Prime Minister: Efforts to complete 100,000 social housing units by 2025

On August 16, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets for the first 7 months of 2025 and the implementation plan for the remaining 5 months of this year. The conference was broadcast live to the People's Committees of provinces and centrally run cities.

According to the Ministry of Construction , implementing the Project of 1 million social housing apartments, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 apartments, of which 146 projects have been completed, with a scale of more than 103,000 apartments; 144 projects have started construction and are being implemented with a scale of more than 127,000 apartments; 402 projects have been approved for investment policy, with a scale of more than 400,000 apartments.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project of 1 million social housing apartments.

At the conference, a representative of Ho Chi Minh City said: The assigned target for 2025 is 13,000 units, of which more than 4,000 units have been completed; 13,000 units are being invested in and the possibility of completion this year is nearly 7,000 units, reaching 53%. In the coming time, the city will focus on reviewing functional areas, forecasting population size, determining social housing needs as a basis for planning, allocating land funds and housing construction investment projects; it is expected that by 2030, there will be more than 1,000 hectares of land for social housing.

Chairman of Can Tho City People's Committee Tran Van Lau said that Can Tho City was assigned a target of nearly 1,400 units in 2025; currently investing in the construction of more than 2,000 units; the possibility of completion in 2025 is 374 units, reaching 27%.

In the coming time, Can Tho will review planned and invested projects, requiring investors to commit to implementing legal regulations on social housing.

"Can Tho is directing a review of new urban areas where investors have mainly built commercial housing in the past, while the remaining 20% of social housing is mostly built by investors who lack interest and responsibility towards society. Therefore, Can Tho City will be determined to direct and invite investors to commit to implementing it, otherwise it will be handled according to the law," said Mr. Tran Van Lau.

At the conference, representatives of provinces that exceeded the targets for social housing development such as Hung Yen (113%) and Bac Ninh (102%) presented lessons learned such as: carefully studying the policy mechanisms issued by the Party and State; proactively including them in planning for social housing; ensuring the quality of social housing is the same as commercial housing.

Prime Minister Pham Minh Chinh directed to focus on completing 100,000 social housing units in 2025.

Representatives of Hung Yen and Bac Ninh provinces said: "Resolution 201 of the National Assembly has resolved many difficulties. The province is also proactive in planning and land allocation. Procedures for selecting investors are streamlined, cutting down on administrative procedures. In the coming time, Hung Yen province will complete the tasks and targets in 2025 as well as in the period up to 2030."

A representative of Bac Ninh province shared: "Through the completed social housing buildings, people who come to visit see that the quality is very good. It is like cheap commercial housing, but also enjoys bank loan policies, so currently the demand for buying social housing is very high."

Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that in the country's rapid and sustainable development, there is an important and consistent content: "not sacrificing social progress and equity, social security and the environment to pursue mere economic growth" .

Delegates attended the conference to review the implementation of social housing development targets for the first 7 months of 2025 and the implementation plan for the remaining 5 months of this year.

The Prime Minister stated that social housing is identified as a major issue, "only when there is a stable home can there be a stable career", therefore, investing in social housing development is investing in development, contributing to the rapid and sustainable development of the country. This is a humane policy of the Party and State, ensuring social security, progress and equity; ensuring human rights and civil rights; supporting the disadvantaged, the disadvantaged, and young people, and is a driving force for development.

The Prime Minister said that the Social Housing Development Project has determined that from now until 2030, 1 million social houses will be built for low-income people and industrial park workers; additional subjects will be added in the process of arranging and merging administrative boundaries, implementing a two-level government; and additional purchase and hire purchase policies will be added. The goal is big, the implementation is still difficult, but the more you do it, the more experience you gain and the more mature you become.

The Prime Minister proposed to continue to improve institutions and work processes, especially with high determination, great efforts, and drastic actions to complete 100,000 social housing units by 2025:

"The significance of building social housing is very great. We do it seriously, synchronously, and effectively. Local authorities at all levels really get involved to resolutely realize the goal of developing social housing. The tasks and solutions from now until the end of 2025 are to strive to complete the target of 100,000 social housing units. This target is very large and difficult, but no matter how difficult it is, it must be done with high determination and drastic action."

With a frank, serious and open-minded spirit, Prime Minister Pham Minh Chinh requested that we put ourselves in the shoes of those who do not have a house to handle the work quickly with all our responsibilities, obligations, hearts, and feelings, "national love, compatriots' love": "Experience shows that whichever localities, ministries and branches actively participate, the work will be implemented quickly. This process must fight corruption, negativity, and policy profiteering.... Hanoi and Ho Chi Minh City need to actively develop social housing; have policies to develop social housing for the armed forces; and promote the strength of the entire political system to participate" .

The Prime Minister requested ministries, branches and localities to add the social housing development target assigned by the Prime Minister as one of the contents, tasks and targets in the Resolution of the Party Congress for the term 2025 - 2030; Focus on reviewing and counting the number of cadres, civil servants, public employees and workers facing difficulties in accommodation and travel due to the impact of the process of restructuring the apparatus;

Focus on reviewing related policies on capital access, purchasing and building social housing, cutting cumbersome administrative procedures, ensuring the most convenience for people, businesses and related entities in accessing social housing; Focus on inspection and supervision, absolutely not allowing corruption, negativity, waste and profiteering of social housing policies.
