In the last days of June, in the wards and communes of Bao Loc City, the atmosphere of preparation for the new commune-level government model to operate smoothly and effectively was deployed urgently, seriously and responsibly. Along with the arrangement of cadres, civil servants and public employees to ensure the convergence of conditions; Bao Loc also invested funds to upgrade facilities and equipment in the new wards.

People are very satisfied and confident when coming to resolve administrative procedures at the Public Administration Center of Ward 1, Bao Loc.

• STAFFING ARRANGEMENT TO ENSURE STANDARDS

Implementing the policy of the Central Government and the direction of Lam Dong province, the Standing Committee of Bao Loc City Party Committee has developed a Project to reorganize commune-level administrative units in the area to ensure the time and plan set out. Accordingly, from 12 wards and communes (11 wards and communes in the area and Loc Tan commune, Bao Lam district), Bao Loc City has arranged and merged into 4 new wards including Ward 1 Bao Loc, Ward 2 Bao Loc, Ward 3 Bao Loc and B'Lao ward.

Along with the construction and completion of the project, Bao Loc City pays special attention to the arrangement of cadres and civil servants. Regarding personnel, it is carried out on the basis of the city's arrangement project approved by Lam Dong Provincial Party Committee and implementing decisions on cadre work in the province in general, and 4 new wards in Bao Loc City in particular.

According to comrade Nghiem Xuan Duc - Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Bao Loc City, in the past time, based on the Project on Reorganization of Commune-level Administrative Units and decisions on personnel work of the Provincial Party Committee, the city and the new wards in the area have deployed plans to arrange, assign and assign work to cadres and civil servants of their agencies and units. Accordingly, the city and the new wards always consider this a key task to discuss and agree on the arrangement and assignment of cadres and civil servants to ensure the criteria and standards of ethics, qualifications and professional capacity appropriate to each department, division and unit. Thereby, to ensure that the new government operates normally, without affecting the people and businesses. Along with that, the Standing Committee of the City Party Committee, heads of relevant agencies and units agreed on the contents, programs, and scenarios of the trial operation and assigned specific tasks to each member to implement according to the plan in the new wards.

• UPGRADE FACILITIES AND EQUIPMENT

Along with the work of arranging personnel, to ensure the conditions of facilities and equipment for the 4 new wards to officially operate smoothly, effectively and efficiently from July 1, Bao Loc City has spent more than 4.5 billion VND to invest in upgrading facilities; at the same time, supplementing information technology infrastructure, equipping computers, printers, internet connection... at the headquarters of the new wards.

Immediately after the National Assembly Standing Committee passed the Resolution on the arrangement of commune-level administrative units in Lam Dong province, the People's Committee of Bao Loc city announced the location for receiving administrative procedure settlement dossiers and the hotline of the public administrative service center of the 4 wards after the merger on the media and social networks for the people to know.

It is noted that, starting from June 24, the public administrative centers in 4 new wards after the merger in Bao Loc City have simultaneously started trial operations to serve the people and businesses in handling administrative records and procedures. Although it is only a trial operation and is in the process of completion, with a system of modern machinery and equipment, it basically ensures smoothness and efficiency. The level of satisfaction of people coming to handle records and administrative procedures has been significantly improved.

Mr. Nguyen Thai Binh , a resident who came to handle administrative procedures at the Public Administration Center of Ward 1, Bao Loc, said: “Although it is only a trial operation, I am very satisfied when coming here to handle documents and procedures. The officers and civil servants work with a very enthusiastic attitude and wholeheartedly serve the people, so I feel very secure.”

Similarly, Mr. Nguyen Ngoc Thao was satisfied when he came to certify a copy of the file at the Public Administration Center of Ward 3, Bao Loc. “We, the people, are very confident and hopeful that from July 1, the 2-level government model will operate effectively and smoothly. With a large amount of work, we, the people, also hope that the new wards need to carefully prepare the conditions for operation, towards common development and serving the people. In the upcoming operation, if any difficulties or shortcomings arise, we, the people, will have suggestions for better and more effective changes,” Mr. Thao believes.

Mr. Nguyen Viet Nam - Vice Chairman of Bao Loc City People's Committee, said: "Up to this point, the city has basically completed the related tasks to transfer to a 2-level local government model. The team of cadres, civil servants and public employees have been trained and proficiently used the administrative procedure information system and new software; the system of machinery and equipment at the public administration centers of the 4 new wards has been completely newly invested, ready to officially come into operation from July 1 to serve the people".
