According to reports at the meeting, recently, the Government and the Prime Minister have paid attention to and directed strongly and closely in promoting the disbursement of public investment capital and implementing 3 national target programs right from the beginning of the year.

Regarding the elimination of temporary and dilapidated houses, up to now, the whole country has handled nearly 263,000 houses, of which about 225,000 have been completed, and nearly 38,000 are under construction. In terms of percentage, the implementation results have reached over 90% of the total proposed demand. Since the fourth meeting, the number of houses started or inaugurated has increased by nearly 54,000, with each locality starting or completing about 28 houses per day on average. Currently, 38 localities have completed the entire target of eliminating temporary and dilapidated houses in the area, an increase of 23 localities compared to the data recorded at the fourth meeting. In particular, Thai Nguyen is one of the first provinces in the country to complete this program (8 months ahead of schedule when completing the construction of 1,221 new houses and repairing 617 houses).

Regarding the progress of implementing important national projects, key projects of the Transport sector, up to now, 19 projects and component projects have been put into operation, increasing the total length of expressways nationwide from 1,327km to 2,268km. At the same time, Terminal T3 of Tan Son Nhat International Airport has been officially put into operation. Currently, 52 projects and component projects are under construction, basically following the set schedule.

Regarding the results of public investment disbursement, in the first 6 months of 2025, the total disbursed public investment capital reached VND 264.8 trillion, equivalent to 32.06% of the plan, higher than the same period in 2024 in both proportion (28.2%) and absolute value (the same period in 2024 reached VND 188.4 trillion). However, as of June 20, nearly VND 7.36 trillion had not been allocated in detail to 17 ministries, agencies and 21 localities. In addition, there were 35 ministries, agencies and 26 localities with disbursement rates lower than the national average. For this task, Thai Nguyen province is directing strongly, especially the disbursement of capital sources for national target programs.

Speaking at the conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to review, evaluate and carefully review the work that has been implemented in the past time, thereby promptly removing bottlenecks and obstacles and setting out key tasks in the coming time, especially in the context of rearranging provincial and communal administrative units and the two-level local government apparatus officially operating from July 1, 2025. The Prime Minister emphasized the spirit: Said must be done, committed must be implemented, done, implemented must have specific results; The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss doing, not backtracking...

Prime Minister Pham Minh Chinh also requested all levels and sectors to make the greatest efforts to comprehensively complete the goals and tasks in all areas in 2025 in accordance with the spirit of the Resolution of the 13th National Party Congress. In the field of transport infrastructure alone, from now until the end of the year, it is necessary to complete about 800km of expressways to put into operation a total of 3,000km of expressways in 2025, ensuring the route from Cao Bang to Ca Mau. Regarding the program to eliminate temporary and dilapidated houses, the Prime Minister affirmed that this is a major policy of profound humanity of the Party and State, with the participation of the entire political system, demonstrating the sentiments and responsibilities of the whole society, aiming to affirm "national love, compatriotism"...
