No change in target of 100,000 social housing units by the end of 2025

The Prime Minister stated that from now until the end of the year, there is still much work to be done to complete the project's objectives; emphasizing that the goal of completing at least 100,000 social housing units from now until the end of 2025 remains unchanged...

On August 16, in Hanoi , Prime Minister Pham Minh Chinh concluded a conference to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the last 5 months of 2025.

Regarding social housing development, the Prime Minister highly appreciated the efforts and results of ministries, branches and localities. However, the demand for social housing in localities is very large, especially in large cities such as Hanoi, Ho Chi Minh City, Hai Phong, Bac Ninh , Dong Nai, Lam Dong, etc.

Currently, the implementation of the program still has many limitations, difficulties and obstacles such as: implementation results in many localities are still slow; disbursement of preferential credit capital of 120,000 billion VND for social housing is still slow and difficult; enterprises investing in social housing still have difficulties in accessing land, construction investment procedures, bidding, credit, preferential policies...

The Prime Minister stated that from now until the end of the year, there is still much work to be done to complete the project's objectives; emphasizing that the goal of completing at least 100,000 social housing units from now until the end of 2025 remains unchanged; the social housing development target for 2025 assigned to localities by the Prime Minister at the beginning of the year remains unchanged.

The Prime Minister requested that the task of developing social housing be identified as an important political task of the entire political system. Ministries, branches and localities must focus highly, specifically and closely on each project, and have the highest political determination to complete the social housing targets assigned by the Government in 2025; adding the assigned social housing development target as one of the contents, tasks and targets in the Resolution of the Party Congress for the term 2025 - 2030.

Along with that, focus on reviewing and counting cadres, civil servants, public employees, and workers who have difficulty with accommodation and travel due to the impact of the organizational restructuring process. Focus on reviewing policies related to accessing capital, purchasing and constructing social housing, cutting out cumbersome administrative procedures, ensuring the most convenience for people, businesses, and related entities in accessing social housing.

The Prime Minister directed the Ministry of Construction to preside over and coordinate with the Ministry of Finance to research, develop and submit to the Government a draft Decree on the national housing fund, to be completed before August 20.

The Vietnam General Confederation of Labor deploys investment in building social housing for union members to rent; starts construction of social housing according to the targets assigned by the Prime Minister.

The State Bank of Vietnam continues to coordinate with relevant ministries and branches to vigorously promote the disbursement of the VND 120,000 billion credit program for social housing, workers' housing, and housing for the armed forces; arrange preferential credit packages for groups of officials, civil servants, and public employees affected by the process of organizational and apparatus rearrangement, and young people to buy, rent, and lease housing. In addition, diversify credit packages, reduce costs, and apply digital technology to continue to lower lending rates, share with those in difficulty with housing, and ensure the harmony of interests between the people, banks, and the state.

For localities, the Prime Minister requested to urgently complete the steering committee for social housing development of the locality, headed by the secretary or chairman of the People's Committee, responsible to the Government and the Prime Minister for the results of social housing development in the area. For completed projects (36,962 apartments), investors are required to urgently ensure the restoration of the environment, green and clean; implement procedures, widely publicize on mass media to proceed with sales to people.

For projects under construction (127,261 apartments), the Prime Minister requested that for projects in the completion stage (about 37,000 apartments), it is necessary to urge investors to focus resources, construct according to the committed schedule, and complete in 2025.

For the remaining projects and projects that have just started construction in 2025 (about 90,200 apartments), priority will be given to implementing administrative procedures, grasping and immediately resolving difficulties and problems..., creating all conditions for investors to implement the project, completing at least 26,000 apartments in 2025 and creating the basis for completing the targets in the following years.

For localities where no social housing projects have been started, urgently direct departments and branches to assign investors, carry out land procedures, hand over clean land, grant construction permits, etc. to social housing project investors to start construction and investment, immediately in 2025.

The Prime Minister requested localities to urge investors of commercial housing projects to carry out investment procedures for social housing construction on 20% of the project's land fund according to the provisions of the 2023 Housing Law to start construction in 2025.

At the same time, immediately implement the regulations in Resolution No. 201 to pilot a number of specific policies for social housing development; immediately implement the reduction and reform of administrative procedures; do not issue regulations that create conditions and criteria for assigning investors, or create administrative procedures that cause inconvenience to businesses and people. Administrative procedures for social housing projects must be carried out according to the "green channel", "priority channel"; immediately handle the difficulties and problems that are still pending such as selecting investors; bidding, construction investment procedures; determining selling prices, rental prices, etc.

The Prime Minister basically agreed with the proposals and recommendations, including the proposal of the Ministry of Construction on raising the income threshold for purchasing social housing in a more appropriate direction, and assigned the Ministry of Construction to propose amendments in a shortened order to Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing.
