No change in social housing development targets for 2025

At the conference, delegates focused on discussing and clarifying difficulties and obstacles in mechanisms, policies, and resource mobilization in the implementation of social housing projects. At the same time, they proposed a number of solutions to speed up the implementation progress, ensuring plans and targets in social housing construction in localities.

Along with that, the Ministry of Construction and many localities have proposed to amend the regulations on conditions for buying and renting social housing in the direction of: Raising the income condition for single people from 15 million VND/month to 20 million VND/month. In the case of married people, increase the total income of the couple from 30 million VND/month to 40 million VND/month.

In his concluding remarks, the Prime Minister affirmed the humane and urgent significance of the Program to build 1 million social housing units by 2030. At the same time, he frankly pointed out the limitations, difficulties and obstacles in the implementation process such as: Implementation results in many localities are still slow; disbursement of preferential credit capital of 120,000 billion VND is still difficult; social housing investment enterprises still have difficulties in accessing land, construction investment procedures, contractor appointment, credit, preferential policies...

The Prime Minister said that from now until the end of the year, there is still a lot of work to be done to complete the goals set out in the Project and emphasized that the goal of completing at least 100,000 social housing units from now until the end of 2025 remains unchanged, as does the target for social housing development in 2025 that was assigned to localities by the Prime Minister at the beginning of the year.

The Prime Minister requested ministries, branches and localities to continue to lead and direct a number of key tasks. In particular, identifying social housing development as an important political task of the entire political system. Ministries, branches and localities must focus highly, specifically and closely on each project, and have the highest political determination to complete the social housing target. Along with that, focus on reviewing and counting cadres, civil servants, public employees and workers who have difficulties in accommodation and travel due to the impact of the process of restructuring the apparatus; focus on inspection and supervision, absolutely not allowing corruption, negativity, waste, and policy profiteering when the social housing policy is open...

During the implementation process, if any difficulties or problems arise, localities should promptly report to the Ministry of Construction and relevant ministries and branches for resolution within their authority; assign the Ministry of Construction to study and issue a handbook on this content.

The Prime Minister basically agrees with the proposals and recommendations, including those of the Ministry of Construction and localities, on raising the income threshold for purchasing social housing in a more appropriate direction, and assigns the Ministry of Construction to propose amendments as soon as possible.
