Cau Giay District People's Committee allowed the establishment of Nang Khieu Secondary School - University of Education, a unit directly under Hanoi University of Education.
According to the decision, the new school is called: HNUE Elite Middle School (abbreviated as HEMS). The school is located at 136 Xuan Thuy, Dich Vong Hau Ward (Cau Giay District, Hanoi ).
The Gifted Secondary School of the University of Education is a publiceducational and training institution in the national education system; has legal status, uses its own seal and opens an account at the State Treasury in accordance with the provisions of law.

The Gifted Secondary School of the University of Education is organized and operates in compliance with current regulations of the Ministry of Education and Training for secondary schools and pedagogical practice schools.
The school is under the direct and comprehensive management of Hanoi National University of Education, under the professional guidance of the Department of Education and Training of Cau Giay District and under the state management of the People's Committee of Cau Giay District.
The staffing of the Gifted Secondary School of the University of Education is determined according to current regulations of the law on staffing standards at public general education institutions, within the total staffing of the Hanoi University of Education allocated annually.
