Working with the leaders of Quang Ninh province on the afternoon of April 2, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the work of streamlining and reorganizing the apparatus aims at three major goals. The first is to build an administrative apparatus with a scientific , reasonable, streamlined structure, operating effectively and efficiently; a team of capable, dedicated and qualified cadres to undertake the tasks.

The second goal is to expand development space for localities and promote their potentials and strengths.

Finally, there is strong decentralization and delegation of power within the system of agencies. "Through the arrangement, many mountainous provinces will have sea and coastal provinces will have mountains, the strengths of the localities will be strongly promoted, with enough potential for development," said the Deputy Prime Minister .

With the results achieved in implementing Resolution 18 in the past time, the Deputy Prime Minister requested Quang Ninh province to proactively carry out tasks according to the Central's instructions. The spirit is "running while lining up" in the work of streamlining and arranging the apparatus. The locality also focuses on building draft documents for the commune and provincial congresses that are close to reality.

The revolution to streamline the apparatus is being urgently implemented nationwide. However, the specific plan to merge provinces and cities has not been announced.

According to the draft Resolution of the National Assembly Standing Committee, drafted by the Ministry of Home Affairs, 11 provincial-level administrative units are expected to maintain their current status, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An and Ha Tinh. The remaining 52 localities, including 4 centrally-run cities: Ho Chi Minh City, Hai Phong, Da Nang and Can Tho, are subject to rearrangement.

General Secretary To Lam previously said that it is expected that the country will have about 34 provinces and cities after rearranging the current 63 provinces and cities; there will no longer be district level and the country will have about 5,000 commune-level administrative units.

Vietnam currently has 28 coastal provinces and cities, stretching along a coastline of more than 3,260 km, from Quang Ninh to Kien Giang. The coastal provinces and cities include: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Ho Chi Minh City, Tien Giang, Ben Tre, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau and Kien Giang.
