
"If my colleagues can do it, I can do it too"
That is the statement of Mr. Vu Ngoc Quang, Hai Duong officer of State Treasury Region V. From July 1, the State Treasury system will operate under a new organizational model, with 20 regional State Treasury regions. State Treasury Region V (formed in early March 2025), managing the areas of Bac Ninh , Hai Duong and Thai Binh will no longer exist. Instead, there will be State Treasury Region III, headquartered in Hai Phong City, managing the area of this city and Quang Ninh province.
With this new organization, Mr. Quang and many colleagues, former officials of the State Treasury of Hai Duong province, will move to Hai Phong to work. The travel distance is longer, the working hours are also different from before. But everyone is ready.
“The revolution in streamlining and streamlining the apparatus will create the driving force to bring the country into a new era. Any of us determined that in that context, each person needs to find a solution to complete the job. Moreover, many colleagues are in more difficult circumstances than me, with young children and elderly parents, but they are always full of will and working spirit. If colleagues can do it, I must do it too,” Mr. Quang shared.
According to Mr. Quang, Hai Duong officials working at the State Treasury Region III have planned to divide into different groups. Each group will rent a car to travel. "Depending on the nature of the work of each department, there will be colleagues who leave Hai Duong at 5:30 am and return to Hai Duong after 7 pm," Mr. Quang added.
Two days ago, Hai Duong Provincial Youth Union officials urgently moved their belongings to a new workplace, at the Ngo Quyen District Political and Administrative Center, Hai Phong City. Before that, many officials had proactively sought to rent houses near the headquarters for work convenience, ready to quickly adapt to the new environment.
Ms. Nguyen Thi Ngoc Anh, an officer of the Propaganda Department of the Hai Duong Provincial Youth Union, said she had rented a house about 3 km from her office to live with two other colleagues. “Moving house and workplace is a challenge, but I consider this an opportunity to practice and grow,” she shared.
As a mother of two children in kindergarten and primary school, Ms. Ngoc Anh could not avoid initial concerns. However, with the spirit of youthful enthusiasm and support from her family, she has prepared carefully to complete her work while ensuring her responsibility to her family.
“I will be flexible with my travel time between Hai Duong and Hai Phong. My children are currently on summer vacation, and when the school year starts, I will ask my grandparents to help with pick-up and drop-off,” she added.
New era, new mindset

Unlike the State Treasury or Hai Duong Provincial Youth Union, many officials of the State Bank of Vietnam, Hai Duong branch and the provincial Social Insurance in the past, are now familiar with the new route to work, new working hours, at a new headquarters.
For almost 4 months now, the State Bank of Region 6 bus has been regularly picking up Mr. Ha Van Tan and more than a dozen officials of the State Bank of Hai Duong Province branch (formerly) to work directly at the State Bank of Region 6 headquarters in Hai Phong. Starting at 6:40 a.m. at the State Bank of the old province branch, arriving at the State Bank of Region 6 headquarters usually at 7:45 a.m.
“Although it has only been a few months, we can say that we are gradually becoming more familiar with the new route and working hours. We often encourage each other that we are people of a historic period. Overcoming difficulties today to have better results tomorrow. A new era requires a new mindset,” said Mr. Ha Van Tan, an officer of the General Department of the State Bank of Vietnam, Region 6.
From June 1, Social Insurance Region XIII officially came into operation, located at No. 2 Hong Bang Street, So Dau Ward, Hong Bang District (Hai Phong City), managing Hai Phong City and Hai Duong Province. Since then, many officials of the Social Insurance of Hai Duong Province (old) have come to work at the new headquarters.
It only takes about 50 minutes to travel from Hai Duong to Hai Phong, and Hai Duong officials quickly got used to the new schedule and travel conditions. Some drove, others chose to take the train – all proactively arranged their work so that it would not be interrupted. After just under a month, they adapted to the new route, new pace of life, and inter-provincial working environment.
The initiative, sense of responsibility and quick adaptability of Hai Duong province's staff during the merger period show their determination to accompany the development process of the two localities, contributing to building a stable and effective administrative apparatus.
