Speaking at a meeting with the Private Economic Development Research Board (Board IV, under the Prime Minister's Advisory Council for Administrative Procedure Reform) on the afternoon of August 10, Prime Minister Pham Minh Chinh emphasized that private economic development is one of the most breakthroughs in economic development.
Currently, relevant levels, sectors and entities are organizing the implementation of Resolution 68 to bring about specific, measurable products.
To continue effectively implementing Resolution 68 of the Politburo and other resolutions, the Prime Minister emphasized the need for new thinking, methodology and approaches, specifically a comprehensive, global approach for all people. At the same time, it is necessary to implement with a spirit of speed, breakthrough and further breakthrough in the coming time to turn the situation around and change the status.
The Prime Minister also affirmed that it is necessary to promote the spirit of daring to think, daring to do, daring to take responsibility, renewing thinking, acting decisively, looking far and wide, thinking deeply and doing big things, because resources originate from thinking and vision, motivation originates from innovation and creativity, strength originates from people and businesses.
Regarding some tasks in the coming time, the Prime Minister pointed out the need to create favorable and open institutions and mechanisms to mobilize the combined strength and capital of the entire people, the entire society, and the private economic sector.
Accordingly, institutions are a resource and a driving force for development, so it is necessary to remove institutional bottlenecks so that Resolution 68 can bring about the same effectiveness as the previous "contract 10" in agriculture.
In addition, create an environment of equal competition, equal access to the country's resources; build trust for people and businesses, support resources (such as taxes, fees, charges, etc.), and trust in assigning work to the private economic sector.
From there, create motivation, inspiration, encourage people's participation and positive response in starting a business, developing the private economy with a spirit of peace of mind, trust, excitement, contributing to the development of the country, realizing the set goals.
Building a set of indicators to measure and evaluate the implementation of Resolution 68
The Prime Minister agreed to assign the Ministry of Finance, Committee IV and relevant agencies to urgently develop indicators to measure and evaluate the implementation of Resolution 68 and resolutions of the Government and the National Assembly, as well as assess the business environment in general.
Accordingly, the spirit is that the index set must reflect correctly and accurately, to operate on the basis of data, ensuring "6 clear": clear people, clear work, clear time, clear products, clear responsibilities, clear authority and "3 easy": easy to monitor, easy to promote, easy to evaluate.
The Head of Government also emphasized the need to create an ecosystem to turn 5 million business households into enterprises, small enterprises into large enterprises, large enterprises into larger enterprises, and multinational enterprises into participating in the global value chain...
