Bui Van The (19 years old), a student of the 7th class of the Faculty of Automotive Technology, Vietnam - Korea College, Quang Ninh . At the end of 2024, he unfortunately had a serious traffic accident and had to receive long-term treatment at provincial and central hospitals, with a total cost of nearly 500 million VND. Thanks to his full participation in health insurance, The received nearly 300 million VND in hospital fees from the health insurance fund. This timely support has helped his family reduce the financial burden, while strengthening their belief in the humane policies of the Party and the State. Ms. Bui Thi Muoi, The's mother, shared: "My child was hospitalized for 4 months, fortunately health insurance covered most of the costs, otherwise my family would not have been able to bear such a large amount of money."
It is known that the Vietnam - Korea College in Quang Ninh is a multi-disciplinary, multi-field vocational training unit that always pays attention to taking care of students' health. Along with training, the school has effectively implemented propaganda work, creating favorable conditions for students to participate in health insurance. Thanks to that, the rate of students participating in health insurance at the school is always high. Ms. Doan Thi Thuy Dung, Head of Student Affairs Department, Vietnam - Korea College in Quang Ninh, said: "Students are increasingly aware of the role of health insurance in taking care of and protecting their own health. This new school year, the school will coordinate with the Social Insurance agency to continue to strive for 100% of students to participate in health insurance, ensuring maximum benefits for them."
Not only in vocational education , high schools in the province also promote school health care work associated with ensuring students participate in health insurance. Ngo Quyen High School (Cao Xanh Ward) is a typical example of effective implementation of this work. Last school year, the school developed a specific plan for school health care, and at the same time had many flexible measures to support students in difficult circumstances to participate in health insurance such as: dividing the contribution level, deducting from the scholarship fund, calling for support from organizations and individuals.
The school has also arranged a standard medical room with professionally trained nurses to meet the initial first aid needs of students during their studies. Mr. Pham Thanh Lam, Vice Principal of the school, affirmed: We identify school medical work as a key task. The target of ensuring 100% of students participating in health insurance is considered a mandatory and key criterion in the school year plan.
According to the report of the provincial Social Insurance, by the end of June 2025, the whole province had 300,820 students participating in health insurance, reaching 99.96% of the total number of students in the province. Of which, 277,734 students participated in health insurance directly at educational institutions, accounting for 92.3%. The rest are students in groups receiving financial support from the State such as: poor households, near-poor households, ethnic minorities, people living in extremely difficult areas, relatives of the army, police... In the 2024-2025 school year, the number of health insurance examinations and treatments for students reached 76,774, with a total cost of medical examination and treatment of 44.69 billion VND.
A notable point in the new school year is the Government's issuance of Decree No. 188/2025/ND-CP, effective from July 1, 2025. Accordingly, the state budget will support at least 50% of the health insurance premium for students, the highest level of support ever. This is a clear demonstration of the special attention of the Party and State to the health of the young generation, demonstrating a profound and sustainable social security policy. Currently, the student force accounts for about 21% of the province's population.
Entering the 2025-2026 school year, when the two-level local government model is officially implemented, the Department of Education and Training will directly instruct educational institutions, and coordinate with the health sector to organize school health training for officials in communes and wards. Participation in health insurance will continue to be included in the competition criteria during the school year, contributing to improving the effectiveness of implementation at each school. Ms. Chau Hoai Thu, Deputy Director of the Department of Education and Training affirmed: We direct educational institutions to carefully review each student case, and promote and mobilize them to participate in health insurance. Cases with difficult circumstances will be reported to the Department for timely support. The goal is that all students in the province have health insurance cards and receive full health care.
Deputy Director of the Provincial Social Insurance Nguyen Huy Thong said: This new school year, we focus on implementing synchronous solutions, closely coordinating with the education, health and local authorities to successfully achieve the goal of 100% of students participating in health insurance.
