Eliminating temporary and dilapidated houses: The goal of completing before August 31 is completely feasible

(Chinhphu.vn) - On June 8, the Prime Minister issued Official Dispatch No. 84/CD-TTg, directing ministries, branches and localities to focus all efforts on completely eliminating temporary and dilapidated houses nationwide before August 31, 2025 - two months earlier than the original plan.

To better understand the progress and solutions to implement this humane program, the Government E-newspaper had an interview with Mr. Phi Manh Thang, Director of the Legal Department - Ministry of Ethnic Minorities and Religions, the standing agency of the Central Steering Committee.

Resources to support the elimination of temporary and dilapidated houses have been cleared.

One of the biggest difficulties of localities in recent times is the problem of resources. So how has Official Dispatch No. 84/CD-TTg resolved it, sir?

Previously, many localities were confused in mobilizing and balancing resources, especially the difference in funding for housing construction and repair in the two National Target Programs, as well as housing for people with meritorious services and relatives of martyrs. However, up to this point, it can be affirmed that major resource problems have been resolved.

Specifically, for localities having difficulty mobilizing the difference (to reach the support level of 60 million VND for new construction and 30 million VND for repairs), the Prime Minister has allowed the use of funds from the Emulation Movement to eliminate temporary housing, along with resources mobilized from programs launched by the Central Government.

For the group of meritorious people and martyrs' relatives, the Prime Minister directed: While waiting for the official support plan to be approved, localities will receive advances from the local budget to immediately implement the construction and repair of houses.

In cases where the locality is facing real difficulties, the Ministry of Finance will compile and submit a support plan before June 25, 2025. Thus, resources for the two main target groups, the poor and the meritorious, have been opened up. This is a key factor to speed up the progress.

Organize to simultaneously start construction and repair of all remaining temporary and dilapidated houses before June 20, 2025.

With the program completion deadline before August 31, 2025, what are the specific requirements for localities, sir?

Currently, the Prime Minister and the Central Steering Committee have clearly requested that provinces and cities need to: Focus all their efforts - Be more determined - Be more rapid in the work of eliminating temporary and dilapidated houses in the area.

In particular, in Official Dispatch No. 84/CD-TTg, the Prime Minister requested that for the houses that have started construction, localities need to urge and mobilize all supporting forces to complete them immediately; for the remaining houses that have not started construction, localities are responsible for directing the simultaneous commencement of construction before June 20, 2025 to ensure meeting the general progress. This is a very important time frame.

Determined to reach the finish line on time

So far, many localities have "reached the finish line" early. So is it really possible to complete it nationwide, sir?

Currently, 21 localities have announced the completion of the target of eliminating temporary and dilapidated houses. It is expected that by June 30, 2025, about 40 localities will achieve this target. Because many localities have completed 95-97% of the workload, and lower localities have also completed over 80% of the need for temporary and dilapidated houses to be eliminated.

In particular, with the strong direction from the Prime Minister, the participation of ministries, branches and the high determination of localities, I believe that by August 31, 2025, all 63 provinces and cities across the country will reach the finish line on time.
