80 years - glory of Vietnam People's Public Security

On the occasion of the 80th anniversary of the Traditional Day of the Vietnam People's Public Security (August 19, 1945 - August 19, 2025), General To Lam, General Secretary, wrote an article "80 years - Glory of the Vietnam People's Public Security".

1. 80 years of building, fighting and growing have affirmed the revolutionary nature and steadfast fighting strength of the People's Public Security Force - the important and trustworthy armed force of the Party, State and people. The history of the Vietnam People's Public Security Force is a heroic history, the tradition of the Vietnam People's Public Security Force is glorious, the achievements of the Vietnam People's Public Security Force are immense, contributing significantly to the heroic history of the Vietnamese nation, leading the Vietnamese revolution to overcome all rapids and gain one victory after another.

Since its inception, as well as during the two resistance wars against French colonialism and American imperialism, the People's Public Security force has always been closely attached to the people, closely coordinating with the People's Army, other forces, sectors and levels, playing a core and pioneering role on the front line to protect security and order, protect the achievements of the revolution, protect the Party, the people and the socialist regime, fight and suppress all types of crimes, for the peaceful and happy life of the people, making many silent but extremely glorious achievements and feats, making important contributions to the cause of national liberation and national reunification.

In the cause of innovation, industrialization, modernization and proactive international integration, the People's Public Security has been an exemplary pioneer in effectively implementing the Party's guidelines and policies, the State's laws and policies; constantly striving, uniting, joining hands, overcoming all difficulties and challenges, together with the entire Party, people and army to firmly protect security and order, protect the socialist Fatherland, actively participate in socio -economic development, care for people's lives, and continuously contribute to maintaining peace and stability in the region and the world.

In any conditions and circumstances, the People's Public Security force always upholds the spirit of dedication, ready to sacrifice for the country and the people. There have been tens of thousands of brave examples, sacrificing themselves for the cause of protecting national security, ensuring social order and safety, day and night devoted to completing their tasks well. Each feat, achievement, each example of good people, good deeds, each effort of the Public Security officers and soldiers has contributed to maintaining the peace and stability of the country, respecting discipline and the law; protecting the lives, property and peaceful lives of the people, enhancing the glorious heroic tradition of the People's Public Security; building and consolidating the people's trust, love and attachment to the Party, the State and the People's Public Security force.

The loyalty, sacrifice and great contributions of generations of People's Public Security officers and soldiers in the revolutionary cause of the nation have been recognized, highly appreciated and awarded by the Party, State and people with many noble titles and awards, shining the heroic epic of revolutionary heroism crystallized by the loyalty to the country, filial piety to the people, pure revolutionary nature and brave sacrifice of generations of People's Public Security officers and soldiers in the arduous and challenging fight for national security, for the peaceful and happy life of the people, forever the pride of the Party, State, people and nation of Vietnam.

The great achievements over the past 80 years are due to: (i) the Vietnam People's Public Security has always been under the absolute, direct, and comprehensive leadership of the Party in all aspects, bearing the nature of the Vietnamese working class, "knowing that as long as the Party exists, we exist", always striving and sacrificing for the independence and freedom of the Fatherland, for national security, social order and safety, and the peaceful and happy life of the people. ( ii) Being closely attached to the people, serving the people, relying on the people to work and fight, "staying awake so that the people can sleep well, staying awake so that the people can have fun, taking the joy and happiness of the people as the reason for living" is the source of strength for the People's Public Security to excellently complete all tasks entrusted by the Party, the State, and the people. (iii) Closely coordinate and cooperate with the People's Army, law enforcement agencies and all levels and sectors, mobilizing the combined strength of the entire political system in the cause of protecting security and order. (iv) Generations of cadres and soldiers are not afraid of hardships and sacrifices, are brave, resourceful, creative and clever in the struggle to protect security and order, becoming "steel shields" and "swords"; exemplary in implementing the Party and State's policies and guidelines, performing the function of "going ahead to pave the way" and being the force assigned the mission of directly protecting the Party, so the efforts of police officers and soldiers are even more necessary. (v) Solidarity and international cooperation contribute to creating the invincible strength of the Vietnam People's Public Security.

2. The entire Party, the entire people, and the entire army are striving to compete in implementing the Party's strategic policies with the determination to bring the country firmly into a new era, an era of development, prosperity, and strength. The revolution of "arranging the country", simultaneously operating two-level local governments in 34 localities across the country opens up new development space, new development momentum, and at the same time sets new requirements for the task of protecting security and order.

In the era of national development, the responsibility of the People's Public Security force is very heavy but extremely glorious. More than ever, the People's Public Security force must always be proud, promote the heroic tradition, continue to unite, join hands, and be of one mind, together with the People's Army and the diplomatic sector as the core, providing a solid guarantee, a peaceful and stable environment for the entire Party, the entire people, and the entire army to successfully implement the Party's strategic goals; focusing on the following key tasks:

