On July 1, 2025, the new Vinh Long Provincial Party Committee was officially established. The new Vinh Long province after the merger has a natural area of 6,296.2 km2 (reaching 125.92% of the standard), a population of 4,257,581 people and 124 commune-level administrative units (including 105 communes and 19 wards). The Politburo decided to appoint the Vinh Long Provincial Party Committee for the 2020-2025 term, consisting of 83 comrades; and appointed the Standing Committee of the Vinh Long Provincial Party Committee for the 2020-2025 term, consisting of 22 comrades.
The consolidation and merger of provincial and communal administrative units is an important step, demonstrating the strategic vision of the Party and State in streamlining the apparatus, improving the effectiveness and efficiency of state management and creating new development momentum. With the spirit of urgency, seriousness, and assigning "clear people, clear work, clear responsibilities, clear time, clear results", localities in the province have been determined to strive to complete the assigned tasks well.

Ready, determined
Communes and wards in the province have prepared staff, facilities, especially information technology infrastructure to operate the public administrative service center at the commune level. The officers directly implementing the project have also studied how to operate the administrative procedure software (AP) and resolve AP for citizens. Commune leaders have promptly grasped and organized the instructions of superiors, organized regular meetings, standing committees, and Party Executive Committees to assign specific tasks to the Party, State, Fatherland Front and mass organizations for trial operation and official operation from July 1, 2025.
Identifying that “the new job requires each cadre and civil servant (CBCC) to uphold a sense of responsibility and professional qualifications, especially for the job position of directly meeting and processing records and administrative procedures for the people” - Mr. Vo Thanh Lam - civil servant of Phu Tan Ward Public Administration Service Center said: “I try to improve my professional capacity, coordinate well with relevant departments so that the processing of records is not interrupted. At the same time, apply information technology to resolve administrative procedures, serving the people more effectively”.
Starting to operate the new apparatus, local officials and civil servants all expressed their readiness and determination to take on new tasks. Mr. Au Trong Huu - Civil servant of the Office of the People's Council and People's Committee of Trung Hiep commune shared: "Since being assigned to take on new tasks, we have studied the guidance documents of superiors, the functions and tasks of our agency. Although we were initially confused, we are always ready and determined to perform well all tasks to contribute to the development of our commune."
In the context of many changes in the organizational apparatus and administrative boundaries, Mr. Nguyen Minh Phuong - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Phu Tan Ward said: The role of the leader requires a sense of responsibility with initiative, flexibility and decisiveness in management and operation. He also identified this as a time when solidarity and consensus among all civil servants and people are needed. "We will continue to closely follow the direction of superiors, organize and implement political tasks, develop the economy - society in a synchronous and effective manner, maintain security and order, and stabilize people's lives in the transition period" - Mr. Nguyen Minh Phuong determined.
Honored to be assigned to take charge of the leadership of the new commune after the merger according to the 2-level local government model, Mr. Pham Quang Chien - Standing Deputy Secretary of the Party Committee of Trung Hiep commune shared: This is not only a personal pride but also a great responsibility before the Party Committee, the government and the people. I will work with the new commune leadership to promote democracy, solidarity, uphold the spirit of responsibility, maintain administrative discipline. At the same time, be close to the people, listen to the people, for the benefit of the people. In the immediate future, focus on stabilizing the organization, promptly perfecting the operations of the new government to ensure that public administrative services and socio-economic development programs are not interrupted and commit to making every effort, working impartially and transparently, taking the effectiveness of serving the people as a measure of action.
Mr. Le Van Mac - Standing Deputy Secretary of Tan Luoc Commune Party Committee shared: "We are very sympathetic to the local government model and excited to enter a new era, to bring the country and locality to develop more and more quickly and sustainably. People's lives are increasingly prosperous and happy. The country is increasingly rich and strong. The ideology of civil servants is very secure, steadfast and devoted to completing well the tasks assigned by the Party and State".
