Reporting on the reception, explanation and revision of the draft Law on Digital Technology Industry at the meeting of the National Assembly Standing Committee (NASC) on the morning of June 9, Chairman of the Committee for Science, Technology and Environment Le Quang Huy emphasized that the State will have the highest preferential policies to promote the development, deployment and use of artificial intelligence (AI) and outstanding preferential policies to develop the semiconductor industry, forming a Vietnamese semiconductor ecosystem.
“Production of key digital technology products and services; software production; development of artificial intelligence systems; research, development, design, and production of semiconductor chips; and construction of artificial intelligence data centers are considered industries and occupations with special investment incentives,” Mr. Le Quang Huy stated.
The draft law, after being revised, has stipulated a mechanism for excluding liability in testing products and services applying digital technology.
In order to encourage innovation and reduce risks for businesses when deploying new technologies, helping digital technology products quickly reach the market and users, the revised draft law has stipulated a controlled testing mechanism (sandbox) for products and services applying digital technology, including a mechanism to exclude liability in testing.
In the group of policies supporting human resource development, it is worth noting the policy to attract high-quality digital technology human resources (Vietnamese, Vietnamese people abroad, foreigners). Specifically, the draft is expected to stipulate the issuance of 5-year temporary residence cards and extensions for foreigners and family members (father, mother, wife/husband, children under 18 years old), support for finding jobs and studying in Vietnam for their families. In addition, the draft stipulates exemption of work permits for high-quality foreigners; incentives for personal income tax, etc.
Regarding AI management and development, the draft sets out the principles of AI development focusing on humans, ensuring transparency, explainability, accountability, not exceeding human control, safety, security, compliance with laws on personal data and consumer protection, risk control, etc. to ensure responsible and ethical AI development in society; requiring identification marks for AI systems that directly interact with humans (must notify users that they are interacting with AI) and digital technology products created by AI (must have identification marks); the responsibilities of the subjects developing, providing, deploying, and using AI systems are also important contents in the draft law.
Regarding digital assets, the draft law divides them into virtual assets (which can be used for exchange or investment, excluding securities, digital fiat currencies, and other financial assets) and crypto assets (which use cryptographic technology for authentication, also excluding securities, digital fiat currencies, and other financial assets). The content of digital asset management includes creation, issuance, storage, transfer, establishment of ownership, rights/obligations of parties, measures to ensure information security, network security, prevention of money laundering, counter-terrorism financing, and conditions for doing business in crypto asset services.
