Thang Thuy Water Plant in Vinh Thinh Commune is scheduled to cease operations from 2024. However, for nearly 2 years now, the plant has been operating to provide water to a part of Vinh Thinh Commune residents.
Similarly, in other communes and wards in the city, up to now, many rural water supply works have not been operating to ensure quality and are subject to shutdown but are still operating normally. For example, in An Phong ward, there are up to 5 factories that must stop operating in 2024, but so far everything is still "at a standstill".
According to the Department of Agriculture and Environment, the reason for the delay is that many water plant owners are hesitant and deliberately prolong the operation time. On the one hand, the cooperation in transferring business rights between the unit with the water supply project and the unit receiving the transfer has not yet "finalized" the implementation plans and conditions and has not reached a common point. In addition, the assessment of assets and mobilization of socialized funding sources to pay for invested enterprises are still slow, costly and lacking in synchronization. The propaganda and mobilization work of localities in the past has not been drastic.
According to Mr. Doan Van Ban, Deputy Head of the Department of Water Resources Management and Natural Disaster Prevention and Control (Department of Agriculture and Environment), in addition to the above difficulties, some localities have reported that there is consensus on transferring service areas. However, in reality, the participating parties have not yet agreed on the transfer value and implementation time. In addition, the determination of the remaining asset value of water plant management enterprises that have invested in additional investment has not been implemented synchronously by localities, and some localities have not yet implemented it.
The delay in terminating the operation of water plants in rural areas has significantly affected the roadmap for implementing tasks and solutions to provide clean water to rural areas according to Resolution No. 15 of the Standing Committee of the City Party Committee, affecting the quality of domestic water sources supplied to local people.
According to the Department of Agriculture and Environment, by the end of July 2025, in the eastern part of Hai Phong city, 88/161 water supply works had stopped operating, concentrated in the localities of Vinh Bao, Kien Thuy, Thuy Nguyen, An Lao, and Duong Kinh. Currently, there are 73 water plants still operating.
Of these, more than 50 water plants will continue to cease operations in the coming time; 20 water plants that basically meet the requirements on scale, service area, and have good technology and water supply capacity are proposed to be added to the planning, allowing stable, long-term operation.
Focus on removing difficulties and speeding up progress
According to Mr. Pham Duc Duyen, Head of the Department of Water Resources Management and Natural Disaster Prevention and Control (Department of Agriculture and Environment), to ensure the goal that by 2025, 100% of rural people will have access to clean water for daily life that meets standards, in the coming time, the Department of Agriculture and Environment will focus on coordinating with localities and units to remove difficulties and speed up progress, striving to end the operation of 53/73 rural water supply works that do not meet requirements by 2027.
In the immediate future, in 2025, the city will require the suspension of 15 factories operating without quality assurance in Tien Lang district (formerly). The remaining water factories in other localities will continue to suspend operations in 2026 and 2027.
To achieve this goal, the city requires the People's Committees of communes and wards to terminate water supply service agreements with organizations and individuals providing water supply services in the area that do not meet standards; mobilize socialization and arrange funding from the temporary water supply budget for people during the time of selecting an alternative water supply unit.
For rural clean water infrastructure assets invested with state budget capital in water plants that are not in accordance with the planning, it is necessary to consider terminating operations, continuing to hand over the assets to the People's Committee at the commune level to manage the assets, and handling the assets according to the roadmap to ensure compliance with regulations.
For water plants at present, the quality meets the standards.

At the same time, localities continue to encourage enterprises (including state-owned enterprises and private enterprises) that are managing large-scale water plants, which have been updated in the planning, to receive the transfer of service areas of plants that are not in accordance with the planning to expand the service area to replace the water supply source. Speed up the updating and supplementing of the Water Supply System Development Plan to attract enterprises to invest, upgrade and expand the service area. The Department of Agriculture and Environment strengthens the inspection of the implementation roadmap in localities and reports to the City People's Committee on the implementation progress. At the same time, propose that the city adjust Resolution 15 to suit the actual situation.
