The extended route 396 passes through Ha Dong commune, about 3.66 km long. This is a vital route, serving inter-regional connectivity and expanding development space for the area. The project must reclaim land from 237 households. By July 12, 204 households had agreed, signed the plan and received compensation for site clearance, but 33 households had not signed with a total amount of more than 7.2 billion VND.
Immediately after taking over the unfinished tasks from the old Thanh Ha district, the People's Committee of Ha Dong commune quickly began to implement the necessary steps. In the context of the newly merged commune, the government apparatus had many changes, but the collective leadership of the commune demonstrated the spirit of "saying goes hand in hand with doing", clearly defining the role of the commune level in implementing the two-level local government.
The Commune Party Committee unanimously issued a resolution assigning the Commune People's Committee to review and focus on propaganda for households that have not agreed to the compensation plan for site clearance, and answer questions about the regime and policies for people to understand.
The biggest difficulty is resolving complicated petitions from households that do not agree. Many cases are related to historical and legal factors that have lasted for a long time. Seven households were compensated in transportation projects in 2006 and 2012, but the authorities have not yet adjusted the recovered area on the land use right certificates.
Some other households requested compensation at the residential land price even though the land used was originally garden land, pond land or public land. Some households requested to re-examine the area after the land acquisition, fearing that the acquisition would affect the ability to use the remaining land.
Faced with that reality, the People's Committee of Ha Dong commune has proposed many flexible solutions. For households related to assets, the commune requires specialized departments to re-examine the current status and supplement and adjust the plan if necessary. For households requesting re-measurement, the People's Committee requires specialized units to verify specifically. In particular, organizations are involved in propaganda, mobilization, and dialogue with cases, in order to clearly explain policies and create consensus among the people.
Firm but not rigid
Comrade Vu Duc Hanh, Secretary of the Ha Dong Commune Party Committee, said that the commune persistently mobilizes and explains to the people the provisions of the land law, not allowing the land clearance to be prolonged and affect the progress of the project. In cases where people deliberately do not cooperate despite explanations, the commune will develop a plan to enforce land recovery according to the law.
Ha Dong strives to hand over the site to the West Hai Phong Construction Investment Project Management Board by the end of July. In the context of the newly reorganized government apparatus, the commune is one of the pioneers in affirming its capacity to receive and carry out administrative management tasks according to the 2-level local government model. Without pushing or waiting, the collective of commune officials quickly grasped the tasks, deployed synchronously, handled flexibly, clearly demonstrating the responsibility of the leader.
When the extended route 396 is completed, together with the Quang Thanh bridge that has been put into operation, it will form a vital traffic axis to help Ha Dong people travel conveniently, promote production development, and access the market.
The active and drastic participation of Ha Dong commune not only contributes to speeding up the project's progress but also affirms that the local government is completely capable of effectively shouldering new tasks after the merger.
