In his opening speech, Prime Minister Pham Minh Chinh said that the Government organized a meeting of the Steering Committees to jointly review, evaluate and review the work that has been implemented in the past time, remove bottlenecks and obstacles and propose key tasks in the coming time, especially in the context of restructuring administrative units at the provincial and communal levels and the two-level local government apparatus officially operating from July 1, 2025.
The Prime Minister hopes that ministries, branches, localities and agencies that have made efforts will make more efforts, that have made determination will be even more determined, that have been resolute will be even more resolute, that have achieved results will strive for even better results, and that they will organize implementation better in the coming time so that after each meeting, they will have better results, with the spirit of "what is said must be done, what is committed must be done, what is done must have specific results"; "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then we only discuss doing, not backtracking".
The Prime Minister stated that 2025 is of special importance; it is the year of many important events of the country; the year of acceleration, reaching the target of implementing the 5-year Socio-Economic Development Plan 2021-2025, the Medium-term Public Investment Plan for the period 2021-2025; aiming for 2 100-year strategic goals (striving to become a developing country by 2030, with modern industry, high average income; by 2045 becoming a developed country, high income).
To achieve strategic goals, the Party, State and Government set a growth target of 8% or more in 2025, creating momentum for double-digit growth in the next period with the target of disbursing 100% of public investment capital in 2025.
The Prime Minister emphasized the need to make efforts and determination to complete all goals and tasks in all areas in 2025 as set out in the Resolution of the 13th National Congress. In particular, in the field of transport infrastructure development, from now until the end of the year, it is necessary to complete about 800 km of expressways to achieve the goal of putting 3,000 km of expressways into operation in 2025, opening the expressway from Cao Bang to Ca Mau.
The Prime Minister stated that public investment is of great significance, contributing significantly to promoting growth, stabilizing the macro-economy, ensuring major balances of the economy; creating a foundation for infrastructure development; leading and activating investment in the whole society, strongly attracting private investment and FDI capital flows; promoting socio-economic development and creating new development space for localities, regions and countries; being one of the important growth drivers to promote economic growth; promoting production, business, creating jobs and livelihoods for people, contributing to ensuring social security.
Meanwhile, eliminating temporary and dilapidated houses is a great and humane policy of the Party and State, mobilizing the participation of the entire political system, bringing important significance in many aspects, affirming "national love and compatriotism", demonstrating the responsibility, love and sharing of the whole community. The Central Steering Committee has organized 04 meetings; ministries, agencies, localities, businesses and people have participated very resolutely, achieving positive and encouraging results.
After the 4th Session, the Government issued Official Dispatch No. 84/CD-TTg dated June 8, 2025, requesting to focus on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025; in which housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27, 2025. Thus, the target is 2 months earlier than before, before October 31, 2025, and 4 months earlier than before, at the end of 2025, to practically celebrate the 80th anniversary of the successful August Revolution and National Day September 2, and the 78th anniversary of War Invalids and Martyrs Day (July 27).
The Prime Minister emphasized that our Party has no other goal than to firmly protect national independence and sovereignty and bring happiness and prosperity to the people. 2025 is the year to celebrate the 95th anniversary of the Party's founding, the 50th anniversary of the liberation of the South and national reunification, and prepare for the 80th anniversary of National Day. The goal is to not let people be homeless or live in temporary or dilapidated houses.
The Prime Minister asked delegates to focus on discussing and clarifying the results achieved, the shortcomings and limitations, analyzing the causes and responsibilities of agencies and units, the difficulties, obstacles and "bottlenecks" that have been pointed out before, to what extent they have been resolved, valuable experiences, good lessons, drastic, breakthrough and feasible solutions in the coming time.

Reporting on the results of the work to eliminate temporary and dilapidated houses nationwide since the fourth meeting of the Central Steering Committee, Minister of Ethnic Minorities and Religions Dao Ngoc Dung said that after the fourth meeting, the Prime Minister issued a telegram and concluded to direct and resolve the four most difficult issues. At the same time, the Prime Minister assigned members of the Government to directly inspect and work with localities to urge progress.
Leaders of the Ministry, the Committee for Ethnic Minorities and Religions and a number of ministries and sectors have worked directly with more than 20 of the most difficult localities. The Ministry of National Defense and the Ministry of Public Security have also provided financial support and sent leaders directly to difficult areas such as the Northern mountainous region and the Central Highlands to direct and provide support.
Local leaders have shown a high sense of responsibility; many places have assigned Provincial Party Committee members to directly go to the communes to monitor, urge, start construction and take responsibility. 43 provinces have proactively provided all funds to support housing for meritorious people, simultaneously starting to demolish temporary and dilapidated houses.
