Develop documents guiding the implementation of the Law on Teachers

On July 17, in Hanoi, the Ministry of Education and Training held a professional consultation workshop on some contents guiding the implementation of the Law on Teachers, policies for teachers, educational leaders and school personnel in the new context.

The workshop was attended by domestic and international educators and experts who shared the relevant international and domestic contexts shaping the roles and policies of educators, leaders andeducational personnel; introduced some findings on teacher policies in the Global Education Monitoring Report 2024, 2025 as well as policy recommendations for Vietnam.

International and domestic contexts and policy recommendations will help the standing body drafting documents guiding the implementation of the Law on Teachers have more multi-dimensional perspectives on domestic and international teacher policies so that they can participate, contribute ideas, criticize, and advise on better teacher policies.

Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) Vu Minh Duc said that there are some notable highlights in the Law on Teachers. These include affirming the position, protecting the honor and prestige of the teaching profession; teachers' salaries are ranked highest in the administrative career salary scale system; all public and non-public teachers are entitled to subsidies according to the nature of their work and by region; there are policies to attract and promote highly qualified people; preschool teachers, if they wish, can retire at a younger age, no more than 5 years; Professors, Associate Professors, and Doctors working in specialized specialized fields can retire at a higher age...

According to Deputy Minister of Education and Training Pham Ngoc Thuong, from January 1, 2026, the Law on Teachers will take effect. The Ministry of Education and Training is the presiding agency, from now until the end of the year will study and submit to the Government for promulgation 3 Decrees; issue 12 Circulars guiding the implementation of detailed provisions according to its authority.

The Decrees and Circulars, when developed, are considered important, difficult and complicated. First of all, it is difficult because they still stipulate specific contents that are already in the law, and stipulate specific contents under the authority of the Government, the Prime Minister as well as ministries and branches.

Meanwhile, the complexity is due to the impact on people, on the teaching staff, and on other legal documents, from laws to Decrees and Circulars. Therefore, it requires those who develop these guiding documents to approach them on the basis of fully adhering to legal, political, scientific and practical bases with a high sense of responsibility, working scientifically and practically.

Circulars and Decrees, when developed, must meet the highest viewpoint of developing a team of teachers with a quantity that ensures structure and quality to meet new requirements...
