Thanh Hoa proposes to invest 8,200 billion VND to upgrade Tho Xuan airport

Thanh Hoa province proposed to upgrade Tho Xuan airport by socialization combined with state budget capital.

On December 19, Thanh Hoa Department of Transport announced that the Party Committee has just submitted a report to the Standing Committee of Thanh Hoa Provincial Party Committee on the Project of socializing investment and exploitation of Tho Xuan Airport.

Accordingly, it will take about 8,200 billion VND to upgrade Tho Xuan Airport's infrastructure with the following items: Renovating, upgrading and expanding Terminal T1 to reach a capacity of 1.5 million passengers/year, synchronously connecting with the newly built Terminal T2. The aircraft parking lot will be expanded to 16 aircraft positions, meeting the capacity of 5 million passengers/year...

Invest in building a new flight management and operation system for runway 2; build a new terminal T2 (international terminal) with a capacity of 3.5 million passengers/year, increasing the total capacity to 5 million passengers/year.

To implement this project, Thanh Hoa also proposed to resolve issues related to the handling of assets on existing land at Tho Xuan Airport. At the same time, it is necessary to remove legal obstacles to the arrangement of investment capital from the state budget. Thanh Hoa proposed a plan to invest in Tho Xuan Airport infrastructure under the public-private partnership method.

Thanh Hoa Department of Transport said that after more than 10 years of operation, Tho Xuan Airport has become one of the growth drivers of Thanh Hoa province.

However, in recent years, the number of passengers passing through the port has exceeded the design capacity (in which the highest number of passengers in 2022 reached 1.5 million passengers/year, exceeding 25% of capacity), while the T2 terminal has not been invested in yet.

The taxiway and runway have been in operation for over 40 years (far exceeding the average design life of the structure of about 20 years). The quality of the runway surface and its load-bearing capacity have degraded; many damages have appeared.

In the planning, Tho Xuan Airport is an international airport, with the function of a reserve for Noi Bai International Airport, the nature of use is a shared civil and military airport with 2 runways to meet the exploitation capacity of 5 million passengers/year. Therefore, the investment in upgrading to ensure the exploitation capacity according to the planning of construction of runway 2, terminal T2.
