Under unified management and a synchronous legal foundation, the festival has promoted the construction of self-management models, promoted the role of people in monitoring and denouncing crimes, and strengthened the close relationship between the People's Public Security Force (PPP) and the masses. Thereby, gradually forming a solid people's security posture associated with a "people's hearts posture", creating a stable foundation for socio-economic development.

The process of implementing the festival from 2005 to 2010 is considered the stage of laying the foundation for organization and social awareness. From 2010 to 2015, the festival entered a stage of extensive and more in-depth development in terms of organization. In particular, the issuance of Directive No. 09-CT/TW by the 11th Party Central Committee Secretariat on December 1, 2011 "on strengthening the Party's leadership over the National Movement for National Security Protection in the new situation" created a fundamental shift in the awareness and action of the entire political system. The Directive clearly affirmed the central and key role of the movement in building the People's Public Security posture and required the People's Public Security force to play a core role in organizing and guiding.

From 2015 to 2022, the movement entered a stage of consolidation and comprehensive development. The festival is not only limited to residential areas but is also widely organized in agencies, units, businesses, and schools. Many localities have proactively summarized 5 years of implementation, promptly commended typical models, and linked the organization of the festival with the construction of new rural areas, civilized urban areas, and the Movement of All People Uniting to Build a Cultural Life. At the same time, the Public Security Forces have increased the application of information technology, deployed security camera systems, organized the Forum "Police listen to people's opinions", received feedback via social networks, hotlines, etc. From 2022 to 2025, the organization of the festival continues to receive special attention and direction from the Ministry of Public Security, with the requirement of not only ensuring regular maintenance but also improving the practicality, effectiveness and depth of the movement. This is a period of strategic significance as it both inherits 15 years of achievements and lays the foundation for adjusting content and organizational methods to suit the requirements of security and order protection in the new situation, especially in the context of digital transformation and increasingly deep international integration.

Over the past two decades, the festival has not only become a traditional event but also a strong catalyst for connecting the People's Public Security Forces with the community. The most prominent results are the results of building the People's Public Security posture, reflected in many aspects:

First of all, the festival has contributed to deepening people's awareness of their own role and personal responsibility in protecting public order and safety. Through the direction of the Ministry of Public Security, the content of the festival has been innovated, focusing on key areas such as new rural security, business safety, cyber security, etc. to ensure the movement is associated with the goal of sustainable socio-economic development. The police at all levels have proactively coordinated with relevant departments, branches, organizations, agencies and units to advise the Party Committees and authorities at the same level to direct the promotion of propaganda activities on mass media. In 2024, more than 118,000 propaganda sessions were organized with more than 7.1 million participants; more than 119,000 news articles were broadcast (an increase of 178% compared to 2023); nearly 2,400 reports on radio and television stations; painted more than 48,000 billboards and propaganda posters in public places; distributed more than 3.2 million leaflets and propaganda documents on crime prevention and social evils, contributing to creating a vibrant emulation effect, spreading power, attracting a large number of people to participate in the National Movement to Protect National Security and the festival.

The Public Security Forces not only focused on specialized agencies but also deployed at multiple levels, closely coordinating with Party committees, authorities at all levels and socio-political organizations, mobilizing combined strength, ensuring that the festival is truly a common festival for the whole country. In particular, the Ministry of Public Security has requested the grassroots police force to proactively organize the Forum "Police listen to people's opinions", receive information via social networks, hotlines... to increase interaction and response efficiency. The 2024 festival has more than 23,000 locations nationwide, mainly concentrated in key areas with complicated security and order issues...; Central leaders attended many locations, gave instructions and presented gifts to collectives and individuals with outstanding achievements in the Movement for National Security Protection. In the 2022-2025 period, the Ministry of Public Security also transformed the method of monitoring and evaluating the movement from theory to proactive and systematic management. The development of a set of evaluation criteria for localities, typically breakthrough initiatives, has allowed comparison and replication of typical models.

