The Government has just issued Decree 188/2025/ND-CP, detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
Accordingly, from July 1, the state budget will support at least 50% of health insurance premiums for many groups of people, including students; village health workers; village midwives; forces participating in protecting security and order at the grassroots level; part-time workers in villages and residential groups; and artisans awarded titles by the State.
According to current regulations, the health insurance contribution rate is equal to 4.5% of the basic salary. The current basic salary according to Decree 73/2024/ND-CP is 2,340,000 VND/month. Therefore, the health insurance contribution rate is equivalent to 105,300 VND.
Previously, students were supported by the State with 30% of their health insurance premiums, so every month they had to pay 70% of their health insurance premiums, equivalent to 73,710 VND/month.
However, from July 1, according to Decree 188/2025/ND-CP, students will receive 50% support from the State for social insurance contributions, so they only need to pay a maximum of VND52,650/month, a reduction of more than VND21,000/month compared to before. If paying annually, the reduction is up to more than VND253,000.
Students participating in health insurance have the right to register for initial medical examination and treatment at one of the health insurance medical examination and treatment facilities at the commune level or equivalent according to regulations, and can choose and change the place of registration for initial medical examination and treatment at the beginning of each quarter.
