Internal difficulties of beneficiaries
In order to promptly provide shelter to families with housing difficulties, local authorities at all levels have proactively resolved land difficulties and arranged land funds to eliminate temporary and dilapidated houses. Many households have volunteered to donate land to join hands with local authorities to build "3-hard" houses across the country.
However, there are some difficulties that are not easy to resolve during the implementation process, especially the counterpart funds from households that are beneficiaries of the support policy for eliminating temporary and dilapidated houses. For one thing, for poor households and households in particularly difficult circumstances, ensuring a source of income to cover daily living expenses is not easy, so arranging a large amount of counterpart funds to build a house is really a difficult problem to solve without support from organizations and individuals.
The program supports the elimination of temporary and dilapidated houses to help the poor in Cao Bang province have solid housing and a stable life.
For many years, the whole family of 6 people, Mr. Nong Van Long, in Na Nhu hamlet, Dan Chu commune (Hoa An, Cao Bang) has lived in a makeshift tent house. In early 2025, his family was included in the commune's support list for the removal of temporary and dilapidated houses. However, due to the inability to arrange counterpart funds, the removal of temporary and dilapidated houses for Mr. Long's family could not be implemented.
By early June, the Political Affairs Department - Cao Bang Provincial Police mobilized and coordinated with a charity unit in Hanoi and the Hanoi Youth Volunteer Association to donate 21 million VND to Mr. Long's family. With support from the state budget, the "3-hard" house was started, realizing the dream of settling down for Mr. Long's family.
Not only Mr. Long's family, but many other poor households and households in especially difficult circumstances across the country, despite their urgent need for housing, are "powerless" when it comes to arranging counterpart funds. Although the program to eliminate temporary and dilapidated houses has received support from organizations, individuals, and the whole society, there are still many households that have difficulty mobilizing counterpart funds to build "3-hard" houses when they have to scrape together every penny to make ends meet.
Son La Provincial Border Guard supports people in border areas to build solid houses, contributing to improving their lives and ensuring security in the area.
For poor households, especially poor ethnic minority households living in remote areas, the reality shows that improving income is still a difficult problem to solve. Unstable income, combined with a large number of dependents to "reduce family circumstances" makes it very difficult for many households to escape poverty.
The results of the survey and review of poor and near-poor households in 2024 (announced in Decision No. 217/QD-BLDTBXH dated February 4, 2025 of the Ministry of Labor, War Invalids and Social Affairs previously) show that "Employment" and "Dependents in households" are two indicators that increase pressure on the income of poor households. Accordingly, by the end of 2024, the whole country will have 198,275/599,608 poor households due to a lack of the "Employment" indicator; there will be 229,765/599,608 poor households due to a lack of the "Dependents in households" indicator.
Notably, the number of poor households due to lack of "Employment" and "Household Dependents" indexes is mainly concentrated in areas with a large population of ethnic minorities. In the Northern Midlands and Mountains region alone, by the end of 2024, the whole region had 81,619 poor households due to lack of "Employment" and 99,136 poor households due to lack of "Household Dependents" indexes, the highest among the 6 economic regions of the country.
The fact that beneficiary households have difficulty mobilizing counterpart funds is one of the reasons why the work of eliminating temporary and dilapidated houses in many localities in the "core poor" areas of the country still faces some difficulties. As of June 14, 2025, according to updated data on housing management software, out of 25 localities nationwide that have completed the elimination of temporary and dilapidated houses, only Son La province is the only poor province that has "reached the finish line", while the localities that have completed the target all have socio-economic conditions among the top developed in the country.

Although there are still difficulties ahead, it must be affirmed that with the determination of the entire political system and the joint efforts of the whole society, the progress of eliminating temporary and dilapidated houses is achieving the set target. As of June 14, 2025, according to updated data from localities on the management software, the whole country has supported the elimination of 206,832 temporary and dilapidated houses. Of which, 155,501 houses have been completed and handed over and 51,331 houses are under construction or have just started construction.
