According to current regulations, the monthly health insurance premium for students is calculated at 4.5% of the basic salary. Currently, the basic salary is 2,340,000 VND/month (according to Decree No. 73/2024/ND-CP).

Therefore, the health insurance premium for a student in one year is: 4.5% × 2,340,000 × 12 months = 1,263,600 VND/year.

With the new minimum support level of 50% from the state budget (stipulated in Decree No. 188/2025/ND-CP of the Government), from July 1, 2025, students will only have to pay a maximum of 631,800 VND/year for health insurance. Compared to the previous payment level, students will receive an additional reduction of 252,720 VND/year.

After the merger, how much will Ho Chi Minh City students pay for health insurance in the 2025-2026 school year?

From July 1, 2025, after the merger, Ho Chi Minh City now includes the old Ho Chi Minh City, the old Binh Duong province, and the old Ba Ria - Vung Tau province.

On August 13, 2025, Ho Chi Minh City Social Insurance issued Notice No. 751/TB-BHXH, which specifically stipulates the health insurance contribution rate for students in the 2025-2026 school year. The subjects of application are students studying at educational institutions in the national education system in Ho Chi Minh City, except for students who have participated in health insurance according to other groups of subjects according to the provisions of the Law on Health Insurance and foreign students who are not granted scholarships from the budget of the State of Vietnam.

Accordingly, the health insurance premium for students in Ho Chi Minh City is divided into two different groups. Students in Binh Duong province and Ho Chi Minh City before the merger are supported by the budget with 50% of the health insurance premium; in the old Ba Ria - Vung Tau province, they are supported with 70% (students pay the rest).

In group 1, educational institutions in Binh Duong province; Ho Chi Minh City before the merger: Student health insurance payment = 2,340,000 x 4.5% x 50% x number of months of participation (Reference level from July 1, 2025 is 2,340,000 VND).

This is the health insurance premium for students at educational institutions in Binh Duong province and Ho Chi Minh City (before the merger) and will also be implemented in the 2025-2026 school year. Students can pay for 3 months, 6 months or 12 months.

In group 2 are educational institutions in Ba Ria - Vung Tau province (before the merger): Student health insurance premium = 2,340,000 x 4.5% x 30% x number of months of participation.

Ho Chi Minh City Social Insurance said that in addition to the state budget supporting 50% of the health insurance premium according to Decree No. 188/2025/ND-CP, students studying at educational and training institutions in the former Ba Ria - Vung Tau province will continue to receive an additional 20% support for the cost of issuing health insurance cards for students according to Resolution 04/2020/NQ-HDND applicable until December 31, 2025.

The difference in support levels of 50% in Binh Duong province and the old Ho Chi Minh City, and 70% in the old Ba Ria-Vung Tau province comes from the fact that the provinces and cities previously had their own People's Council resolutions on social security policies.

From January 1, 2026, Ho Chi Minh City Social Security will have instructions to continue or temporarily stop implementing the policy of supporting an additional 20% of the cost of issuing health insurance cards for students according to Resolution 04/2020/NQ-HDND of the former Ba Ria - Vung Tau province.

Ho Chi Minh City Social Insurance recommends that parents and students register for health insurance right from the beginning of the school year, without interruption, to ensure the right to medical examination and treatment according to the provisions of the Law on Health Insurance.
