At the conference, Minister of Construction Tran Hong Minh said that, regarding the progress of highway projects, as of June, a total of 2,688km of highways are under construction. It is expected that from now until August 19, 2025, 6 projects with a total length of 208km will be completed.
At the conference, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the city had completed the work of eliminating temporary and dilapidated houses before April 20, supporting 330 households with a total cost of VND23.5 billion, and so far there are no more temporary or dilapidated houses in the area. The city has also supported the repair of 900 poor and near-poor apartments.
In the coming time, Ho Chi Minh City will focus on the group of houses on and along canals, aiming to solve about 40,000 houses on 398 canals.
Regarding key projects, the Ring Road 3 project has reached about 43% of its construction value, and the project's disbursement rate has reached about 53% cumulatively. The city is committed to putting into operation 15.7km of the elevated section in 2025, connecting Thu Duc City with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

The Ho Chi Minh City - Noi Bai Expressway project has 3/4 component projects approved by Ho Chi Minh City and Tay Ninh . Compensation and resettlement work is being focused on.
The city is ensuring the progress of important projects such as Ring Road 4, the expansion of the Ho Chi Minh City - Long Thanh - Dau Giay expressway, Ho Chi Minh City - Trung Luong - My Thuan, and other connecting projects to ensure the synchronization of the transport network.
Regarding the disbursement of public investment capital, Ho Chi Minh City has been assigned a large capital source, accounting for about 10% of the country. The disbursement rate is positive compared to the same period of previous years. The city has identified bottlenecks and focused resources, with about 50% of public investment capital (about 41,000 billion VND) to be invested in projects with high disbursement potential from the end of the second quarter...
In his concluding remarks, Prime Minister Pham Minh Chinh stated that in terms of public investment, in the first 6 months of the year, 6/41 ministries, agencies and 37/63 localities had disbursement rates above the national average. Of which, a number of ministries, agencies and localities were assigned large plans and had high disbursement rates.
Regarding the progress of implementing important national projects and works, key to the transport sector, up to now, 19 projects/component projects have been put into operation, notably the completion and operation of increasing the total number of expressways nationwide from 1,327km to 2,268km, putting into operation the T3 terminal of Tan Son Nhat International Airport; 52 projects/component projects are being implemented, basically following the set schedule.
Regarding the elimination of temporary and dilapidated houses, 38 localities have completed the target.
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the results that ministries, branches and localities have strived to achieve in disbursing public investment and eliminating temporary and dilapidated houses; especially 6 ministries, agencies and 37 localities with disbursement rates reaching the national average.
The Prime Minister commended 23 localities that, despite difficulties, have made great efforts, high determination, and have had new and creative approaches to achieve the goal of eliminating temporary and dilapidated houses.
The Prime Minister said that some localities are still not proactive, not resolute, and still confused in direction and management. There are 17 ministries, central agencies and 21 localities that have not fully allocated the assigned capital plan. By the end of June, 35/41 ministries, agencies and 26/63 localities had disbursement rates below the national average. Some ministries and localities have a large proportion of planned capital for 2025, but disbursement is low.

The Prime Minister criticized and requested these ministries, central and local agencies to review and learn from experience, clarify the collective and individual responsibilities involved, and from there propose appropriate solutions to promote disbursement in the coming time.
Regarding tasks and solutions in the coming time, to promote the disbursement of public investment capital, the Prime Minister requested leaders of ministries, branches and localities to individualize responsibilities to each individual; consider disbursement results as one of the important bases for assessing the level of completion of annual tasks of organizations and individuals; and determine to disburse 100% of the plan assigned by the Prime Minister.
Regarding the implementation of important national projects and works, key to the transport sector, and investment preparation procedures, the Prime Minister requested the Ministry of Finance to direct the acceleration of the preparation of a feasibility study report for the investment project to expand the Ho Chi Minh City - Long Thanh expressway section, for approval in July.
The Ministry of Construction completed procedures to start the Dau Giay - Tan Phu project in August. Ho Chi Minh City and Tay Ninh province accelerated the preparation and approval of the Feasibility Study Report for the Ho Chi Minh City - Moc Bai project, to be completed in June...
The Prime Minister also gave specific instructions on site clearance, construction materials for the Mekong Delta region, and construction implementation to ensure the progress of important projects.
Phu Tho Province and the Ministry of National Defense complete Phong Chau Bridge before October 31, 2025.
The Prime Minister also requested to basically complete the Long Thanh project in 2025.
Regarding the task of eliminating temporary and dilapidated houses, focus on completing the goal of eliminating temporary and dilapidated houses before August 31; in which, housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27.
The Prime Minister also commented on reports and proposals from localities, praising Ho Chi Minh City for eliminating temporary and dilapidated houses and proactively and actively supporting other localities; requesting the city and related units to urgently implement the project to build and develop Can Gio international transit port according to the Politburo's Resolutions; if there are any difficulties or problems, they should report back for resolution. At the same time, the Prime Minister hoped that Ho Chi Minh City would try harder and make more efforts in disbursing a huge amount of public investment capital (accounting for about 10% of the country).
