To effectively carry out this work, immediately after the Central Military Commission Standing Committee issued Directive No. 169, dated December 29, 2020, on strengthening leadership and direction of military and military rear policy work, the Regional Party Committee organized extensive dissemination to all officers and soldiers; concretized into specialized resolutions; led and directed units to develop implementation plans close to the specific tasks of managing and protecting sovereignty in assigned sea areas. During the implementation process, political agencies at all levels proactively advised, guided, and closely inspected, ensuring unity from awareness to action. Party committees, commanders, political commissars, and political officers are directly responsible to the collective for the quality and effectiveness of policy work.

With a sense of responsibility and high unity in performing its tasks, the Command of Coast Guard Region 3 always promptly, fully, transparently and in accordance with regulations, implements policies and regimes for active and retired soldiers and their relatives. The work of resolving regimes for retired non-commissioned officers and soldiers is associated with vocational counseling and job referrals, helping soldiers feel secure and confident when returning to their new lives.
Preferential policies for war invalids, relatives of martyrs, and meritorious people are always given thoughtful attention. Those with serious illnesses and difficult circumstances are promptly supported both materially and spiritually. In the past 5 years, the unit has visited and presented gifts to more than 330 policy beneficiaries; provided hardship subsidies to 175 cases; and paid one-time benefits to 2 soldiers who sacrificed and passed away with an amount of over 555 million VND, demonstrating humanity, transparency, and responsibility.
In addition to implementing policies and regimes in accordance with regulations, the Coast Guard Region 3 Command also actively carries out activities of "Repaying gratitude" and mass mobilization work. Over the past 5 years, the unit has mobilized and contributed more than 2.2 billion VND to the "Repaying gratitude" Fund; built 2 gratitude houses, 1 comrade house, and awarded 6 solidarity houses to poor fishermen. The programs "Coast Guard accompanies fishermen", "I love my homeland's sea and islands" are organized regularly, with 51 companion programs, 37 competitions to learn about the sea and islands; presented more than 18,000 gifts, hundreds of scholarships, bicycles; organized 21 medical examinations, provided free medicine to nearly 70,000 fishermen and policy beneficiaries... In particular, the unit also sponsored 15 students with especially difficult circumstances.
The achievements in military and rear policy work, along with the humane activities of Coast Guard Region 3, not only bring joy, timely encouragement, and motivation for officers and soldiers to work with peace of mind, promote the noble qualities of "Uncle Ho's soldiers - Coast Guard soldiers", but also contribute to consolidating the "people's hearts" at sea, enhancing people's trust in the Party, State, army and Coast Guard force.

For us, every action, every gift, every house given to officers, soldiers and people contains sharing, gratitude and trust. In the coming time, the Party Committee and Command of the Region will continue to thoroughly grasp and synchronously implement many solutions, both ensuring correct, sufficient and timely regimes and policies, and proactively innovating ways of working, spreading the spirit of humanity, contributing to consolidating the "people's heart position" firmly at sea".
