Due to the impact of storm No. 5, from 7:00 p.m. on August 24 to the morning of August 26, heavy to very heavy rain occurred in Phu Tho province, causing damage in many localities. In the face of complicated weather conditions, localities and functional forces in the province urgently deployed measures to prevent and combat natural disasters to ensure the safety of people's lives and property, and minimize damage caused by the storm.

Phung Nguyen Commune is dredging and creating drainage routes to help people travel safely.

As of 7:00 a.m. on August 26, rainfall at stations in the province ranged from 30-270mm, including some relatively large rainfall stations in the communes of Quyet Thang, An Binh, Cao Phong, Mai Chau, Xuan Dai, Tu Vu... all above 200mm.

On the morning of August 26, heavy rain continued to occur in the province. Initial statistics showed damage to people, houses, property, traffic, agricultural production...

Prolonged heavy rains have overloaded the drainage system, causing flooding in many residential areas, urban areas and low-lying areas, disrupting traffic. In mountainous areas, heavy rains have caused landslides on a number of traffic routes. In this situation, functional forces and localities have advised people to limit their movements during heavy rains and floods, and have set up checkpoints to prevent people from passing through deep flooded areas, overflowing culverts, and areas at risk of landslides. Inspection and screening of riverside areas, streams, low-lying areas, and areas at risk of landslides have been increased to proactively respond.

As of the morning of August 26, localities have organized the evacuation of over 180 households from dangerous areas to safe places, and at the same time prepared plans to provide timely support and relief when necessary.

Long Coc commune set up checkpoints and warned people not to go through underground and overflow areas when floodwaters from storm No. 5 arrived.

Being a mountainous area with many landslides, response work in Minh Dai commune has been focused. Comrade Hoang Anh Nghia, Chairman of Minh Dai Commune People's Committee, said: Since the afternoon of August 24, the commune has set up checkpoints at landslides and deployed forces to warn and prevent people from going through dangerous areas. The commune has widely announced and prepared forces to support the evacuation of people and property from areas at high risk of landslides if a bad situation occurs. Rescue plans, support for people and overcoming the consequences of storms have been developed, with the goal of ensuring the safety of lives and property and quickly stabilizing life and production after natural disasters.

Due to the impact of storm No. 5, in Toan Thang commune, there was heavy to very heavy rain, the water level at 24 reservoirs rose, the water level at culverts and spillways (Trang Ta, Ui, Tan Lap, Gia Phu) rose, causing difficulties for people and vehicles participating in traffic; some points had landslides and continued to have a high risk of landslides. The locality quickly deployed response work according to the "four on-site" motto, to ensure safety of life, minimize property damage for people; arrange forces on duty at culverts and spillways to divert traffic, ensuring safety for people. The commune regularly updates and transmits weather and natural disaster warning information to hamlets, organizations and individuals through the loudspeaker system, community Zalo group and other information channels to proactively inform people to take precautions in the area to proactively respond.

People are reducing the density of fish in their ponds to avoid damage caused by storm No. 5.

When natural disasters occur, agriculture is one of the production sectors that is heavily affected. Especially at the present stage, the Summer-Autumn rice crop is entering the flowering stage. Heavy rains causing flooding, if lasting for 2-3 days, can affect the yield and quality of the Summer-Autumn rice crop, and some areas may be black and sterilized. Comrade Nguyen Truong Giang, Deputy Head of the Department of Crop Production and Plant Protection, said: “Right from the beginning of the Summer-Autumn crop, in addition to the production plan, the Department of Agriculture and Environment has had a plan to direct localities to develop plans to prevent natural disasters, overcome consequences and restore production in the shortest time, minimizing damage caused by natural disasters. For storm No. 5, the drainage pumping stations have been operating to pump and drain flooded areas, and the areas of broken corn and rice have also been instructed by localities to erect and tie up immediately after the rain stops. For areas of vegetables, fruit trees and industrial trees affected by the storm, immediately after the water recedes, measures must be taken to loosen the crust, creating a well-ventilated, absorbent soil, preventing root suffocation, helping the plants to grow again”.

For aquaculture, especially caged fish, the Department of Agriculture and Environment has also directed the Department of Animal Husbandry, Veterinary Medicine and Fisheries to develop a document guiding localities to encourage aquaculture farmers to reduce the density of farming and transporting fish, especially fish of age for sale from cages on rivers and fields in dikes according to the "river in pond" model; reinforce the banks of fish ponds and lagoons; organize pumping and drainage to lower the water level in ponds...

According to the forecast of the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 5 will continue to cause heavy rain in the next 1-2 days, affecting production; high risk of landslides in mountainous communes, endangering people's lives and property damage. Therefore, local authorities need to proactively develop disaster prevention plans according to the "4 on-site" motto; be ready to organize rescue and support in emergency situations; people also need to closely monitor the weather situation; strictly follow the instructions of local authorities, especially the evacuation in areas with high risk of landslides, to ensure the safety of their lives and property.
