The delegation of the Quang Ninh Provincial Border Gate Management Board was led by Mr. Truong Manh Hung, Head of the Economic Zone Management Board, Head of the Quang Ninh Provincial Border Gate Management Board. The delegation of the Fangchenggang City Commerce Department (China) was led by Mr. Kinh Lap, Director of the Fangchenggang City Commerce Department.
In his welcoming speech, Mr. Truong Manh Hung, Head of the Economic Zone Management Board, Head of the Border Gate Management Board of Quang Ninh province (Vietnam) expressed his honor and sent a warm welcome to the delegation of the Trade Department of Phong Thanh Port City.
Quang Ninh Province (Vietnam) and Guangxi Zhuang Autonomous Region (China), specifically Fangchenggang City, are the only localities between the two countries that share land and sea borders and have air connections. This is a special condition to promote comprehensive, multi-sectoral cooperation between the two localities. In recent times, the friendly and cooperative relationship between the two sides has continuously developed, especially through the Spring Meeting Program and the Joint Working Committee Conference of the four border provinces of Vietnam and Guangxi (China), which has created a solid foundation for socio-economic development, cultural exchange, and improving the lives of people on both sides. Through exchange delegations at the provincial and regional levels and specialized agencies, many cooperation contents have been agreed upon and implemented effectively, contributing to deepening the bilateral friendly relationship. It can be affirmed that the Quang Ninh - Guangxi relationship, including Fangchenggang City, is becoming a model of local-level cooperation between Vietnam and China, making practical contributions to the goal of building a Vietnam - China Community of Shared Future with strategic significance at the local level.
From July 1, implementing the two-level local government model, the Quang Ninh Provincial Border Gate Management Board, on the basis of merging the three previous Border Gate Management Boards of Mong Cai, Bac Phong Sinh, and Hoanh Mo, into one focal agency to uniformly manage the border gates in the province. The new model allows for enhanced inter-sectoral coordination, streamlined apparatus, and improved efficiency in managing import-export, immigration, and border trade and tourism activities.
At the meeting, the two sides agreed to continue to closely coordinate and implement many strategic tasks in the coming time, such as: Piloting the construction of smart border gates at the Mong Cai (Vietnam) - Dong Hung (China) border gate pair, aiming to modernize management and apply digital technology to improve customs clearance efficiency; developing border tourism at the Hoanh Mo (Vietnam) - Dong Trung (China) border gate, associated with connecting the Bac Phong Sinh - Ly Hoa route, exploiting the cultural and commercial potential of residents on both sides; promoting administrative procedure reform, modernizing border gate infrastructure, ensuring security and safety, and shortening customs clearance time for goods and vehicles. The two sides also affirmed their determination to create an open and favorable environment for import and export activities, contributing to promoting trade, strengthening the connection between the business community and people of the two localities.
With the attention and direction of the leaders of the two Parties and States, and the spirit of sincere and practical cooperation, the coordination between the two agencies will become increasingly strong and effective, making practical contributions to the goal of stable and sustainable development of the border area.
