions were VND 864 billion; and reduced losses were VND 13,993 billion.

To effectively implement tax management activities, the tax sector has determined to focus on perfecting institutions and building tax policies in line with new development requirements, prioritizing the development of the Tax Management Law (replacement), completing decrees and guiding circulars that have been behind schedule, and documents regulating decentralization and delegation of authority in tax management. Strengthening inspection work in a focused and key direction, associated with assigned anti-revenue loss topics, and proactively reviewing and adjusting inspection plans in line with the new organizational model.

At the same time, strengthen digital transformation throughout the system, tax management capacity for e-commerce activities and large enterprises. Promote administrative procedure reform and tax policy communication, focusing on reviewing the list of administrative procedures, proposing simplification and reduction options in accordance with the direction of the Government and the Ministry of Finance . Strongly deploy diverse and focused communication channels, promptly answer questions of public opinion and voters at the National Assembly session. At the same time, organize dialogue conferences, surveys, and assess taxpayer satisfaction to improve service quality.

Tax debt collection in May is estimated at 9,046 billion VND. Accumulated in 5 months is estimated at 39,410 billion VND. Of which, collection by debt management measures is 37,421 billion VND; collection by debt enforcement measures is 1,989 billion VND.
