On the morning of July 5, at the press conference announcing the socio-economic situation in the second quarter and the first 6 months of 2025, Ms. Nguyen Thi Huong - Director of the General Statistics Office ( Ministry of Finance ) said that many key economic indicators in the second quarter and the first half of this year recorded the highest increase in a long period, showing a clear recovery and growth momentum of the economy.
Of which, the gross domestic product (GDP) in the second quarter increased by 7.96% over the same period last year, just lower than the 8.56% of the second quarter of 2022 - the second highest in the period 2020-2025. In the first 6 months, GDP increased by 7.52%, the highest level since 2011.
Of this increase, the agriculture, forestry and fishery sector increased by 3.84%, contributing 5.59%; the industry and construction sector increased by 8.33%, contributing 42.20%; the service sector increased by 8.14%, contributing 52.21%.
The processing and manufacturing industry continued to be the main driving force with an increase of 10.11%; the construction industry increased by 9.62%, the highest compared to the same period of the years since 2011. The service sector recorded strong growth in accommodation - food and beverage (up 10.46%), transportation - warehousing (up 9.82%) and administrative, defense and state management activities (up over 13%).
The index of industrial production (IIP) in the first six months of the year increased by 9.2%, the highest level since 2020; the processing and manufacturing industry alone increased by 12.3% in the second quarter. Agriculture grew steadily with increased winter-spring rice output, expanded fruit and perennial industrial crop areas, and good livestock development thanks to favorable prices and high-tech application.
The positive impact of Resolution 68 has helped the business environment become vibrant again. In the first six months of the year, 91,200 new businesses were registered nationally (up 11.8%), 61,500 businesses returned to operation (up 57.2%), bringing the total number of businesses entering and returning to the market to more than 152,700, up 26.5% over the same period. However, the number of businesses withdrawing from the market also increased, with more than 80,800 businesses temporarily suspending business (up 13.3%) and more than 12,300 businesses dissolving (up 23.3%).
Regarding trade, the total import-export turnover of goods in the first 6 months reached 432.03 billion USD, up 16.1% over the same period last year; of which exports reached 219.83 billion USD (up 14.4%), imports reached 212.2 billion USD (up 17.9%), the trade balance of goods had a trade surplus of 7.63 billion USD. Service export turnover reached 14.79 billion USD, up 21.2%, of which tourism accounted for more than 51%; service import reached 19.5 billion USD, up 18.8%, leading to a service trade deficit of 4.71 billion USD.
State budget revenue reached 1,332.3 trillion VND, equal to 67.7% of the annual estimate and up 28.3% over the same period; budget expenditure reached 1,102.1 trillion VND, equal to 43.2% of the estimate, up 38.5%. The growth in budget revenue and expenditure shows that fiscal resources are mobilized and used effectively, ensuring spending for socio-economic development, national defense, security and social security.
Total retail sales of goods and consumer service revenue reached VND3,416.8 trillion, up 9.3% over the same period (excluding price factors, up 7.2%). Passenger transport increased by 23.2%, freight transport increased by 15%, international visitors to Vietnam in June reached 1.46 million, up 17.1% over the same period last year.
The consumer price index (CPI) in June increased by 0.48% compared to the previous month due to the increase in construction material and gasoline prices. The average CPI in the first six months increased by 3.57%, which means it is still within the control threshold.
Ms. Nguyen Thi Huong - Director of the General Statistics Office assessed that the socio-economic situation in the second quarter and the first six months of 2025 achieved very positive results, approaching the set target in the context of many uncertainties in the world and regional economy.
With the highest determination to mobilize and unleash all resources for socio-economic development, in a short time, the entire political system has focused on completing a huge amount of work to implement the revolution in organizing the Government apparatus, rearranging administrative units at all levels and building a two-level local government organization.
At the same time, implementing major resolutions of the Central Committee on science and technology development, innovation and national digital transformation, international integration, innovation in law making and enforcement, private economic development, etc.
Along with closely monitoring the fluctuations of the world and domestic economic situation, ministries, branches and localities strive to carry out tasks and solutions to achieve the set goals.