According to Mr. Phi Manh Thang, Director of the Legal Department - Ministry of Ethnic Minorities and Religions, the standing agency of the Central Steering Committee, it is expected that by June 30, 2025, about 40 localities will have "reached the finish line" in eliminating temporary and dilapidated houses. Currently, many localities have completed 95-97% of the workload; lower localities have also completed over 80% of the need for temporary and dilapidated houses to be eliminated.
However, it should also be noted that, although the number of temporary and dilapidated houses that need to be eliminated is currently very small, these are cases that are not easy to implement for many reasons, including the issue of resources and counterpart capital of policy beneficiaries. Meanwhile, according to Official Dispatch No. 84/CD-TTg dated June 8, 2025, the Prime Minister requested to basically complete the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025; in which housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27, 2025.
Therefore, to achieve the goal of completely eliminating temporary and dilapidated houses nationwide before August 31, 2025, in Official Dispatch No. 84/CD-TTg dated June 8, 2025, the Prime Minister requested the Central Committee of the Vietnam Fatherland Front to direct socio-political and socio-professional organizations to mobilize youth, women, veterans, trade unions, etc. to participate in contributing their efforts and efforts in the spirit of "whoever has something to help, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little".
This is a heartfelt appeal from the Head of Government, and also an administrative order for provinces and centrally-run cities in their efforts to provide shelter for their compatriots. And in fact, from the spirit of compatriots and nationalism, which has been highly promoted, with the spirit of "whoever has something to help", many localities have made extraordinary progress in the work of eliminating temporary and dilapidated houses.

For example, in Nghe An, as shared by Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee, Head of the National Assembly Delegation, Deputy Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Nghe An Province at the Seminar "Warm Homes for Communities: Extraordinary Efforts" organized by the Government Electronic Information Portal on June 3, 2025, in the period from 2019-2022, in 3 years, Nghe An province called for mobilization and support for about 4,793 houses. But in the period from 2022-2025, also within 3 years, the whole province has built 15,511 houses.
Mr. Phi Manh Thang, Director of the Legal Department - Ministry of Ethnic Minorities and Religions, said that the goal of completing the elimination of temporary and dilapidated houses nationwide before August 31, 2025 is completely feasible. According to Mr. Thang, one of the biggest difficulties of localities in recent times was the issue of resources, but it was resolved after the Prime Minister issued Official Dispatch No. 84/CD-TTg dated June 8, 2025.
Local forces help people build houses in the program to eliminate temporary and dilapidated houses in Luc Ngan, Bac Giang.
Specifically, in the past, many localities were confused in mobilizing and balancing resources, especially the difference in funding (to reach the support level of 60 million VND for new construction and 30 million VND for repair) to support the construction and repair of houses in the two National Target Programs, as well as housing for people with meritorious services and relatives of martyrs. This "bottleneck" was resolved in Official Dispatch No. 84/CD-TTg, the Prime Minister allowed the use of funding from the Emulation Movement to eliminate temporary houses, along with resources mobilized from the Central programs.
Also according to Mr. Thang, for the group of meritorious people and martyrs' relatives (required to complete the elimination of temporary and dilapidated houses before July 27, 2025), the Prime Minister has directed that while waiting for the official support plan to be approved, localities will be given advances from the local budget to immediately implement the construction and repair of houses.
"In cases where localities are facing real difficulties, the Ministry of Finance will compile and submit a support plan before June 25, 2025. Thus, resources for two main target groups - the poor and the meritorious have been opened. This is a key factor to speed up progress," said Mr. Thang.
With the strong direction from the Prime Minister, the participation of ministries, branches and the high determination of localities, we believe that the whole country will "reach the finish line" of the goal of eliminating temporary and dilapidated houses before August 31, 2025. This is a meaningful and practical milestone to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.