Ministries and localities have completed their tasks according to Official Dispatch 84 and the Prime Minister's conclusion at the fourth meeting.
Thanks to the drastic direction, up to now, 38/63 localities have completed the entire target of eliminating temporary and dilapidated houses for all three target groups, an increase of 23 localities compared to the fourth session. By June 30, it is expected that 8 more localities will complete, bringing the total to 46. In July, 3 localities registered to complete; in August, 14 more localities will complete, striving to complete nationwide by August 25.
Regarding specific results: up to now, the whole country has supported 262,843/277,420 houses, reaching 94.7%. Of which, 222,854 houses have been inaugurated, 37,989 houses are under construction, an increase of 54,000 houses compared to the fourth session. Of which, houses for people with revolutionary contributions: 41,565 houses, reaching 93.1%; houses for poor and near-poor households from the national target program for sustainable poverty reduction: 77,851 houses, reaching 87.9%; housing support from the national target program for ethnic minorities is 8,621 houses; housing support for poor and near-poor households from the Launch Program is 125,888 houses, reaching 96.6%; housing support for other subjects is 8,918 houses .
By June 30, the whole country is expected to reach 46/63 localities completed, the overall rate is 94.7%, with nearly 6% remaining.
In July 2025, 3 localities registered to continue completing; 14 localities registered to complete by August 25, 2025, and achieved the goal of eliminating all temporary and dilapidated houses nationwide.
The current status of the implementation of temporary and dilapidated housing programs for each target group is as follows: Housing under the sustainable poverty reduction program (managed by the Ministry of Agriculture and Environment) has 10,712 units remaining, accounting for 12.1%. Housing for people with meritorious services has 1,906 units remaining, accounting for 4.27%. This is a group that needs special focus to be completed before July 27 according to the Prime Minister's direction. If localities proactively implement as in the past, this progress can be completely guaranteed. Housing for poor and near-poor households has 4,393 units remaining, accounting for 3.4%.

Regarding support resources, Minister Dao Ngoc Dung said that, for the 5% savings in regular spending, up to now, implementing the direction of the Prime Minister, the Vietnam Fatherland Front and the Ministry of Ethnic Minorities and Religions have coordinated and agreed with the Ministry of Finance to seek the Prime Minister's opinion on adjusting the remaining 5% savings in regular spending (equivalent to 975 billion VND) to support 28 localities facing difficulties.
46 localities have proactively allocated all funds from local budgets to support the construction of houses for people with meritorious services and relatives of martyrs.
Regarding the current difficulties and limitations, the most prominent is that some localities have tried to advance funding but are still facing many difficulties. It is necessary to resolve the financial problems for these localities as soon as possible.
To address the issue of the difference in support levels from two national target programs (the sustainable poverty reduction program and the development program for ethnic minority and mountainous areas), the Ministry of Ethnic Minorities and Religions has mobilized additional socialized resources to supplement support for 14 localities, thereby basically completing the housing support target (currently about 10-12%).
Some specific difficulties in the localities are as follows: Localities with many houses that have not yet started construction include: Dak Lak (1,726 houses, expected to start construction before June 30), Phu Tho (1,552 houses), Ha Giang (682 houses), Bac Kan (920 houses). It is recommended that localities speed up the progress, striving to start construction simultaneously before June 30 based on the experience that has been effectively implemented in some localities.
Localities that have started construction but have not completed a large number of houses include: Dien Bien 3,978 houses, Son La 2,741 houses, Ha Giang 2,743 houses, Bac Kan 2,942 houses, Dak Lak 2,390 houses, Quang Nam 2,329 houses, Thanh Hoa 2,150 houses, Cao Bang 1,804 houses, Quang Binh 1,799 houses, Dak Nong 1,733 houses. It is recommended that localities that have started construction continue to speed up the completion progress.
From the above situation, the Minister of Ethnic Minorities and Religions proposed that the Prime Minister allow the adjustment of the remaining 5% savings in regular expenditure and allow the use of social mobilization resources to support the two national target programs. Assign localities: (1) Determined to start construction of all remaining housing projects before June 30; (2) For localities that have started construction but many houses have not been completed, it is necessary to assign leaders to directly direct and urge the implementation.
Military and police forces focus on supporting localities facing difficulties in implementation: the Ministry of National Defense supports the provinces of Bac Giang, Ha Giang, Dien Bien, Thanh Hoa, Phu Tho, and Hoa Binh; the Ministry of Public Security supports the provinces of Quang Nam, Dak Lak, Dak Nong, Cao Bang, and Bac Lieu.