Firstly, in any circumstances, it is necessary to ensure the absolute, direct leadership of the Party in all aspects over the People's Public Security, constantly consolidate the working class nature, and the flesh-and-blood attachment to the people. The leadership of the Party is an immutable principle, an objective requirement, and a decisive factor in all victories in the cause of protecting security and order, and in the tasks of the Public Security; in any circumstances, it is necessary to maintain and strengthen the absolute, comprehensive, and direct leadership of the Party in all aspects over the People's Public Security. Maintaining the revolutionary nature; steadfastly upholding Marxism-Leninism and Ho Chi Minh Thought in building and organizing the implementation of the functions and tasks of the Public Security; promoting the Party spirit, class spirit, and people's spirit of the People's Public Security in protecting security and order are key, decisive factors for the People's Public Security to fulfill the important tasks entrusted to it by the Party, the State, and the People. The entire police force must always deeply imbue the beloved Uncle Ho's advice: "Our police are the people's police, serving the people and relying on the people to work"; thoroughly grasp the viewpoint of "taking the people as the root", "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people"; well implement the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", regularly maintain a close relationship with the people, share the hardships and difficulties of the people, be ready to sacrifice to save the people; care for, advise and promptly resolve the difficulties, problems, thoughts and legitimate aspirations of the people, truly become "the peaceful fulcrum of the people". Diversify forms and create conditions for people to actively participate in the movement of the whole people to protect national security, build and consolidate the "people's hearts" in the people's security, the people's security posture associated with the all-people national defense, the all-people national defense posture, build a solid "fortress" in the front line of protecting security and order.

Monday,   The People's Public Security force must carry out at a high level the mission of protecting the Party, ensuring the successful implementation of the Party's policies; security and order must create the foundation for successful development. Protecting the Party in the current revolutionary period is not only protecting the Party's leadership and ruling role, protecting the socialist regime, the Party's ideological foundation, viewpoints, policies and guidelines; territorial sovereignty, borders, seas and islands, handling crisis situations, national emergencies, repelling risks; but also ensuring the implementation of the two 100-year goals. In the immediate future, protecting the Party means ensuring the success of Party congresses at all levels towards the 14th National Congress of the Party, ensuring the victory of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. In addition, the People's Public Security force continues to play a leading role in fighting against "peaceful evolution" activities and the four dangers that our Party has pointed out since the 7th Congress.

Tuesday,   Maintain the pioneering, exemplary, and leading role in implementing the Party's policies, first of all, effectively implementing the four newly issued strategic resolutions of the Politburo , namely Resolution 57, Resolution 59, Resolution 66, and Resolution 68. The police force must thoroughly understand and implement President Ho Chi Minh's advice: "The police cannot lag behind industry, agriculture, commerce, and transportation. It is best for the police to go first", take the lead and actively accompany and support the entire political system and the entire population to effectively implement the Party's policies. Proactively grasp, promptly detect, and propose to overcome loopholes and shortcomings, and remove "bottlenecks" in mechanisms and policies; prevent and stop early signs of deviation, profiteering, and "group interests"; fight, prevent, and neutralize activities of collusion, influence, and sabotage of institutions, policies, and laws. Focus on developing the security industry, together with the defense industry, to truly be the spearhead of the national industry, effectively participating and directly contributing to the high-quality development process of the country. Strongly deploy activities to create a data economy; promote the role of advising and coordinating the effective implementation of Project No. 06, supporting the political system in implementing administrative procedures, and soon completing the goal of all administrative procedures related to enterprises being organized and implemented online, smoothly, seamlessly, transparently and effectively; 100% of administrative procedures are performed regardless of administrative boundaries within the provincial level. Actively carry out foreign affairs and international integration on security and order, firmly consolidate the security belt, and solve complex security and order issues from a distance; Go ahead, pave the way, facilitate international integration in other fields, focusing on the economic field with the goal of high-quality development, rapid and sustainable development.

Fourth , strengthen solutions to maintain security and order . Implement well the motto of "proactive security", prevent and promptly handle risks and factors that can cause instability early, from afar, from the grassroots, not allowing passivity and surprise. Effectively deploy the work of ensuring internal political security, economic security, cyber security, digital security, data security, connection security, social security, security in strategic and key areas. Focus on implementing solutions to prevent and sustainably reduce crime, build drug-free and crime-free communes, towards a drug-free and crime-free province, as a foundation for building a model of a socialist society and a socialist province. Continue to create changes, improve the effectiveness and efficiency of state management of security and order, consolidate social order, discipline, safety and health, create the most favorable conditions for national development in the new era.

Fifth , take care to build a truly clean, strong, disciplined, elite, and modern People's Public Security force . Build grassroots party organizations in the entire force with high fighting power; regularly take care of political and ideological work; fight against moral and lifestyle degradation; proactively fight to defeat the plot to "depoliticize" the armed forces, separating the People's Public Security force from the leadership of the Party. Promote the exemplary role, vanguard and exemplary nature of cadres and party members, especially leaders, well implement the motto "the superiors set an exemplary example, the subordinates actively follow". Make studying and following Uncle Ho's Six Teachings a cultural need, a regular and practical activity, going deep into the work and combat of each unit, each cadre and soldier of the Public Security. Pay attention to building a contingent of cadres and party members with steadfast political will, fighting spirit, revolutionary offensive spirit and strict discipline, daring to think, daring to do, daring to take responsibility, daring to innovate and create, daring to sacrifice for the common good; always putting the interests of the nation, the people, and the legitimate interests of the people above all, always wholeheartedly serving the Fatherland and the people; building a contingent of leaders and commanders with outstanding capacity, high prestige, and equal to the task.
