Luong Son Commune was formed after the 2025 administrative unit arrangement according to Resolution 1676/NQ-UBTVQH15 of the National Assembly Standing Committee. With an area of over 131km2 and a population of nearly 45,400 people, the commune is a large area with a large population and a diverse cultural background with a large proportion of Muong people. The volume of administrative procedures has therefore increased rapidly, with the Commune Public Administration Service Center receiving an average of more than 150 records per day. The need to look up and prepare records is increasingly urgent, requiring a new method of service - based on technology, but must be friendly and accessible to all groups of citizens.
People of Luong Son commune are instructed to apply QR codes to access administrative procedures.
Mr. Nguyen Anh Duc - Chairman of the People's Committee of Luong Son commune emphasized: "Administrative reform does not stop at slogans. 405 QR codes are a commitment to making the process transparent, so that people can look it up conveniently and civil servants can handle it smoothly. Our ultimate measure is people's satisfaction."
Notably, this method is not costly. It is just a “transition” of listing from paper to digital environment, but the effect is immediate: Transparency – standardization – saving time for both people and officials.
To have 405 QR codes, the staff of the Public Administration Center had to review and standardize all procedures, update forms, fees, and processing conditions.
Ms. Dam Thi Huong - Deputy Director of the Center shared: "At first, many people were not familiar with it, especially the elderly. We posted the QR code, gave direct instructions, even recorded videos of the operation and shared them via Zalo groups. When they found it convenient, people spread the word to each other."
The change also significantly reduces the need for additional documents. People prepare at home and submit when they arrive, saving time and avoiding congestion during rush hour.
Mr. Nguyen Van Tu in Dong Bai sub-district said: “In the past, when I went to do paperwork, I was worried about wasting time because I had to find the procedures, and after reading them, I still didn’t understand. Now, when I scan the code, I have all the information, I prepare it at home, and when I get to the center, I just need to submit it. It’s much faster.”
Mrs. Bui Thi Tam, a trader at Luong Son market, said briefly: “I do business registration procedures, scan the code and all the forms are available. No more worrying about missing this or forgetting that. Very convenient.”
On average, there are about 120 sets of documents per day - a large number for a commune - now it is no longer an overload. The QR code helps people go straight to the procedures they need, and officials have the basis to process them quickly. If before, the paper listing board only had a few lines of text that were difficult to understand, now with the QR code, all the instructions and detailed forms are right on the smartphone - a familiar tool for most people.
People scan correctly to look up information about administrative procedures
Mr. Nguyen Anh Duc affirmed: “We want people to no longer feel “overwhelmed” by paperwork when entering the Public Administration Center. With one scan of the code, the information appears fully, transparently, and easily understood. It is a small but effective way of doing things”. It is worth mentioning that Luong Son's initiative does not come from a massive technology project, but from the real needs of the people. The bottleneck is that there are many documents and confusing procedures; the solution is QR code - simple, everyone can use it. This model also shows that: Digital government is not a distant thing, but starts with small changes, touching daily needs. When administrative procedures are “contained in one scan of the code”, the government becomes transparent and closer; people are less bothered; civil servants also work more scientifically. That is a clear political message: Reform to serve, to strengthen people's trust in the grassroots administrative apparatus.
Many suggestions can be drawn from Luong Son. Starting from real bottlenecks: High demand, many documents, complicated procedures, from there, there are solutions to meet the right needs. Design for the majority: No need to install a separate application; Zalo/any camera can scan. Combining "digital" and "paper": The listing board still exists, but QR is a "shortcut" to the latest update. Transparent measurement: The rate of documents that need to be supplemented, processing time, satisfaction level - are monitored and improved. Looking more broadly, a real QR code board, real operation can help localities save thousands of working hours each year, reduce social costs, and contribute to building a digital government. From paper boards to QR codes, from "forests of procedures" to compact information on a phone, Luong Son has proven that public administrative reform can completely start from small, but practical and effective things.
