After the merger of Lao Cai and Yen Bai provinces, Lao Cai (new) province has become an important growth pole in the region, while also playing the role of a regional connection center and international trade gateway. To maximize its potential and advantages, many key infrastructure projects have been and are being implemented, creating a foundation for the province's sustainable and breakthrough development in the future.

On October 26, 2024, the Prime Minister signed Decision 1274/QD-TTg approving the investment policy of the Lao Cai - Vinh Yen 500 kV transmission line project, passing through the territory of two provinces: Lao Cai and Phu Tho, with a total investment of more than 7,410 billion VND.
In Lao Cai province, the line is located in 13 communes: Xuan Quang, Thuong Ha, Xuan Hoa, Bao Yen, Phuc Khanh (old Lao Cai province); Khanh Hoa , Tan Linh, Lam Thuong, Luc Yen, Muong Lai, Cam Nhan, Yen Thanh, Thac Ba (old Yen Bai province). The length of the line is about 139.66 km with 273 pole locations (old Lao Cai 100 locations, Yen Bai 173 locations), 132 anchorages.
It is expected that when completed, it will contribute to ensuring the transmission of power from hydropower plants in the Northwest region and neighboring provinces to the national grid; creating strong links between regions in the power system, increasing the ability to operate safely and stably for the national power system.

Lao Cai province identified the Lao Cai - Vinh Yen 500 kV transmission line project as a national key project, playing a very important role in ensuring energy security, contributing to building Lao Cai into a growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China.

To affirm the determination and create consensus among the people, immediately after announcing the Project route, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, chaired an online meeting with EVN and connected to the communes where the Project passes through to propagate the site clearance work.
The Provincial Party Secretary emphasized that after the project is completed, it will have a great impact on the socio-economic development of the province, so Lao Cai is determined to hand over the site to the investor ahead of schedule as required by EVN and Prime Minister Pham Minh Chinh.
The project has received high support and consensus from the people and active participation from local authorities.
At the construction site, the team of workers and engineers of the packages are always determined to work with the spirit of "overcoming the sun and rain".
According to a report from the Power Project Management Board 1, the packages in Lao Cai province are making the fastest progress on the entire route.

The Lao Cai - Hanoi - Hai Phong railway construction investment project was approved by the National Assembly in Resolution 187/2025/QH15 dated February 19, 2025 with a total main line length of 390.9 km. Of which, the section passing through Lao Cai province is 143.29 km long.
The starting point is at the rail connection point with China, the ending point is at Au Lau ward, Lao Cai province. The route has 18 stations (3 train stations, 15 mixed stations) and 13 technical stations; of which, in Lao Cai province, there are 4 stations and 5 technical stations.

The total investment capital of the Project is 203,231 billion VND, equivalent to 8.37 billion USD, striving to be completed by 2030 at the latest. The Project has strategic significance in forming a railway transport network in the North, running along the East-West corridor, connecting the Northwest region with the delta region and Hai Phong seaport - one of the largest maritime centers in Vietnam.
At the same time, the project connects railway transport with China, directly to the Southwest region with about 500 million people and is developing very strongly.
For Lao Cai province, this is a historic, “unique” opportunity to break through and shape the future development for many decades to come, contributing to soon making Lao Cai a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region - China.
The project will create great opportunities for businesses inside and outside the province to participate in the construction process, supply materials, and logistic services, while also creating jobs and livelihood opportunities to help people increase their income and improve their lives.
The project has received close and regular attention and direction from leaders of the Party, State, Government and central ministries and branches. The National Assembly has issued specific mechanisms and policies to implement the project, demonstrating strategic priority for the development of railway infrastructure. Investment preparation work has been carried out quickly, synchronously, drastically and requires a very high progress: construction will start on December 19, 2025.

Along with the huge opportunity comes a huge amount of work, especially in terms of site clearance.
In the old Lao Cai province, the area of land to be reclaimed is 652 hectares, with 774 households and 104 production facilities to be relocated; in the old Yen Bai province, it is expected that about 1,000 households will have to be relocated. This is an unprecedented task in terms of scale and nature, requiring the synchronous, comprehensive and drastic participation of the entire political system.
Lao Cai Provincial Party Committee has established a Steering Committee for Site Clearance headed by the Provincial Party Secretary; issued a detailed plan and directed resolutely with the goal of completing the statistics and counting in May 2025; paying compensation in June 2025 and striving to hand over the site in August 2025.
With the special significance and importance of the Project, the entire political system has seriously implemented the site clearance work in accordance with the direction of the Prime Minister; organized and implemented the work in parallel, resolutely not letting the later work wait for the earlier work, "not enough work during the day, working at night", working "through holidays, through Tet, through days off".

Along with these two national key projects, Lao Cai province is implementing many other important projects, including the Sa Pa Airport Project. After many years of difficulties in finding investors, by 2024, the Project had a solution when the Prime Minister approved the adjustment of the investment policy in Decision 1621/QD-TTg dated December 21, 2024 with a total investment of 6,949 billion VND.

Regarding the project to upgrade the Noi Bai - Lao Cai Expressway (Yen Bai - Lao Cai section) to a scale of 4 lanes, based on the proposal of Lao Cai province, during the working trip on December 22, 2024, Prime Minister Pham Minh Chinh directed the Ministry of Transport (now the Ministry of Construction) to clearly identify difficulties and obstacles in the implementation and propose a feasible investment plan to start the project in 2025.

Along with that, the road bridge project across the Red River in the border area of Bat Xat (Vietnam) - Ba Sai (China) is also being actively implemented. This is a key project not only for Lao Cai province (Vietnam) and Yunnan province (China) but also for both countries, demonstrating the close cooperation, long-standing friendship and determination to develop the economy and sustainable trade between Vietnam and China.
Previously, the project connecting National Highway 37 and National Highway 32C with the Noi Bai - Lao Cai Expressway was inaugurated. The project has created a direct connection route, shortening the distance between the main national highways and the expressway, and opening up new development space, creating momentum for socio-economic growth for the locality.

The Draft Political Report of the Lao Cai Provincial Party Executive Committee, term I, 2025 - 2030, affirms to continue to create breakthroughs in developing transport infrastructure, meeting the requirements of multimodal transport development, sustainability and international integration.
The projects to develop transport and connecting infrastructure that have been invested in and built further affirm the determination of the Party Committee, the government and the people of all ethnic groups in Lao Cai province in realizing the goal of building a province with rapid and sustainable development in the direction of "Green, harmonious, unique, happy", becoming a comprehensively developed province by 2030. This is the driving force to create a sustainable development future - demonstrating the aspiration to bring Lao Cai to develop strongly in the new era of the nation - the era of striving.
