Efforts to build new rural areas to help people escape poverty sustainably

(Chinhphu.vn) - Today (June 20), the Ministry of Agriculture and Environment held a press conference to prepare for the Conference to review the National Target Program (NTP) on new rural construction and the NTP on Sustainable Poverty Reduction for the 2021-2025 period.

Mr. Le Van Binh, Deputy Head of the National Office for Poverty Reduction, said that for the National Target Program on Sustainable Poverty Reduction, the period 2021 - 2025, the total allocated central budget capital is 44,607.6 billion VND and the local budget is nearly 2,883 billion VND. After nearly 5 years of implementation, it is expected that by the end of 2025, the number of poor and near-poor households will be reduced to 1,256,000 households, reaching 52.49%, exceeding 2.49% compared to the target of reducing by half the number of poor and near-poor households assigned by the National Assembly and the Government.

After nearly 5 years of implementation, the multidimensional poverty rate has decreased to 1.93% by the end of 2024, from 5.2% at the beginning of the period - exceeding the target assigned by the National Assembly and the Government . In particular, the poverty rate in poor districts has decreased sharply to 24.86% (from nearly 45%). For ethnic minorities, the rate has decreased to 12.55% - exceeding the target of a reduction of 3 - 5% per year. In addition, 19 extremely disadvantaged communes in coastal, island and coastal areas have escaped poverty, reaching a rate of 35%, exceeding the assigned target (30%).

More than 10,000 poverty reduction models and projects have been implemented, attracting the participation of over 200,000 households, including 6,200 high-tech agricultural models, improving production methods and increasing income. Nearly 125,000 poor, near-poor and newly escaped-poverty workers have been supported in job connections, far exceeding the initial target of 100,000 workers, contributing to sustainable income improvement, changing production methods, and increasing income for poor households nationwide.

Regarding social security, 90,000 houses for poor households in poor districts were newly built or repaired, actively contributing to the movement "The whole country joins hands to eliminate temporary and dilapidated houses".

Vietnam's achievements in poverty reduction are internationally recognized as "almost unprecedented" and likened to "a revolution", despite the negative impacts of the Covid-19 pandemic and the global economic recession.

Along with that, the National Target Program on New Rural Construction (NTM) has also achieved many remarkable results.

Mr. Ngo Truong Son - Chief of the New Rural Coordination Office also said that by the end of May 2025, the total resources mobilized to implement new rural construction nationwide in the period of 2021 - 2025 will reach about 3.7 million billion VND.

Up to now, the whole country has 6,084/7,669 communes (79.3%) meeting new rural standards (the target is 80%); the rate of advanced new rural communes is 42.4%, exceeding the assigned target by 2.4%, an increase of more than 5 times compared to the end of 2021; the rate of communes achieving model new rural areas is 12.3% (the assigned target is 12%).

Similarly, the rate of districts achieving the New Rural District (NTM) standard is 329 districts/646 districts, reaching more than 51%; the rate of advanced NTM districts is 48 districts/240 districts, reaching 20%, completing the assigned target.

Notably, 12 provinces and cities were recognized by the Prime Minister as having completed the task of building new rural areas (target of 15 provinces, an increase of 8 provinces compared to the end of 2021).

At the press conference, Mr. Vo Van Hung, Deputy Minister of Agriculture and Environment, said that these are two pillar programs in the country's sustainable development strategy, demonstrating the Government's strong commitment to improving people's quality of life, narrowing regional gaps and promoting comprehensive development in rural areas.

After 5 years of implementation, the two National Target Programs on New Rural Areas and Sustainable Poverty Reduction for the 2021-2025 period have achieved many positive and comprehensive results. Deputy Minister of Agriculture and Environment Vo Van Hung affirmed: "The issue is not just numbers but indicators that aim to measure people's satisfaction."

However, in addition to the achievements, the leaders of Agriculture and Environment also pointed out the limitations in the implementation process. Specifically, there are still many localities with a poverty rate of over 50%, even exceeding 70% if the new poverty line is applied. Challenges such as urban poverty, lack of basic social services, low-income informal labor, the impact of climate change, population aging, ethnic conflicts and natural disasters are posing new requirements for the next stage of development.