Smooth, efficient, effective operation
Mr. Truong Van Sau - former Secretary of Vinh Long Provincial Party Committee (old) shared: “I think the merger of the three provinces of Ben Tre , Tra Vinh, Vinh Long is a very good policy. These three provinces are located on 9 river mouths of the Mekong River, a fertile delta region, this is a good idea, promoting the strengths of each region to have more resources for economic and social development, improving people's lives. I believe that this merger will create a new position, new strength. I also hope that the new province will unite in ideology and action to bring people a prosperous and happy life”. |
Before officially operating on July 1, 2025, localities in the province have had quite effective trial operations with proactiveness, working efforts with a high sense of responsibility, closely following the policies and directions of superiors, ensuring compliance with regulations, and being highly appreciated by leaders at all levels.
Mr. Nguyen Minh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council encouraged localities to continue to overcome difficulties. At the same time, he requested communes, based on the direction of the province, to urgently assign tasks to civil servants, ensuring the unity and effectiveness of the operation of the grassroots government; not to let the merger affect the quality of service to people and businesses. During the operation process, if there are any difficulties or problems, they need to proactively direct and resolve them within their authority; if they are beyond their authority, they need to promptly report to higher levels.
Mr. Ho Thanh Tuan - Provincial Party Committee member noted that localities must continue to update and promptly grasp new policies and documents of the Central Government and the Provincial Party Committee; urgently complete the operating apparatus, especially the personnel apparatus, titles and tasks. It is necessary to carefully review the functions of specialized departments, arrange civil servants with the right expertise and job positions; urgently arrange the part-time staff reasonably. Regarding headquarters and public assets, they must be reasonably arranged to avoid waste. The digitization and storage of documents and papers must ensure completeness, safety and compliance with legal documents.
Acknowledging the efforts and overcoming difficulties of the Party Committees and authorities of the new communes, Mr. Dang Van Chinh - Standing Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee requested cadres and party members of the new communes to continue to uphold the spirit of solidarity and responsibility, grasp and promptly update documents, instructions and guidance from superiors. Along with that, well implement the work of political and ideological education for cadres and party members to fully grasp and implement their duties and powers, strengthen information and communication so that people clearly understand their rights and obligations in implementing administrative procedures. Along with that, the Party Committees and authorities of the new communes need to do a good job of managing public assets, preserving documents of the Party and State, and absolutely ensuring security and order. At the same time, strengthen support and guidance for people to implement public administrative procedures online.
Comrade Ngo Chi Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Vinh Long province said: The Party Committee of Vinh Long province quickly implemented the conclusions and directions of the Central Committee in a synchronous and effective manner. Urgently perfecting and stabilizing the organization, personnel, workplace, taking care of the lives of cadres and party members; promptly removing difficulties and obstacles, effectively handling urgent tasks to ensure the smooth, effective and efficient operation of the apparatus, ensuring normal activities of people and businesses, especially providing public services, health care, education, culture; focusing on taking care of social security for the people.
Along with that, focus on directing the organization of Party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress, ensuring progress and quality in accordance with the direction in Directive No. 45 dated April 14, 2025 of the Politburo. Develop congress documents suitable to the new situation, expanded space, potential, and development space; demonstrating the strong determination of the Party Committee and People of the province.
At a working session with the Standing Committees of the Provincial Party Committees of Ben Tre, Tra Vinh and Vinh Long provinces in early June 2025, General Secretary To Lam emphasized that the merger of Vinh Long, Ben Tre and Tra Vinh into a new administrative-economic unit is not simply a solution to reorganize administrative boundaries but more importantly, a breakthrough choice to rebuild the development structure in an integrated, synchronous and effective direction. The merger of the three provinces is a strategic decision that has been carefully evaluated and considered on the journey to realize the major resolutions of the Politburo on the development of the Mekong Delta region, private economic development, science and technology, digital transformation, innovation of government organization and improving policy implementation capacity at the local level. |
