49 traffic jams on the road will be cleared tonight
Of which, Thanh Hoa province is blocked at 25 locations, including: 19 flooded locations and 6 landslide locations. On the national highway, there are currently 4 flooded locations, 6 landslide locations; 15 flooded locations on local roads. It is expected that by 8:00 p.m. today (August 27), traffic will be reopened.
Nghe An province is currently blocked at 21 locations, including 4 flooded locations and 17 landslide locations. Of these, 1 flooded location (National Highway 15) and 6 landslide locations are currently blocked (National Highway 16, National Highway 48); 3 local roads are flooded and 10 landslide locations. It is expected that traffic will be reopened by 10 p.m. today.
After the storm passed, Ninh Binh province was blocked in 3 locations. Of which, 1 flooded spot on National Highway 12B; 2 flooded local roads. These locations have all been cleared for traffic since 5pm today.
At flooded and landslide locations, the Road Management Areas and the Department of Construction have directed contractors to place warning signs and arrange 24/7 traffic controllers. Currently, there is still scattered rain on national highways, expressways, and provincial roads. The Vietnam Road Administration will continue to update, review, and compile statistics in the next reports.
The maritime sector has not yet recorded any damage caused by storm No. 5.

Railways are waiting for water to recede for repairs
Railway sector, according to the report of Vietnam Railway Corporation: Hanoi - Lang Son Railway line Km80-81, Km95 due to heavy rain, water flooded the rail surface, rocks and soil flooded the railway, the unit was on duty, the track was restored to normal speed; Hanoi - Ho Chi Minh City Railway line due to heavy rain, Hanoi station, Giap Bat station was flooded, communication equipment was flooded, the unit waited for the water to recede to restore and repair.
Thanh Hoa and Nghe An areas still have widespread power outages, many communication poles are broken, the unit is trying to fix them to ensure smooth communication. The railway at Km147 is flooded to the top of the rail, there is no sign of water draining.
At Tho Xuan Airport, the fence at the beginning of runway CHC31 (about 450m from the runway) is still flooded due to the Cua Dat Hydropower Plant releasing floodwaters. The local flooding at taxiway S1 has been resolved and operations are normal.
Dong Hoi airport is operating normally.
Vinh Airport has re-erected fallen trees, cleaned up areas, and is repairing fallen ceilings and damaged windows in the terminal. Construction activities at the airport have resumed since this morning.
Tho Xuan Airport, Dong Hoi operates normally after storm No. 5. Vinh Airport has resumed construction and repair activities.
Implementing the Prime Minister's Official Dispatch No. 147/CD-TTg dated August 25, 2025 and Official Dispatch No. 148/CD-TTg dated August 26, 2025 on focusing on overcoming the consequences of storm No. 5 and post-storm floods, late in the afternoon of August 27, the Ministry of Construction issued an urgent dispatch requesting agencies and units to urgently perform the following tasks:
The Vietnam Road Administration directed its affiliated units to continue to focus on inspecting and reviewing areas at risk of flooding, landslides, and flash floods to have plans to handle and divert traffic from afar.
Arrange forces to guard and direct traffic at locations that are deeply flooded and have strong currents, especially at culverts, spillways, ferry terminals, pontoon bridges, and ferries; assign people to guard, set up buoys, barriers, and signals at locations where roads are deeply flooded, culverts, broken roads, or landslides... resolutely not allowing people and vehicles to pass when there is still a risk of not ensuring safety.
For locations with large landslides and subsidence causing traffic jams, direct road management and maintenance units to coordinate with localities to deploy remote traffic diversion plans, promptly fix the problem, and mobilize maximum machinery, equipment and human resources available in the area to ensure traffic clearance in the fastest time. Note that it is necessary to ensure the safety of forces and vehicles participating in overcoming flood incidents on traffic routes.
Be proactive, ready to support and coordinate with the Department of Construction of localities with national highways that are currently experiencing traffic congestion to urgently resolve and ensure the fastest possible traffic flow, especially on main traffic routes.
Vietnam Railway Authority and Vietnam Railway Corporation continue to strictly implement the patrol and guard regime at key works, locations, and key areas such as: bridges, weak roads that are flooded; areas prone to flash floods, steep mountain passes with falling rocks, landslides, railway areas downstream of dikes, irrigation dams, and reservoirs. There are plans to stop trains, stretch trains, increase train stops, and transfer passengers when rain and floods cause flooding and landslides in areas where trains must stop.
The Vietnam Maritime Administration and Vietnam Waterways Administration and the Vietnam Maritime Safety Corporation urge units managing and maintaining waterways and routes to urgently review and count buoys and signals lost or drifted due to storm No. 5; promptly re-deploy the buoy and signal system immediately after the flood.
Direct subordinate units, units managing and maintaining waterways to regularly inspect, review, and require watercraft not to anchor near river crossing structures; regularly monitor and grasp the situation. If a drifting vessel is detected, promptly notify the authorities for handling.
The Civil Aviation Authority of Vietnam closely monitors weather developments in areas affected by storms and floods to adjust or change flight schedules accordingly to ensure absolute safety of flight operations. Directs units to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
The Department of Construction of localities in the areas affected by natural disasters closely coordinates with local levels, sectors, Road Management Areas and units managing and maintaining roads, railways and waterways to proactively overcome incidents caused by storms, floods and storms, conduct traffic diversion and ensure traffic on roads and waterways under their management; coordinates with the road, railway, maritime and waterway sectors in managing transportation, increasing tolls, and transferring passengers and goods when required.
