Focus on resource building
The 15th Quang Ninh Provincial Party Congress (term 2020-2025) has identified the development of high-quality human resources as one of the three strategic breakthroughs of the locality. In that spirit, the province has proactively built many mechanisms and policies for human resource development, associated with the shift in labor structure according to the orientation and planning of the province's socio -economic development. Since 2014, the Provincial Party Committee has issued Resolution No. 15-NQ/TU on promoting administrative reform and developing high-quality human resources in Quang Ninh province until 2020, with a vision to 2030.
In 2021, despite the difficult conditions caused by the Covid-19 pandemic, Quang Ninh still allocated a significant budget to invest in education and training, improving the quality of human resources. In particular, Resolution 35/2021/NQ-HDND dated August 27, 2021 of the Provincial People's Council on stipulating policies to attract and train high-quality human resources at Ha Long University, Quang Ninh Vietnam - Korea College, Quang Ninh Medical College. Up to now, it has supported 9,883 students with nearly 41,033 billion VND.
In response to the practical needs of society, Quang Ninh has coordinated with the Academy of Policy and Development (Ministry of Finance) to develop a Project on Human Resource Development in Quang Ninh Province to 2025, with a vision to 2030. The project proposes many groups of solutions on policy mechanisms, improving the capacity of training institutions, building a human resource database system, etc. It also proposes domestic training for 62,900 civil servants and public employees; training and fostering in the province for 750 civil servants and public employees in the form of inviting foreign experts and lecturers to teach. In the period of 2021-2025, the whole province will organize training and fostering of civil servants and public employees domestically and abroad for about 39,000 people.
Along with implementing training programs and human resource development, Quang Ninh also pays special attention to developing a network of educational institutions, considering this an important foundation to improve the quality of learning and training in the area. In particular, the province aims to train human resources for key economic sectors with an expected 5,000 workers in the agricultural sector, 10,000 workers in the industrial - commercial sector and 5,000 workers in the construction sector. By the end of 2024, workers in the agricultural, forestry and fishery sector will account for about 16.7%; the industrial and construction sector will account for 34.4%; the service sector will account for 48.9%. The quality of human resources has also been significantly improved, with the rate of trained workers reaching about 87%.
Thanks to specific and drastic strategies, the province's education system has been constantly consolidated and expanded, diversified in types, basically meeting the people's learning needs. Educational facilities have been streamlined, effectively using investment resources. In particular, the province has focused on upgrading and putting into use 17 national standard schools; at the same time, paying attention to moral education, lifestyle, life skills and physical fitness for students. As a result, the rate of schools meeting national standards has reached 91.91%, not only exceeding the target set by the Provincial Party Congress Resolution but also completing the plan 2 years ahead of schedule, higher than the national average.
Innovate to keep up with development requirements
In order to effectively implement human resource development, during the 2020-2025 term, the Provincial Party Committee has directed the Provincial People's Committee to annually develop, approve and implement many training plans for each year and each stage. These plans are always linked to practical requirements and new tasks in the process of promoting industrialization, modernization and international integration.
Specifically, in the period of 2019-2024, the province has approved 666 domestic training and retraining courses with 43,867 participants, with a total budget of about 133 billion VND. At the same time, departments, branches and localities have also proactively organized many specialized training courses with rich content, meeting the requirements of job positions. Thanks to that, the total number of civil servants sent for training and retraining in this period reached 158,674. In 2025, the Provincial People's Committee continued to issue Decision No. 362/QD-UBND dated February 12, 2025, approving the Training and Retraining Plan for Civil Servants with 62 classes and 3,757 participants.
Not only focusing on quantity, the province also strengthens coordination between the “three houses” (state - school - business) to connect, share information and implement practical training programs. In particular, coordination with strategic enterprises and key training institutions has contributed to improving the quality, scale and occupational structure of the workforce, meeting recruitment needs and ensuring supply - demand balance in the labor market.
Thanks to these efforts, the province's human resources have been basically reasonable in quantity and gradually improved in quality, meeting development requirements. The unemployment rate in urban areas has continuously decreased, from 2.23% in 2021 to 2.16% in 2024, among the lowest in the country. The labor structure continues to shift rapidly towards industrialization and modernization. It is expected that by 2025, the proportion of trained workers will reach 87.5%, of which 43% will have degrees and certificates; the ratio of students per 10,000 people will reach 229, higher than the national average.
Thoroughly grasping the viewpoint that “human resources are the key driving force”, the province has promoted the application of information technology and digital transformation in leadership, state management, production and business, and social life. Thanks to that, the digital economy has gradually taken shape, accounting for 6.96% of GRDP in 2024, making an important contribution to economic restructuring and improving labor productivity.
In the coming time, to build a team of professional, modern civil servants and public employees with the capacity to master and effectively operate new technologies, the province will continue to promote training in digital transformation, application of artificial intelligence (AI) and skills to work in a digital environment. In particular, the province focuses on developing online courses (E-learning), both expanding the scale of training and reducing costs, increasing flexibility, helping civil servants and public employees to proactively study anytime, anywhere.
Quang Ninh has affirmed its strategic move in considering human resource development, especially high-quality human resources, as the foundation for sustainable development.
