To ensure the goal of building at least 1 million social housing units nationwide by 2030, in Decision No. 444/QD-TTg (dated February 27, 2025), the Prime Minister entrusted and requested Quang Ninh to complete 17,588 social housing units for low-income people and workers in industrial parks and the coal industry in the area. This is considered one of the pillars of social security policy, an effective solution to promote socio-economic development in the new development stage.
The task assigned by the Government is a challenge for Quang Ninh province when the province has to carry out many tasks at the same time, from 2-level government to ensuring growth targets of 14% or more. Meanwhile, the budget is prioritizing investment in many key projects, driving forces to promote growth. This forces Quang Ninh to effectively mobilize policies to attract and encourage economic sectors to develop social housing to create conditions for everyone to have housing according to market mechanisms, meeting all people's needs.
On that basis, Quang Ninh has boldly included the goal of developing social housing in the resolution and action program of the Provincial Party Committee and the direction of the Provincial People's Council and People's Committee for synchronous implementation. At the same time, promote the implementation of Resolution No. 201/2025/QH15 (dated May 29, 2025) of the National Assembly on "Piloting a number of specific mechanisms and policies for social housing development". The province has widely publicized programs, projects, plans, and land funds for social housing construction to attract non-budgetary resources, interest, and investment research into the province; request the provincial State Bank to implement a program for lending for social housing and workers' housing according to Resolution No. 33/NQ-CP of the Government... In parallel, the province has planned about 663 hectares of land for social housing investment and about 55.5 hectares of land for building industrial park workers' housing; The Coal Industry plans about 10 hectares to build accommodation for workers. The land funds are planned and arranged in locations with synchronous technical infrastructure, social infrastructure, ensuring convenient connection...
With timely intervention and immediate implementation of appropriate policies, investment in developing social housing and housing for workers in industrial parks and the coal industry in the province is being strongly implemented. Specifically, Quang Ninh is simultaneously implementing a total of 18 social housing projects in the area with a total of 20,000 units. Of which, there are 3 projects that are being and have been invested in, including: Social housing area in the residential area of Ngan Bang hill in Ha Long and Ha Lam wards; Social housing project serving workers and experts in Dong Mai industrial park; Sunhome social housing area at the airport in Van Don special economic zone. Along with that, selecting investors for 3 projects with a total of 2,518 units, including: Social housing serving workers in Hai Ha seaport industrial park, Social housing at 20% land fund of the Urban Area project in Cao Xanh and Ha Lam wards and Social housing at 20% land fund of the Urban Area project in Cao Xanh ward. Currently, the province continues to implement investment procedures for 10 projects with a total of 15,580 apartments.
In particular, on July 1, 2025, the Government issued Decree No. 192/2025/ND-CP detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on a pilot of a number of specific mechanisms and policies for social housing development. Implementing the spirit of this Decree, Quang Ninh has promoted information, introduction, and concretization of investment attraction and development steps. Since then, it has made an important contribution to removing difficulties and obstacles, reducing administrative procedures when implementing social housing investment, such as: Assigning investors without bidding has reduced about 200 days, equivalent to about 70% of the implementation time compared to previous regulations; not requiring the implementation of the steps of preparing, appraising, and approving detailed planning tasks..., thereby reducing 65 days; Eliminate procedures for appraisal of investment construction feasibility study reports at specialized construction agencies; exempt construction permits for cases of applying sample designs, typical designs...
This has attracted the attention of many investors. After the Decree was issued, the province received 7 new social housing projects with a total land area of about 38.94 hectares, with about 11,272 apartments. Currently, the province is urgently implementing instructions for investors to carry out procedures for assigning investors, approving investment policies, establishing appraisals, approving, adjusting planning... to create favorable conditions for investors to implement social housing construction in the province.
Quang Ninh clearly defines the responsibilities of the State, society, people and the goals, tasks, and solutions for developing social housing in the new period, prioritizing the development of diverse types of housing, promoting the attraction of resources... This helps the province ensure the goals and plans for developing social housing, not only as a place to live, work, and stay long-term with the province for low-income people, industrial park workers, and coal industry workers, but also makes an important contribution to the stability and development of the economy and society.
