Within the framework of the Conference, regarding the cultural field, Associate Professor, Dr. Do Thi Thanh Thuy - Head of the Cultural Research Department under the Vietnam Institute of Culture, Arts, Sports and Tourism (Ministry of Culture, Sports and Tourism) presented content related to the 80-year achievements of the Cultural Sector in ensuring and enhancing the people's right to enjoy culture.
Ms. Do Thi Thanh Thuy said that under the leadership of the Party with the mission of serving the people, imbued with the viewpoint of taking "people as the root", promoting the role of the subject and the central position of the people, over the past 80 years, the cultural sector has achieved many important achievements in ensuring and enhancing the people's right to enjoy culture.
These achievements create a solid foundation for the goal of building a humane, equitable and prosperous society, where culture is identified as the driving force, goal, foundation, promoting the comprehensive development of the country.
According to Ms. Do Thi Thanh Thuy, looking back at the 80-year journey of building and developing the country, it can be affirmed that the cultural sector has made important and positive contributions.
From there, shaping the central role of culture as the spiritual foundation, goal, motivation, and important endogenous strength, promoting cultural values and the strength of the Vietnamese people, associated with ensuring and enhancing the people's right to enjoy culture.
80 years of achievements of the Cultural sector
Referring to some achievements of the cultural sector over the past 80 years, Associate Professor, Dr. Do Thi Thanh Thuy first noted that the Vietnamese cultural policy system continues to be built and perfected in a comprehensive, unified and practical direction, ensuring the right to access and enjoy culture for all classes of people.
Culture is considered a public good that conveys spiritual values, contributes to social progress and equity, and therefore always receives investment attention from the state.
The most recent example is the National Target Program on Cultural Development for the 2025-2035 period, which was approved by the National Assembly .

Second, ensure equal access and participation in cultural life of the people, narrow inequality in access and promote the freedom to create, produce and disseminate cultural products.
Over the past decade, the cultural sector has achieved many successes in expanding access to cultural products through cultural industries and other support policies, contributing to ensuring people's right to enjoy culture.
The cultural market is increasingly prosperous, products and services are more diverse; product quality is improved thanks to the promotion of knowledge, creativity and innovative thinking of diverse subjects in society such as: artists, artisans, businessmen, scientists , communities and other creative and practical subjects.
Third, the protection and promotion of cultural identity has achieved many remarkable achievements . According to Ms. Do Thi Thanh Thuy, the protection and promotion of cultural identity is not only related to but also a core content of the right to enjoy culture.
People are both creators and beneficiaries, and have the responsibility and rights to preserve and develop national cultural values.
Deeply aware of the importance of cultural identity, in recent years, the Party, State and Government of Vietnam have paid special attention to preserving and promoting the culture of the Vietnamese ethnic community.
Including the work of inventorying and registering cultural heritages being strengthened.
The Vietnamese cultural heritage system is widely recognized with impressive numbers, contributing to changing the local economic structure, creating stable livelihoods and jobs for tens of thousands of workers in heritage areas.
At the same time, it contributes to arousing national pride in cultural identity and promoting community cohesion.
By 2025, Vietnam will have 9 world heritages recognized by UNESCO (including 6 cultural heritages, 2 natural heritages, and 1 mixed heritage (cultural and natural).
Notably, in protecting and promoting cultural identity, the role of the community is increasingly being noticed. Each individual, group, community and nation has the right to maintain, protect and develop its own cultural identity.
Many good beliefs, customs, practices, and many types of tangible and intangible heritages are preserved and promoted, increasingly integrated into socio-economic development in the current context, associated with community livelihoods and sustainable development.
"People's cultural enjoyment is increasingly enhanced along with the protection and promotion of cultural identity, contributing to building a healthy spiritual life and sustainable development, ensuring regional and ethnic cultural diversity, receiving recognition from the masses," Associate Professor, Dr. Do Thi Thanh Thuy emphasized.
Fourth, promote digitalization, gender equality and cultural diversity in cultural access and enjoyment.
The cultural sector has increasingly applied technology to art spaces, digital museums and big data. E-publishing is very popular and timely.
In the period of 2026-2031, the Ministry of Culture, Sports and Tourism aims to have all cultural and artistic units computerized and digitally transformed; build and maintain large databases (Big Data) on culture, art, family and cultural heritage of Vietnamese ethnic groups as shared resources.
Application of modern technology at the exhibition
Also at the Conference this morning, representatives of the Department of Grassroots Information and Foreign Information informed about the exhibition area with the theme "Happy Vietnam" organized by the Department of Grassroots Information and Foreign Information at the National Exhibition Center (Dong Anh, Hanoi).
This is an event within the framework of the National Achievements Exhibition celebrating the 80th National Day of the Socialist Republic of Vietnam and is a cultural highlight, spreading the message of simple, familiar happiness values in the daily life of Vietnamese people.
The attraction of the exhibition is the application of modern technology through 3D mapping and augmented reality (AR). Visitors can explore the entire exhibition of 80 years of digitalized socio-economic achievements, multi-layer digital maps of 34 provinces and cities, and interact directly with vivid images, sounds and digital spaces.
All of this data is uploaded to digital space through the vietnam.vn platform so that people around the world can experience it when they do not have the opportunity to visit the exhibition in person.
Through the exhibition space, the Organizing Committee wishes to spread the message of a happy Vietnam - where happiness comes from great achievements, expressed through everyday moments: children's smiles, working hands, and a spirit of constant creativity.
