At the Lach Truong fishing boat anchorage area, the area in front of the wharf is not dredged regularly, so it is silted up, leading to a narrowing of the channel, the port and the wharf are shallow, making it very difficult for fishing vessels to enter and exit the port to unload goods as well as to enter the wharf to avoid storms. Many offshore fishing vessels of fishermen entering the port to unload goods and avoid storms have to wait for many hours, waiting for the tide to rise... When the tide is at its lowest, the anchor buoy lies on the mud surface, causing difficulties and dangers for boats entering and exiting. Moreover, the anchorage area is narrowed, especially when entering to avoid storms, boats have to wait for many hours to wait for the tide to rise before entering. In fact, many ships have run aground, preventing other ships from anchoring. In recent years, many fishing boats have had to wait for the tide to rise before they can anchor to avoid the storm.

“In recent months, Hoa Loc Fishing Port has always done a good job of disseminating and popularizing the Party's policies and the State's laws, legal documents, and the 2017 Fisheries Law on the management of fishing ports and storm shelters, and combating illegal, unreported and unregulated fishing on a daily and weekly basis on the port's loudspeaker system. The organization has done a good job of preventing floods and storms. The fishing port management board regularly disseminates to organizations and individuals operating in the port about their responsibilities in preserving and protecting the environment and food hygiene and safety; signs contracts with local environmental sanitation teams to collect household waste in the fishing port area every day. Organizes cleaning of the fishing port area, especially when fishing vessels have finished delivering products, ensuring environmental sanitation in the port. Coordinates with Da Loc Border Guard Station and the commune police to ensure security and order in the fishing port area. Therefore, up to now, the fishing port There have been no incidents causing disorder. Arrange a 24/7 force at the port area to organize management and control; guide ships, vehicles carrying seafood and refueling, necessities for ships... to avoid congestion, causing disorder; ensure environmental sanitation. After the ship unloads or delivers goods, arrange forces to guide ships to leave the wharf area, creating space for other ships to dock; monitor the volume of seafood unloaded through the port; collect and check the fishing logbook; collect correctly and fully all fees and charges according to State regulations" - Mr. Nguyen Dinh Anh, Deputy Head of Thanh Hoa Fishing Port Management Board, in charge of Hoa Loc Fishing Port shared.

According to the report of Hoa Loc Fishing Port, in the first 6 months of 2025, there were 2,862 ships entering and leaving the port, the total amount of aquatic products through Hoa Loc Fishing Port reached 3,353 tons. However, the results achieved by Hoa Loc Fishing Port in the first 6 months of the year are not yet commensurate with its inherent potential and strengths. The current difficulties and obstacles in the operation of Hoa Loc Fishing Port and the Lach Truong fishing boat anchorage area are due to the serious siltation of the channel leading to the narrowing and winding of the channel, especially at the beginning of the channel mouth. Therefore, fishing vessels entering and leaving the port to load and unload goods and combine into the anchorage and storm shelter face many difficulties. On days of low tide, many ships run aground right at the channel mouth, unable to enter the port to load and unload goods, having to wait a long time, leading to a decrease in the quality of aquatic products, difficulty in selling, low prices, causing difficulties in operation and fee collection. Ships wishing to enter the port to unload cargo and enter the storm shelter must wait for high tide to enter. Some ship owners have to pay to hire small-capacity boats to transport cargo to the port. For large-capacity ships, it is even more difficult to enter the port, so many ships have moved to other more convenient and safer locations. In fact, in recent years, there have been 10 cases of offshore fishing vessels entering the port to unload cargo and take shelter from storms that have run aground, with waves hitting clam beds and causing severe damage to their throats, and some ships have even been completely destroyed, causing billions of dong in damage.

In addition, the Lach Truong fishing boat anchorage area has just been invested in and built to safely anchor 264 fishing boats with a capacity of up to 400CV operating in the waters of Thanh Hoa and neighboring provinces to avoid storms. After completing construction and putting into use (from August 2016), the project has been effective, with about 200 to 250 boats and ships coming to anchor to avoid storms every year, helping fishermen feel secure in their production, going offshore, and sticking to the sea, contributing to protecting the sovereignty of the sea and islands and developing the socio-economy in the region.

However, every year, due to the rain and floods from upstream, a large amount of alluvium is poured down, along with the dredging and clearing of the channel from Lach Truong estuary which is not done regularly, causing sedimentation in the lock area. It is known that currently, the two anchorage areas (areas 1 and 2) have been heavily sedimented. The water level at the entrance to the lock when the tide is low is only about 1m, small capacity ships under 50CV can only enter. The anchorage area of ​​250CV ships has been silted from 1 to 1.5m.

Mr. Nguyen Dinh Anh, Deputy Head of Thanh Hoa Fishing Port Management Board, said: In order for Hoa Loc Fishing Port and Lach Truong fishing boat anchorage area to operate effectively, the unit has been calling for investment. It is recommended that all levels and functional sectors have a plan to invest in dredging and clearing the channel from Lach Truong estuary to the port. Invest in electricity and water supply systems, management buildings of the storm shelter, embankments on both sides of the shelter roof, creating favorable conditions for boats entering and leaving the port to load and unload goods and take shelter from storms safely and effectively.
