Based on the close direction of the province, the Party committees, authorities, the Fatherland Front and socio -political organizations in the province have specified the tasks of developing Quang Ninh culture and people into detailed plans, projects and topics. Typically: Building a project to preserve, restore and promote the value of the system of historical and cultural relics and scenic spots of the province for the period 2020-2025, with a vision to 2030; Project on preserving and promoting the cultural values of ethnic minority areas, including the importance of traditional cultural education; Project on implementing digital transformation in the cultural sector of Quang Ninh province by 2030, upgrading information technology infrastructure to develop, exploit and effectively serve digital libraries; movement "All people unite to build a cultural life"; organizing domestic and foreign learning programs on building cultural industries...
Quang Ninh has a diverse culture, rich in identity with many ethnic minorities living there such as Tay, Dao, San Chi... Through the implementation of Resolution No. 17-NQ/TU, many localities have implemented synchronous solutions to do a good job of preserving and promoting the fine traditional cultural values of ethnic minorities. Notable examples include: Luc Na communal house festival of the Tay ethnic group, March singing festival of the San Chi ethnic group, Wind Abstinence festival of the Thanh Phan Dao people, weekly Sunday markets... At the same time, building a project on the model of "Model cultural villages, hamlets, residential areas", linking cultural development with new rural construction, quickly narrowing the gap between rich and poor and the gap in cultural enjoyment between regions in the province.
Currently, Quang Ninh province has over 640 historical - cultural relics and ranked scenic spots, including 8 special national relics, 56 national relics, 103 provincial relics, 474 classified relics... In order to both preserve and promote heritage values, and promote and exploit tourism development to bring new experiences to visitors, the Department of Culture, Sports and Tourism has developed a comprehensive digital transformation plan until 2025, with a vision to 2030. Continue to promote the digitalization of spaces, treasures and exhibits. As of June 30, 2025, 370/370 red addresses, historical and cultural relics... have been deployed with QR Codes.
Quang Ninh has also synchronized the system of cultural institutions from the province to the grassroots level according to the Project to improve the efficiency of the system of grassroots cultural and sports institutions in the province in the period of 2021-2025. The movement "All people practice physical exercise following the example of great Uncle Ho" has developed widely and become a voluntary and self-conscious movement of the masses. The number of people practicing physical exercise regularly reaches 42.5% of the population; the rate of sports families reaches 24%. 100% of communes and wards in the province have physical exercise and sports training points, equipped with simple physical exercise and sports equipment, an average of 6-10 sets of equipment/point. The movement "All people unite to build a cultural life" has also developed widely, vividly reflecting the practical life, contributing to further enriching the traditional cultural values of regions and ethnic groups in the province. Through propaganda and mobilization to implement village covenants and civilized lifestyle conventions, people have gradually eliminated bad customs and backward lifestyles...
In order to achieve the goal of building Quang Ninh people with the characteristics of "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, Civilization", the province has paid attention to directing all levels, sectors, and socio-political organizations to focus on creating an educational environment and training Quang Ninh people to develop comprehensively. The preservation and promotion of cultural values in recent times has contributed to enriching and diversifying the spiritual life of ethnic minorities in the area. Thereby, arousing the role of the people as subjects in participating in building, preserving, and promoting cultural values and comprehensive Quang Ninh people.