In addition, the Public Security Forces have clearly demonstrated their proactive advisory role in innovating the form of organizing the festival. From the traditional festival form, the movement has integrated "community forums", specialized conferences on cyber security, traffic safety, etc. in addition to maintaining folk cultural sports competitions with legal propaganda content. This has created widespread appeal, contributing to improving the quality of the movement in practice. The 2024 festival is organized by localities in two parts: the ceremony and the festival. The ceremony includes activities of meeting, reviewing traditions, praising and rewarding collectives and individuals with outstanding achievements in the National Movement to Protect National Security, giving gifts to policy families, poor households, students overcoming difficulties, etc.; discussing and exchanging experiences in movement building; Organize the signing of emulation covenants between departments, branches, organizations, agencies, units, villages, hamlets, and residential areas in the work of ensuring security and order. The festival was organized enthusiastically with cultural, artistic, physical education and sports activities with the theme of mobilizing the entire population to participate in protecting national security.

Notably, the system of self-management models at the grassroots level has been gradually consolidated and developed in both quantity and quality, clearly reflecting the effectiveness of the Movement for the Protection of National Security. Under the close direction of the Public Security Forces, these models have been increasingly standardized, closely following the actual situation and meeting the requirements of the task of ensuring security and order in the new situation. The festival has become an opportunity to establish and replicate self-management models, typically: "Security Camera", "Self-management Team", "Safe Enterprise", "Safe School"... These models have been systematized into criteria for evaluating the movement, closely linked to the criteria for building new rural areas and civilized urban areas in accordance with the movement's management orientation from the Central level.

From a spontaneous nature, the self-management model has been systematically organized, linked with specific evaluation criteria, becoming an organic part of the social management system at the grassroots level. The Public Security Forces not only play the role of guiding, inspecting, and urging, but also proactively advise on perfecting the operating process, building criteria for classifying, rewarding, and handling ineffective operating models. Thanks to that, the self-management models truly play the role of the "eyes and ears" of the functional forces, enhancing the effectiveness of preventing, detecting, and combating violations of the law right at the grassroots level.

Glorious traditions of the People's Public Security

During his lifetime, President Ho Chi Minh always paid attention to, regularly led and directed the building of a strong People's Public Security force, successfully completing all tasks. In particular, Uncle Ho summarized 6 teachings for the People's Public Security:

- For yourself, you must be frugal, honest, and upright.

- To colleagues, must be friendly and helpful.

- To the Government, must be absolutely loyal.

- Towards the people, must be respectful and polite.

- For work, must be dedicated

- To the enemy, must be resolute and clever.

Over 80 years of building, fighting and growing, generations of cadres and soldiers have strived to build the glorious tradition of the Vietnam People's Public Security, which are:

- Absolutely loyal to the Fatherland, the Party, the State and the people.

- Not afraid of difficulties and hardships, ready to fight and sacrifice for independence, freedom, sovereignty, unity and territorial integrity, for the security and order of the Fatherland, for the peaceful and happy life of the people.

- Closely attached to the people, serving the people, relying on the people to work and fight to win.

- Continuously study, cultivate, and practice ethics and qualities of a revolutionary police officer; uphold the spirit of independence, self-control, self-reliance, self-strengthening, proactiveness, intelligence, and creativity, and excellently complete all assigned tasks.

- Internal solidarity, strict discipline, love for comrades; close coordination and cooperation with the People's Army and other sectors and forces in performing tasks.

- Uphold the spirit of pure, meaningful and affectionate international solidarity, serving the cause of national liberation struggle, building and defending the Fatherland, contributing to ensuring security in the region and the world.

Implementing the 6 teachings of Uncle Ho to the People's Public Security Forces and promoting the tradition of the Public Security Forces, in the cause of building and defending the Fatherland, generations of Public Security officers and soldiers have not been afraid of difficulties and hardships, and have been ready to sacrifice for independence, freedom, sovereignty, unity and territorial integrity, for national security, for a peaceful and happy life for the people. In recognition of the achievements of Public Security officers and soldiers, the Party and State have awarded many noble awards: 16 Gold Star Orders; 101 Ho Chi Minh Orders; 208 Independence Orders; 1,124 collectives and individuals were awarded the title of Hero of the People's Armed Forces; along with many Military Exploit Orders, War Exploit Orders, Fatherland Protection Orders and other noble awards.
