Ensure smooth and timely preferential capital flow after merger

Credit officers carry out loan disbursement procedures for households at the old Xuan Huy Commune Transaction Point.

No interruptions

After the merger, the Lam Thao Social Policy Bank Transaction Office is in charge of transactions in 4 communes: Lam Thao, Ban Nguyen, Phung Nguyen and Xuan Lung. In order to maintain all activities related to policy credit, smoothly and without interruption, implementing the direction of the Provincial Social Policy Bank Branch, the office has advised the People's Committees of the communes on strengthening the direction of stabilizing policy credit activities after the arrangement and merger of administrative units; quickly arranging convenient transaction points for the Social Policy Bank to serve the people.

Ms. Trinh Thi Mai in Zone 8, Ban Nguyen Commune said: The commune merger does not affect the loan procedures, or the repayment of principal and interest of our borrowers, because the CSXH Bank still maintains the old transaction point for people to travel conveniently. If we had to go to the new location, it would be very difficult, not to mention on rainy and stormy days. Therefore, we are very assured when we have access to policy capital as well as timely procedures.

Immediately after the administrative arrangement, the Lam Thao Social Policy Bank Transaction Office continued to maintain 12 transaction points, including 8 transaction points located at the headquarters of the Party Committee and People's Committee of the old communes, and 4 transaction points located at the cultural house of the area. The organization of the transaction schedule is carried out on a monthly basis. The unit maintains the operation of 220 savings and loan groups in 4 new communes. All address information of the people is automatically updated by the bank according to the new commune area, people do not have to go to the bank to re-declare or perform any additional procedures.

Maintaining transaction points in old communes and some cultural houses in residential areas has created favorable conditions for people to reduce costs, travel time, and easily access policy credit capital.

Ms. Trieu Thi Hoa - Head of the Savings and Loan Group of Zone 15, Phung Nguyen Commune shared: Phung Nguyen Commune was merged from 3 communes: Phung Nguyen, Tu Xa, Son Vi. After the merger, the bank set up 3 transaction points at the headquarters of the old Phung Nguyen Commune People's Committee, the old Son Vi Commune People's Committee and the Cultural House of Zone 5 of the old Tu Xa Commune. The distance from the farthest village to the new transaction point is 9 km. The arrangement of the transaction point is very convenient for people to travel.

It is known that after the merger, all activities related to policy credit of Phung Nguyen commune are stable. Currently, the commune's outstanding debt has reached more than 140 billion VND; maintaining 80 Savings and Loan Groups with 2,406 households still in debt.

In order for people to grasp the information in a timely manner, the transaction office coordinates with the People's Committees of communes and organizations that receive the authorization to notify about the transaction location, fixed transaction schedule, transaction time, and list of areas belonging to the transaction point so that the Management Board of Savings and Loan Groups as well as customers know and come to make transactions. In particular, the office proactively coordinates with the People's Committee of the new commune to create favorable conditions for customers in confirming loan applications, authorization procedures, ensuring that there are no problems with administrative procedures; closely coordinates with the Commune Police to strengthen the security force at the transaction point to ensure absolute safety for people and property during transactions.

Thanks to careful preparation and smooth coordination, activities such as: Disbursement, debt collection, interest collection, receiving savings from members and people... are all carried out safely, quickly and effectively, people do not have to go far, their habits are not disrupted, bringing satisfaction to customers.

Timely capital disbursement

Together with credit officers of the Lam Thao Social Policy Bank Transaction Office, we visited the model of using policy credit loans in some communes managed by the unit after more than a month of merger, we directly witnessed the effective use of preferential loans by borrowers. That achievement stems from the correct leadership of the Party Committee, the government and the synchronous participation of the entire political system, including the practical and effective contributions of the Social Policy Bank in the area.

Meeting Ms. Nguyen Thi Kim Hue when the afternoon sun had set, her face was still covered in mud and sweat, and she had a bright smile when she knew that we wanted to "witness" the results of her family's labor. Ms. Hue excitedly shared: In zone 15, Phung Nguyen commune, everyone knows about my family's situation. Just a few years ago, my family was still a poor household. Since the bank created conditions for me to borrow policy credit, my family has escaped poverty. Currently, the family is investing in raising sows and meat goats for high economic efficiency. Recently, my family continued to receive loans from the bank to repair clean water and environmental sanitation works. All procedures for new loans, or repayment of principal and interest on old debts... are all supported by banks, mass organizations, savings and loan groups to be implemented quickly.

In order to promptly disburse loans to households in the initial period of the merger, the Department has developed a specific action plan, quickly grasped the local situation, reviewed the organizational system, and ensured that policy credit activities were not interrupted. The Department has coordinated with local authorities to review the entire list of lending organizations, assess the loan management situation and the people's borrowing needs, promptly adjust and rearrange the network to suit the new administrative model, avoiding overlap and missing beneficiaries.

Mr. Nguyen Manh Hung - Director of the Transaction Office said: With the motto "close to the people, close to the people, serving the people", our team actively goes to the grassroots to grasp the actual situation; coordinates between banks and localities in disbursing and recovering loans, and guides people to use capital for the right purposes. Along with the government, the office coordinates with the entrusted organizations to review the list of loan members, instructing people to fully implement the regulations on loans and capital use. After the merger, many savings and loan groups have become larger in scale and have a wider scope of operation, so the office has organized training and improved skills for organizations and group leaders to meet the requirements of the task.

After just over a month, policy credit activities in communes managed by the Lam Thao Social Policy Bank Transaction Office have maintained stable operations and development. The total outstanding balance of credit programs reached nearly 389 billion VND, the bad debt ratio was below the permitted level, accounting for 0.15% of the total outstanding balance; deposit mobilization activities continued to grow; loan models for household economic development all brought about clear results.
